Executive Session At 5:15 p.m. Mayor Hu announced that the Tigard City Council was entering into Executive Session called under ORS 192.660(2) (e)to discuss real property transactions.The session ended at 5:32 p.m. 2. Study Session At 5:35 p.m. Mayor Hu called the Study Session to order. A. Intergovernmental Agreements(IGAs) with Washington County Cooperative Library Services (WCCLS) Council received a briefing from Library Director Bernard and Finance Director Kang on two IGAs with WCCLS, which reflect the new funding model and governance process.After several years of work,the cooperative reached a reasonable consensus with these agreements. Both agreements will be scheduled for Council consideration in June 2026. B. River Terrace 2.0 Streets and Finance Senior Planner Gada gave an update on the River Terrace 2.0 finance strategy, project schedule, and street designs. For the finance strategy the city will move forward with the tiered SDCs (System Development Charges) citywide and are not planning to establish a maintenance fee for River Terrace.The project timeline has been extended by 5 months, and the new timeline shifts the adoption date to April or May of 2027. For the street designs,we do not yet have a consensus from the council and need final direction on May 26, 2026 to either move forward with current designs or roll back policies. The session ended at 6:05 p.m. 3. Business Meeting A. Call to order—At 6:30 p.m. Mayor Hu called the Tigard City Council meeting to order. Public Comment—Written: David Streicher provided comment about the Water Advisory Board (WAB) Emergency Water Distribution Recommendations. Michael Brewin provided comment about Public Hearing agenda publishing, the Water Advisory Board (WAB), and the Ordinance Repealing Code on Sound Trucks. B. Public Comment—In Person: None C. City Manager Report Acting City Manager Rager shared that the Tigard Farmers Market opened last weekend and highlighted that on May 6th students across Tigard would be participating in the Spring Walk and Roll event at their elementary schools. 6. Consider a Resolution in Support of Federal Safe Streets and Roads for All Grant Funding for Design and Construction of Phase One of the SW 72nd Avenue Corridor in the Tigard Triangle Resolution No. 26-15 -A RESOLUTION APPROVING AN APPLICATION FOR FEDERAL SAFE STREETS AND ROADS FOR ALL(SS4A) GRANT FUNDING FOR DESIGN AND CONSTRUCTION OF PHASE ONE OF THE SW 72ND AVE CORRIDOR IN THE TIGARD TRIANGLE Council President Wolf moved to approve the Consent Agenda as presented. Councilor Robbins seconded the motion. Mayor Hu conducted a vote and the motion passed unanimously. Water Advisory Board (WAB) Recommendations Council considered recent recommendations made by the Water Advisory Board regarding emergency water distribution and a filtration trailer, and other recommendations from staff which were in alignment with Tigard's Water System Plan and Emergency Response Plan. Councilor Robbins asked what liability the city would have for volunteers using the water filtration trailers. Acting City Manager Rager clarified that the city has one trailer and it has to be operated by our staff,who are certified by the state.The operation of the smaller trailers is simpler, but requires training. Councilor Robbins said that if we did receive the donation, it doesn't sound like something that the Tigard Water District or WAB volunteers could run. Acting City Manager Rager said that is correct. Council supported the following staff recommendations: 1. The City of Tigard, City of Durham, and the Tigard Water District (TWD) should consider a financial contribution toward the design or construction of a future resilience hub/commodity point of distribution (CPOD) either in their specific district or within the City of Tigard. Staff should discuss with the TWD the other post-event water treatment tool option that could tie in with the CPOD concept. 3. TWD and WAB members should consider getting involved with the CERT (Community Emergency Response Team) program so they can become well-trained emergency response volunteers. 8. Capital Improvement Plan (CIP) Update A briefing was given by City Engineer Wisniewski on Capital Improvement Plan projects, including budget and schedule status for each of the city's water, sanitary sewer, stormwater, transportation, parks, and facilities projects. Councilor Ghoddusi asked for more information about the Rotary Plaza restroom. City Engineer Wisniewski shared that the restroom is being decommissioned because there have been a lot of issues managing the hours it was open,the way it was being used, and things being put down the sewer that caused damage to the system. The city talked to the Chamber of Commerce and Tigard Downtown Alliance (TDA) and determined that the best solution was to remove this restroom.The visitor center has a restroom during business hours. Councilor Shaw mentioned that public comment was given the prior week about the community engagement for the McDonald Street project, that includes roundabouts. City Engineer Wisniewski shared that the communication on the project has included direct mailing to all property owners that front McDonald Street, postcards were sent to homes in a radius of around 500 feet, and we have a digital presence with social media and the city website. Youth Councilor Hellhake asked why the grant for the North Dakota Street Bridge cannot be accessed until Fiscal Year 2028. City Engineer Wisniewski shared that the project had funding shortfalls and for the grant that we secured the money is tied to an appropriation by the federal government which is not available until Fiscal Year 2028. Councilor Schlack asked if the city is still looking at renaming Steve Street Park. City Engineer Wisniewski answered that the recommendation is to keep the name the same. Councilor Schlack asked for more information about the Lasich property. City Engineer Wisniewski shared that the long-range plan has been to have river access at that property and the bigger picture was to also have a sports field and community park on the property.The property is outside the urban growth boundary, and it is going to be a while before it could come into the urban growth area. The work that we are proposing right now can be done to give our community river access. Councilor Shaw asked if the Cook Family Park accessible boat ramp project will impact the current ramp and parking during the summer. City Engineer Wisniewski answered that there will be an impact and communication will go out to the community. City Engineer Wisniewski said yes. 9. Legislative Public Hearing: Ordinance Repealing Tigard Municipal Code 5.16 Regarding Sound Trucks A legislative public hearing was held to consider repealing an unused section of the Tigard Municipal Code written in 1981 requiring registration of sound trucks. City Attorney Rihala gave the staff report. She shared that this is a clean up of our code, as the city has no record of any registration submitted in the 40 plus years that the ordinance has been in place and even if we did require it, it could be found as unconstitutional based on current case law. This section of our code does nothing to change the regulation of loud noises in the city of Tigard. There is a state statute that addresses sound from vehicles and city's nuisance code continues to apply the same without this section of the code. One written public comment was made by Michael Brewin with concerns about repealing this section of the code. Councilor Schlack moved to approve Ordinance No. 26-10. Council President Wolf seconded the motion. Deputy City Recorder Bartholomew conducted a roll call vote and the motion passed unanimously. Legislative Public Hearing:Tigard Municipal Code Amendments to Chapter 2.40 A legislative public hearing was held to consider amending Chapter 2.40 regarding city candidate filing procedures to comply with Charter changes and state law. City Attorney Rihala gave the staff report and provided an overview of the proposed amendments. The requirement for a seated council member to resign irrevocably in order to run for the office of mayor was removed. Oregon State law now requires an elected incumbent to file at least seven days prior to the standard filing deadline if running again for the same office. Councilor Robbins asked why incumbents have to file seven days earlier than non-incumbents. City Attorney Rihala said that it is state statute and that her guess is that it has something to do with the advantage that incumbents have and for prospective candidates to know before they file if they are challenging an incumbent. Councilor Schlack moved to approve Ordinance No. 26-11. Councilor Shaw seconded the motion. Deputy City Recorder Bartholomew conducted a roll call vote and the motion passed unanimously.
