Executive Session At 5:19 p.m. Mayor Hu announced that the Tigard City Council was entering into Executive Session called under ORS 192.660(2) (a)to discuss Employment of Public Officers, Employees and Agents.The session ended at 6:03 p.m. 2. Business Meeting A. Call to order—At 6:30 p.m. Mayor Hu called the Tigard City Council &Town Center Development Agency meeting to order. B. Roll Call—Deputy City Recorder Bartholomew called the roll. Public Comment—Written: 20 written comments were submitted by the Monday noon deadline. Comments included concerns with the Tigard Library budget for Fiscal Year 2027, for Agenda Item#8. A copy of written comments can be found in the packet for this meeting. Public Comment—In Person: Gabriel Cruz provided comment about concerns with the amount of time allocated to in- person public comments. C. Public Comment—Phone-In or Video: None 4. City Manager Report Acting City Manager Rager shared that the Tigard Municipal Court offers free weddings during the month of June. He highlighted the annual Summer Reading program at the Tigard Library, which encourages readers of all ages to explore and stay engaged throughout the summer. 5. Public Hearing:Adoption of FY 2027 Fees and Charges Schedule A public hearing was held to consider adoption of a resolution to amend the citywide fees and charges schedule.The look of the document is different than it has been in the past, as part of a city effort to make the document more accessible.An overview was provided of the recommended fees and charges for Fiscal Year (FY) 2027. No public comments were made on this item. Council President Wolf asked for confirmation that the Street Maintenance Fee (SMF) process and SDCs (System Development Charges)for river Terrace 2.0 are still ongoing. Finance Director Kang said that is correct and the presented Fees and Charges Schedule does not include the new methodology that has been talked about for the SMF. Councilor Robbins asked if fees for Clean Water Services(CWS)and waste pick-up are fees set by the individual vendors, and if the city is adding additional fees for our profit. Finance Director Kang said that CWS fees are set by CWS and that solid waste fees are slightly different.The Tigard Municipal Code sets the solid franchise rate that haulers can have a profit margin between 8%- 12%. Councilor Robbins asked if that profit goes to the vendors and is not a profit for the city. Finance Director Kang said yes. Councilor Ghoddusi asked how our fees generally compare to other cities around us. Finance Director Kang said from a utility standpoint our fees are about average. Community Development Director Kirkman said that our planning fees tend to be lower than other cities and we plan to look at adjusting fees. Councilor Schiack moved to approve Resolution No. 26-19. Public Hearing: Certifying that the City of Tigard Provides Services Qualifying for State Shared Revenues A public hearing was held to consider adoption of a resolution to certify that the city of Tigard provides services qualifying for state revenue sharing. The city must provide 4 of 7 services to receive state revenue sharing.The 7 services are police,fire, street maintenance,sanitary sewer, storm sewer, planning and zoning, and at least one utility service. Tigard provides 6 of the services; we do not provide fire service. No public comments were made on this item. Councilor Shaw moved to approve Resolution No. 26-20. Public Hearing: Declare the City's Election to Receive State Revenue Sharing A public hearing was held to consider adoption of a resolution to declare the city of Tigard's election to receive state revenue sharing.The services that we provide to qualify for state revenue are the same as the Public Hearing immediately prior to this one.The state revenues are cigarette, gas, and liquor taxes. No public comments were made on this item. Councilor Schlack moved to approve Resolution No. 26-21. Councilor Shaw seconded the motion. Mayor Hu conducted a vote and the motion passed unanimously. Public Hearing:Adoption of the FY 2027 Budget, Making Appropriations, Declaring the Ad Valorem Tax Levy and Classifying the Levy as Provided A public hearing was held to consider adoption of a resolution to adopt the approved budget with adjustments, making appropriations, declaring the ad valorem tax levy, and classifying the levy as provided by ORS 310.060(2) for Fiscal Year 2027. Staff shared an overview of the budget process, including that this was a challenging year with tough decisions and more information about the Library's Limited Duration Social Services Coordinator position. 20 written public comments were received and 7 people commented in-person, all regarding concerns with the Tigard Library budget.A copy of written comments and a record of who spoke in person can be found in the packet for this meeting. Finance Director Kang provided some clarification in response to public comment.A comment said that the Library budget was cut by$1.9M, and Finance Director Kang clarified that about $1.5M, of that$1.9M, was a reduction to the Library budget for internal administrative services due to a methodology change on how we internally charge departments for things like Human Resources, Finance, IT, and City Management.The $1.5M does not impact Library staff or materials and the actual reduction to the Library budget is about$400,000. Tigard City Council Meeting Minutes—June 9, 2026 City of Tigard 113125 SW Hall Blvd.,Tigard, OR 97223 I www.tigard-or.gov I Page 4 of 8 Mayor Hu shared comments about this being a difficult budget year, and the need to focus on operational and core services, while responding to a General Fund shortfall of more than $6M. The budget that is being considered for adoption preserves current Library hours and avoids cuts to currently filled permanent positions.The Washington County Cooperative Library Services (WCCLS) levy, approved by voters last year, will help fund the shared countywide services, including book sorting, delivery, and other support, allowing the city to leave two vacant library positions unfunded in the budget. Councilor Robbins shared that she thinks the other council members want to fund the Library as much as she does.She is disappointed that an amendment to fund the Social Services Coordinator position did not pass and she also understands the concerns with using one-time funds for long-term costs. Multiple departments are receiving cuts in this budget, and a significant portion of the Library budget reduction is to the shared services, which means that internal departments are being given more work with less resources. Another portion of the Library budget reduction is from the WCCLS centralizing services.The WCCLS levy, that was approved by voters, supports the entire county Library system in a more equitable manner. Council President Wolf shared that facing the funding gap, council was clear about ensuring core services and focused on developing a sustainable budget. The need for rent and utility assistance exists in Tigard and she is curious about what opportunities could be to partner with our existing organizations that directly provide these services. She urges city leadership to pursue these options. Councilor Ghoddusi shared that the Library is not a luxury, but one of the necessities of life. It provides education, access to information, and lifelong learning. He believes that funding the Library should be prioritized. Youth Councilor Hellhake asked the council to take money from other places, to temporarily fund the Social Services Coordinator position,while we figure this out. Councilor Shaw shared her appreciation for the level of engagement from the community and asked the community to work with us as we work towards Library funding and continuing this service for Tigard. She clarified that the Social Services Coordinator position was set up as a Limited Duration position from the beginning. She agrees with Council President Wolf, that we should work with our non-profits to fund the position with an Intergovernmental Agreement (IGA). Councilor Schlack moved to approve Resolution No. 26-22. Council President Wolf seconded the motion. Mayor Hu conducted a vote and the motion passed. Public Hearing:Adoption of the TCDA FY 2027 Budget with Adjustments, Making Appropriations, and Imposing and Categorizing Taxes A public hearing was held to consider adoption of a resolution to adopt the Town Center Development Agency (TCDA) Fiscal Year 2026-2027 budget, making appropriations, and imposing and categorizing taxes. Roger Potthoff provided comment and asked the city to focus on utilizing the Tax Increment Financing (TIF)funds. Councilor Shaw moved to approve TCDA Resolution No. 26-01. Councilor Robbins seconded the motion. Mayor Hu conducted a vote and the motion passed. City Council Goals 2025-2026 Update The City Council Goals for 2025-2026 build on the work and success of previous years,while also addressing new challenges and emerging community needs.The City Council Goals for 2025-2026 are to (1)create housing opportunities for current and future residents, (2) elevate economic opportunities for current and future residents, (3) cultivate Tigard as a great place to live, work,and play, and (4)deliver resilient, sustainable, and well-maintained facilities that provide reliable and efficient services to our community. Staff presented a progress report on accomplishments and opportunities for each strategy within the goals. Mayor Hu asked if the Library can still be used as a cooling and heating center. Houselessness Liaison Cohen said we have to activate cooling center hours if were going to extend, but it is a safe place and with the updated HVAC it is cool in there. Council President Wolf asked if the establishing a work plan,that centers on the key strategic pillars of the Economic Strategic Plan,would be over the next year. Community Development Director Kirkman said yes,they will be working on the work plan and hope to come back to the council with an idea of some of the key takeaways from the elements of the work plan. Councilor Shaw asked what the change from Code Red to Everbridge,the new emergency alert system, would involve. Emergency Services Coordinator Lueck said that most of the transition will be seamless, and we will do a campaign to share the change with the community. Mayor Hu asked how people can find out about the opportunity for citywide training. Emergency Services Coordinator Lueck said that we will do more advertising, and we have a section on the website for emergency preparedness. Council President Wolf asked about the timeline for the 20-year facility plan.Acting City Manager Rager said that it will take about a year to complete the plan. Council expressed appreciation for the work and progress on the goals. 11. Non-Agenda Items—None 12. Executive Session—None 13.
