1. Study Session
At 5:30 p.m. Mayor Hu called the Study Session to order.
A. Federal Legislative Agenda—Assistant to the City Manager Hendrix led a discussion on
Tigard's federal legislative agenda, which Council members contributed to in December
2025 and March 2026. It includes project specific funding for a Public Safety Facility, 72"d
Avenue Corridor Improvements, and a Charging and Fueling Infrastructure (CFI) Grant.
Policy Priorities include Transportation and Infrastructure, the Transportation
Reauthorization Bill, Affordable Housing, Community Development Block Grants, and
Support of a Railroad Crossing Elimination Program. Their legislative agenda opposes
changes to Federal Emergency Management Agency (FEMA) and cuts to programs that
support vulnerable populations.
B. Review of Fiscal Year 2027 Fees and Charges Schedule—SDC Coordinator Couch covered
proposed changes to the Fees and Charges Schedule prior to budget deliberations. She
highlighted improvements made to the document format, including reorganization and
consolidation to make it easier for the community to locate fees and charges information.
Councilor Schlack requested a list of the revenues for each of the fees on the schedule.
C. Council Liaison Reports—Council members reported on their board and committee
assignments. Councilor Schlack reported on the CHART meeting where updates to
the Time, Place and Manner ordinance and next steps for an advisory board. Were
discussed. Councilor Shaw mentioned that the Town Center Advisory Commission
received updates on the transient lodging tax and the economic development strategic
plan. Councilor Anderson reported on Committee for Community Engagement where the
election result was discussed, and an update received about the Tigard HOME project.
Council President Wolf attended the Chamber Governmental Affairs and Policy
Committee reflecting on the election outcome and also what upcoming legislation the
GAP Committee will endorse. Councilor Robbins attended the Library Board meeting and
will start attending every other TYAC meeting. She will not be able to go to the June 10
Library Board meeting and Councilor Schlack will attend. Mayor Hu met with the
Metropolitan Mayors who are gearing up for 2027 and discussed the Supported Housing
Services (SHS)funding, He attended the ODOT Region 1 Committee and received an
update that the I-S South Corridor at the Rose Quarter will be closed for up to five weeks
starting on September 11.

meeting to order.

C. Mayor Hu asked everyone to mute their mics and join him in the Pledge of Allegiance.
D. Call to Council and Staff for Non-Agenda Items—None
3. Public Comment
A. Public Comment—Written: Mayor Hu noted that 19 written public comments were
received by the Monday noon deadline. The library budget was the most frequent topic
and there were a few related to River Terrace 2.0. A summary is included in the packet
for this meeting.
B. Public Comment—In Person:
1. Jenny Stoffel spoke in favor of the library budget/keeping the social services position.
2. Gabriel Cruz spoke in favor of library budget/keeping the social services position.
3. Larry Jacobs spoke about the River Terrace 2.0 Annexation and noted how
postponing the annexation impacts the development of his property.
4. Piper Roberts spoke in favor of the library budget/keeping the social services position
5. Katie Sabolek spoke about a petition with 1.072 signatures opposing library budget
cuts and supporting keeping the social services coordinator.
6. Becca Reyes-Geislinger spoke in favor of keeping the social services coordinator and
described many ways this person has helped a variety of community members.
7. Micah Newsome spoke in favor of not cutting the library budget.
C. Public Comment—Phone in or Video: Jeff Weise spoke about proposed River Terrace 2.0
street alignment that would impact his property. He requested Council instruct staff to

anchor the center line on the proposed River Terrace Blvd exactly to the eastern property
line as shifting the road from the lawful 50/50 split will cause harm to his property.
4. City Manager Report
Acting City Manager Rager said the annual Pride celebration flag was raised that morning. He
thanked the mayor, council, staff and community for coming together and showing their
support for a tradition that highlights shared values of inclusivity and ensures every individual
feels seen, valued and safe in our city. The free Health and Fitness Summer Kickoff Fair will be
held at Universal Plaza from 3-5 on June 6. Demonstrations, information and free health
screenings will be offered.
5. Tigard High School Envoy Report
Tigard High School Envoy Rebecca Khosravani gave her final report on recent activities at the
high school. She introduced incoming Associated Student Body (ASB) President Sydney Joule
and Vice President Gabe Musangu, who will report monthly at Council meetings during the
next school year.
6. Resolution of Appreciation for Tigard High School Student Envoy Rebecca Khosravani
Councilor Shaw moved to approve Resolution No. 26-18—A Resolution acknowledging
Rebecca Khosravani for her service as Tigard High School Student Envoy to the City Council.
Councilor Robbins seconded the motion, and Mayor Hu conducted a vote, starting with the
Youth Councilor for an advisory vote. The motion passed unanimously. Ms. Khosravani was
given a special copy of the resolution, and a photo was taken with the Council.

7. Consent Agenda
A. LOCAL CONTRACT REVIEW BOARD: Contract for Copper Creek Outfall Stabilization

Under consideration was a contract with Wurdinger Excavating for the Copper Creek
Outfall Stabilization Project to provide bank stabilization, stream improvements and
plantings to stop erosion and protect existing park infrastructure, the 108th Avenue Trail, a
pedestrian bridge and sanitary infrastructure in Cook Family Park.
Councilor Schlack moved to approve the Consent Agenda as presented and Councilor
Shaw seconded the motion. Mayor Hu conducted a vote and the motion passed
unanimously.

8. Clean Water Services (CWS) Cost of Service Study and Rates Presentation
Clean Water Services Chief Financial Officer Kathy Leader and Chief Utility Relations Officer
Joseph Gall gave a presentation on their rate history which held a modest average annual
increase over 10 years of 3.38%. New cost methodology for rate development was adopted by
CWS on April 14, 2026. A cost-of-service study initiated in 2021 and completed in February
2026 revealed that local rates charged do not fully cover costs for sewer and stormwater
management services. If forecast rate increases are implemented, revenues would exceed
expenses and reserve funds will be replenished beginning in Fiscal Year 2032. The study will
inform a 10-year financial plan to fund operation and maintenance, debt service and capital
needs, correcting the local service area funding deficits and ensuring CWS maintains sufficient
future reserve funds.
CWS Chief Financial Officer Leader said the average residential customer in Tigard currently
pays $49.39 for sanitary sewer and surface water management.The FY 27 rate is $1.97 more
per month, and a 4% increase is projected for the next five years. Their 10-year financial
forecast showed a small deficit running though FY31 with reserve funds covering the deficit
and those reserves start being replenished in 2032.
The CWS Board will hold public budget hearings to consider revisions and adoption of their
Fiscal Year27 budget on June 9, 2026. The adopted budget and FY 27 rates will go into effect
July 1, 2026. Utility Relations Officer Gall invited Tigard community members to sign-up for
upcoming behind the scenes tours of the Durham water resource recovery facility. General
Manager Rahim Harji introduced himself and said he has worked with Tigard staff before and
looks forward to bringing the city perspective to CWS.

9. Legislative Public Hearing: River Terrace 2.0 Annexation (Continued)
Mayor Hu opened the public hearing and announced that annexation of the subject
properties will be considered at a future date that is yet to be determined. Prior to that public
hearing a notice will be published and sent to public agencies and others entitled to notice.
Mayor Hu then closed the public hearing.
10. Classification &Compensation Study Implementation Guidance
Human Resources Director Gomez gave the staff report,joined remotely by Consultant
Malayna Halvorson Maes from McGrath Human Resources Group. As there is not currently a
city manager, staff recommended that Council direct the city's Human Resources Department
to provide oversight on the compensation implementation process. Council consensus
supported the recommendation.
