TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
June 3, 2026
Members Present: Sarah Bentley, Kerry Campbell, Michael Hendrickson (Chair), Shawne Martinez,
Lori Severino, Mick Stevens, and Henry Taylor-Goalby.
Members Absent: Jane Honeyman, and Barrett Johnson (Vice Chair).
Staff Present: Principal Engineer Courtney Furman, Principal Transportation Planner Tiffany
Gehrke, Project Manager Matt Bowling, and Sr. Administrative Specialist Joe Patton.
Others Present: Council Liaison Faraz Ghoddusi.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard
Library in the 2nd floor conference room with a hybrid MS Teams option.
2. CONSIDER MINUTES
The May 6, 2026, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. ASH CREEK NATURE LINK
Matt shared project details and photographs of the project area. Because the Metro Large Scale
Community Visions grant application deadline fell before the June meeting, TTAC submitted a
Letter of Support following the previous meeting through a survey to document members’ approval.
Matt explained that Clean Water Services will restore the wetlands within the project area. It will
include paved paths and will connect SW Hall Boulevard to SW 95th Avenue and is intended to
support a future pedestrian and bicycle bridge crossing Highway 217. Private property owners have
donated portions of the needed land and will make right-of-way improvements as part of a public-
private partnership. Courtney noted that information gathered during the recent ODOT Highway
217 improvements, including soil composition data, will be used to reduce project costs. Metro is
expected to announce the approved grant recipients soon.
5. COMMENTS ON E-SCOOTER BROCHURE
Members discussed the handout Sarah created. Tiffany will recheck the age requirements. It was
noted that elementary and middle schools have banned e-bikes and e-scooters except for certain
classes, so a statement will be added regarding checking school policy. Another suggestion was
summarizing rules and including a QR code for more information. The handout will be sent to the
Design team for modification and application of the Tigard logo to make it an official city
communication. Sarah asked for a PSA regarding safe driving and awareness of e-bike and ee-
scooter riders timed right before the start of school, and again throughout the year. Establishing a
speed limit and posting signs along share use paths was of interest to members, though it was noted
that might require Tigard Municipal Code changes.

6. TTAC/TCAC TOUR
Tiffany reviewed potential topics and discussed several items of interest that could be viewed during
the tour. She highlighted the impacts of upcoming schedule and route changes to TriMet Line 45,
which will now terminate at Washington Square Mall, eliminating the portion of the route that
currently travels along Walnut Street to the Tigard Transit Center. She noted that TTAC could
consider submitting a Letter of Support advocating for restoration of this portion of the route as
TriMet explores opportunities to expand service in the future. The group also discussed food
options and the possibility of concluding the tour at a restaurant to allow for optional continued
conversation following the tour.
7. LOCAL PROJECT UPDATES
Tiffany briefly reviewed the Hall and Fanno Creek and Hall and Omara crossings and the
McDonald Street projects. She noted Tigard is officially a Vision Zero City with the Vision Zero
Network. The grant application for SS4A was submitted with the decision coming in December.
8. NON-AGENDA ITEMS
A. Shawne noted the Pike Place Market car-free pedestrian pilot in Seattle boosted traffic and
increased overall commercial sales by 6.5%. Other areas that were shut down to automobile
traffic were shared with the areas becoming destinations.
B. Michael commented that on a recent trip to Spokane he was surprised at the number of e-
scooter riders in a suburban city. Tiffany offered to contact Spokane if members were more
interested so she could obtain more details on their program.
9. ADJOURNMENT
It was noted there is no July meeting, and the August meeting night will instead be the optional tour.
The meeting adjourned at 7:55 p.m.
