Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes July 8, 2026 Members Present: Sarah Ericksen, John Goodhouse, JoJo Keating, Patty Lofgren, Chris Sjolin, Bob Tomasovic (Vice Chair), and Gabe Velasquez (Chair). Members Absent: Ben Coli. Staff Present: Community Development Director Sambo Kirkman, Redevelopment Project Manager Sean Farrelly, Project Manager Windol Cador, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison Councilor Jeanette Shaw, Alternate Liaison Councilor Jake Schlack, and Tigard Chamber of Commerce CEO Megan De Salvo. 1. CALL TO ORDER Chair Velasquez called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a hybrid MS Teams option. 2. CONSIDER MINUTES AND ROLL CALL The June 10, 2026, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT – N/A 5. STAFF LIAISON UPDATE In response to a question from last month, Sean noted the operating funds for Family Promise come mainly from supportive housing services through Metro, funneled through Washington County, but they also have other donors, public entities, and fundraisers. He also informed Commissioners that Brian Rager was selected as the new City Manager and which includes the role of TCDA Executive Director. He will be invited to a future meeting. Sarah Serata resigned her position on the TCAC. 6. Q2 STRATEGIC PLAN REPORT CARD Sean briefly reviewed the KPI’s for each Area of Emphasis and made changes based on updates from the Commissioners. 7. TCAC STRATEGIC PLAN DISCUSSION Sean presented a draft TCAC Strategic Plan that organizes the Commission’s adopted goals and tasks under the pillars of the Economic Development Strategy to create alignment between the two. The goals and tasks were reviewed, with discussion of corresponding KPIs planned for the next meeting. Council Liaisons emphasized the importance of TCAC’s work and noted that aligning the Commission’s goals with the Economic Development Strategy pillars will assist in making recommendations to Council/TCDA Board. Using the draft Strategic Plan as a framework, Commissioners discussed which Economic Development Strategy pillars were most appropriate for each of their adopted goals. TOWN CENTER ADVISORY COMMISSION July 8, 2026 Page 2 of 2 8. TIGARD AREA CHAMBER OF COMMERCE UPDATE Megan provided a brief overview of the Chamber and noted that it currently has 330 members. The Chamber provides prospective business owners considering downtown Tigard with an information packet highlighting available resources and opportunities. Megan also noted that she conducts walking tours of downtown for prospective business owners. The Chamber works closely with the City and promotes City programs, resources, and available grant opportunities. She sees a role for the Chamber to work with the TCAC to discuss policy recommendations that have worked elsewhere. 9. PROJECT UPDATES Sean briefly reviewed the updates included with the agenda. He moted the consultant hired to improve the performance of the existing TIF Districts and to explore the feasibility of creating a River Terrace 2.0 TIF District will attend the October meeting. Windol reached out to Latino markets and connected one to the broker for the former Rite Aid space, and a contract was signed. A hamburger restaurant will be opening in the former Baja Fresh location on Hwy 99W. Another restaurant will be opening in the former Which Wich location in the Triangle. 10. DOWNTOWN TOUR WITH TTAC Sean shared potential topics for the upcoming walking tour. The tour will start with a meal and end at a local location for attendees to optionally continue conversations. The Downtown Reimagined and trail improvements topics were of greatest interest. The tour is scheduled for August 5, 2026. 11. LIAISON REPORTS A. Patty noted that the Library Social Services position ended last month and CHART team will sunset this November with a new community houseless team starting in January 2027. 12. Tigard Cinema Property Redevelopment Building the next great mixed-use destination in Tigard. Request for Qualifications (RFQ) The Tigard Cinemas Property • 9.25 acre site owned by Tigard’s Town Center Development Agency (TCDA), the city’s urban renewal agency. • Planned to include future mixed-use development, City park, Red Rock Creek greenway and trail, and public streets • Accessible from Oregon Highway 99W and SW 72nd Avenue; potential for project signage on 99W (45,000+ average daily trips). • Within easy commute distance of Intel, Nike, the “Silicon Forest,” and Downtown Portland via I-5, Hwy 217, and Hwy 99W. • Located in the heart of the Tigard Triangle—which is rapidly transforming into a vibrant, walkable, mixed-use neighborhood. • In an Opportunity Zone (OZ) 1.0; expected to be designated as an OZ 2.0 during 2026. • Served by water, sewer, and other utilities; Phase 1 environmental indicates a clean site. (The City/TCDA plans to design and build the park.) • Designing, permitting, financing, and building high-quality, walkable, mixed-use places, with an emphasis on market-rate and workforce housing over ground floor commercial. • Building as much of the transportation and utility infrastructure within and adjacent to the Cinemas site as possible. TCDATCDA Process 1. August 2026, TCDA will release a request for qualifications (RFQ) for mixed-use development teams, asking for their development vision, qualifications, and relevant experience. No site-specific designs or financial analysis will be required. 2. Based on RFQ responses, TCDA will select a short list of the best-qualified development teams 3. Additional Information / Proposals will be requested from short listed teams 4.
