Consult: Tigard HOME (Amber Gomez)
Update on the Tigard Home Engagement Efforts from Last September. The goal of this project is to
support vibrant neighborhoods where everyone, regardless of mobility needs or housing types, can
easily access homes, shops, and services. The outcome will be a set of policy and code
recommendations for the city council and the Planning Commission to consider for adoption.
These recommendations will include: - Introducing more shops and services compatible with
existing developments - Expanding options for home and property use - Simplifying neighborhood
business regulations - Creating safer, more connected walking paths - Reducing vehicle miles travel
by increasing walkability.
This project began a few years ago, with community engagement kicking off in June of last year.
Since then, we have organized a total of 17 tabling events and 3 pop-up events, which will wrap up
by the end of this summer. A report is scheduled to be presented to the council in fall 2026, using
data gathered from one-on-one conversations, community vision boards, and mapping activities.
Community members have expressed a desire for more services close to home, such as bakeries,
food cart pods, and restaurants, as well as infrastructure that supports bicycling. In terms of
building forms and design, residents prefer traditional and craftsman-style architecture that reflects
the Pacific Northwest. Housing diversity and affordability have been identified as community
priorities. Special outreach efforts have been made to engage organizations that communicate in
different languages, including Korean, Vietnamese, and Spanish, as well as those working with
individuals who have mobility challenges.
Involve: Annual Report (Alex Richardson)
We are transitioning from a report card format, which is not ADA accessible, to an annual report
that is compatible with screen readers. This annual report will cover the previous fiscal year ending
on June 30 and will be published in the fall. It will be available in PDF format rather than printed,
due to cost considerations.
Possible topics for the report include the Library HVAC renovation, the Cook Family Park accessible
dock, Tigard HOME, River Terrace 2.0, the Cinema Site, the McDonald Street improvement project,
Time Place Manner, Safe Parking, the National Community Survey & POLCO, and Volunteer Tigard.
The report will be organized by themes such as “Serving Every Neighbor,” “Meeting the Moment,”
and “Built to Serve.”
Recommendations: reword “Serving Every Neighbor” to “Serving Our Neighborhoods,” include
statistics related to public transit, add topics about the wastewater treatment plant, and parks
related to the new bridge, as well as improvements to walking paths and city internal
organizational news.

Upcoming Events: Pride Parade - 100 people have registered, and indoor festival, Tigard Farmers
Market- Members are encouraged to host the city table, Juneteenth and 4th of July Celebrations.
Recap from Last Meetings: A follow-up presentation on climate action is planned for the CCE’s fall
meeting. There was a reflection on the library’s temporary operations from City Hall and action
items related to connecting with the community through events. The council approved updated
bylaws for boards and committees, which will take effect in January 2027.
Current Topics: The library will return to discuss its strategic planning efforts, various city-
sponsored summer events, and ongoing citywide strategic planning and community engagement
initiatives once the new city manager is hired.
The council will review the City Manager applications position in mid-June. Nicole will provide an
update from the Equity Advisory Committee regarding the implementation and impact of the
Equitable Engagement report across the city and its future planning.
