Tigard May 26, 2026
1. Study Session
At 5:15 p.m. Mayor Hu called the Study Session to order.
A. Indirect Cost Allocation Plan
Finance Director Kang and MGT Consultant Michelle Garrett provided a briefing on the
updates to the city's indirect cost allocation plan.The plan explains how the city allocates
the cost of shared services to departments that benefit from the internal services. The plan
needed to be updated because it was previously difficult to administer and overly complex.
B. Classification & Compensation Study Implementation Guidance
Human Resources Director Gomez and McGrath Consultant Malayna Maes provided a
briefing on the results of the Classification & Compensation Study, which was a data driven
process, that included meetings with department directors about positions and the
comparison of Tigard positions to similar positions in the market. Statistics were shared
about Tigard employment. It is estimated to cost$600,000 to bring Tigard pay rates to the
baseline, not including bargaining/COLA, benefit roll ups, or pay equity analysis.
Councilor Robbins asked for the difference between what has been done and the pay
equity analysis that has not yet been completed. McGrath Consultant Maes said what has
been done is the comparison of Tigard positions to align with the current market and pay
equity looks at the people in the positions and the experience they offer.
Councilor Anderson asked if we would phase in the implementation. McGrath Consultant
Maes said that we don't have the opportunity to do a phase in implementation and would
need to pick a date to start.
Councilor Shaw asked why benefits were not included. McGrath Consultant Maes said that
they typically look at benefits separately because it takes a different amount of time to
study and decide to implement. Some other factors are the differences between union and
non-union and the disadvantage that Tigard is not on the state retirement system. She said
that focusing on compensation should come first.

Councilor Ghoddusi asked where the $600,000 would come from. Finance Director Kang
said that would be a policy decision for council and for FY 2027 it could come from reserves
or reductions to existing programs. Acting City Manager Rager asked how much of the
$600,000 would be from the General Fund. Finance Director Kang estimated that about
half would come from the General Fund.
Council expressed interest in moving forward with implementation.
The session ended at 6:16 p.m.

3. Public Comment
A. Public Comment—Written:
15 written public comments were submitted by the Monday noon deadline. Comments
included 12 concerns with the Tigard Library budget for Fiscal Year 2027, 2 concerns
about River Terrace 2.0, and 1 about the proposed Public Works and Police Building.

B. Public Comment—In Person:
Jessica Fredrickson provided comment about concerns with the Library budget and asked
council to fund the Social Services Coordinator position.
Siobhan Chandler provided comment about concerns with the Library budget.
C. Public Comment— Phone-In or Video:
Roger Pothof provided comment about the ballot measure and invited people to attend
the Portland Business Journal event on June 4, 2026.
Jeff Wiese provided comment about concerns with the intersection of Beef Bend and
River Terrace.
4. City Manager Report
Acting City Manager Rager recognized May as military appreciation month. Thanking those
who have secured and protected the freedoms that we enjoy. Also recognizing that service is a
collective journey and behind every uniform is a family enduring long deployments,frequent
moves, and quiet anxieties of separation. There is a video of Councilor Ghoddusi on the city
website, as an Air Force veteran, Councilor Ghoddusi brings a personal perspective and an
authentic voice to this month's recognition.

Resolution No. 26-17- A RESOLUTION SUPPORTING THE APPLICATION FOR A METRO
LARGE-SCALE COMMUNITY VISIONS GRANT THAT WILL FUND THE CONSTRUCTION OF
THE ASH CREEK NATURE LINK: A METZGER COMMUNITY GREENWAY, A 2,400 LINEAR
FOOT, ADA ACCESSIBLE, MULTIUSE TRAIL, THAT WILL BE SURROUNDED BY 11.59 ACRES
OF RESTORED WETLANDS, FLOODPLAIN, AND RIPARIAN AREAS
Councilor Schlack moved to approve the Consent Agenda as presented. Council President Wolf
seconded the motion. Mayor Hu conducted a vote and the motion passed unanimously.

6. Public Hearing: Consider Ordinance Adopting the Kingston Terrace Addendum to the 2020
Water System Plan
A public hearing was held on adopting an addendum to the Water System Plan for the new
King City development Kingston Terrace. Senior Project Engineer Horton gave the staff report
and shared that Tigard has an obligation to supply water to King City and any areas annexed
into King City. Kingston Terrace is 528 acres with approximately 4,100 dwelling units. Kingston
Terrace can be safely incorporated into the Tigard Water Service Area (TWSA) today with
infrastructure improvements to water system in the future.
No public comments were made on this item.
Councilor Ghoddusi asked if the combination of Kingston Terrace and River Terrace 2.0 will be
a 42% increase to the Tigard Water System. Senior Project Engineer Horton said yes and
shared that we have a good plan in place to make sure that we can serve these areas.
Mayor Hu asked for confirmation that approving the ordinance tonight does not include
deciding how it will be funded. Senior Project Engineer Horton said yes, and large system
improvements are typically paid for from SDC (System Development Charge) funds. We will be
updating the SDC rates as we complete our next water system plan to make sure that all of
these identified projects will be funded through SDCs. Typically, the water bills that Tigard
residents pay don't go towards this type of improvement.
Councilor Anderson asked if we have a percentage of rights to the Willamette water project.
Acting City Manager Rager said that Tigard invested in the Willamette intake facility that brings
water out of the river and we wont be able to take water from that system without additional
negotiation.
Councilor Robbins moved to approve Ordinance No. 26-12. Councilor Schlack seconded the
motion. Deputy City Recorder Bartholomew conducted a roll call vote and the motion passed
unanimously.

7. River Terrace 2.0 Streets and Finance Strategy Update
Senior Planner Gada shared that, based on support from council, staff is currently working to
amend the consultant contract to explore expanding the tiered SDC (System Development
Charges) approach to citywide parks and transportation SDCs, since that would promote
housing affordability and address equity goals. It was also determined not to have a
supplemental maintenance fee for River Terrace 2.0 residents because of administration
challenges, and because the designs are the new normal for Tigard.
Council President Wolf asked if the recommended designs address the public comments that
were submitted. Senior Planner Gada said yes and explained. One comment noted that there
would be a 10% loss to the land attributed to housing development across the planning area,
which does not align with the staff analysis of 0.9% of the total buildable acres. Moving
forward with the recommended designs would help on-street parking in front of businesses
and near homes,while also helping maximize pedestrian safety and comfort on our facilities
across the planning area. For the comment about right-of-way widths adding development
cost and reducing buildable acreage, staff findings showed that the cost savings and acreage
was negligible. In response to the comment about incomplete information being presented to
council, Senior Planner Gada explained that this is how the process has to function. For
example, it is not possible for us to prepare all of the finance strategy details before knowing
exactly how streets can be designed and we need direction from council to identify the
components of the designs so that we can estimate costs.
Councilor Shaw asked if the bike pedestrian walkway on Murdock Street is a multi-use path.
City Engineer Wisniewski shared that the Murdock Street project was designed for bikes and
pedestrians to use the same space and would loosely be called a mixed-use path. Councilor
Shaw asked if we have seen any safety concerns there. City Engineer Wisniewski said that
there have not been any brought to the office since we built it.
Councilor Ghoddusi shared his concerns about the traffic flow and collectors from 99W.The
infrastructure on Beef Bend and Bull Mountain isn't there, especially with the growth in that
area.

Councilor Robbins asked if the feedback groups liked the designs and if the cost of
maintenance was considered in those conversations. Senior Planner Gada shared that cost and
maintenance issues were discussed at the time, but not at this level of detail. The Planning
Commission noted that going from angled parking to parallel parking in the commercial
collector area was one of the ways that they did see cost savings and to save land for housing.
Council President Wolf asked if there are opportunities to not add five months to the project
timeline. Assistant Community Development Director Warren shared that adding five months
to the project timeline is the minimum amount of time that we need to add to the project to
deliver it. We took on additional scope and tasks in the project and now need more time. For
example, as originally scheduled, we would have been well underway on code writing at this
point and now we are hoping to have a public draft of code in the spring of 2027.
Councilor Shaw shared concern with the additional five months and asked if we can bring in
some outside staff to help streamline the process. She asked if simplifying the financing might
help streamline the timeline. Assistant Community Development Director Warren said that the
main item leading us to the five-month delay is code writing. We have two consultants helping
us with code writing and we have a full code team of staff. It takes time to get it right, get
feedback, review, and revise the code. He shared that we should be wrapped up with the
finance strategy by the end of the summer of 2026 and that piece is not holding us up.
Councilor Shaw asked if we did not plan enough time for the code writing. Assistant
Community Development Director Warren said yes and no, and that the additional work and
analysis put us behind schedule.
Councilor Robbins asked for clarification on which design staff recommended. Senior Planner
Gada clarified that it is the 72-foot design, not the 90-foot cross section.
There was consensus of the council to move forward with the staff recommendations for the
street designs.
