WHEREAS, access to mobility is fundamental to health, safety, economic opportunity, and • %4L.
, ` community connection, enabling residents of Tigard to reach education, employment, health care,

z WHEREAS, transportation is the second-largest household expense for most families, and the :' �,
"j •`" w : American Automobile Association estimates that the average annual cost of owning and operating a -._ •
?: . vehicle is more than $12,000, placing significant financial strain on households, particularly low- and ``_ '
moderate-income families; and
'= WHEREAS, transportation costs are closely linked to housing and land use decisions, and
•"I' communities that lack affordable housing near jobs, schools, health care, and essential services
`Y often require residents to travel farther and rely more heavily on private vehicles; and

` ! WHEREAS, many people do not drive because of age, disability, income, health conditions, or other s'p: -
it.: circumstances, while others are temporarily unable to drive because of injury, illness, or changes in t~

WHEREAS, communities designed with multiple transportation options strengthen local businesses, !i •$-

WHEREAS, experiencing a Week Without Driving offers residents and leaders an opportunity to -
