Interim Human Resources Director Jim Loeffler presented an overview of the SEIU bargaining
agreement for the year 2023-2025 and thanked all who were involved in the process.
Council President Lueb moved to adopt Resolution 22-28. Councilor Goodhouse seconded the
motion. Mayor Snider conducted a vote and the motion passed unanimously.

6. URBAN LIVESTOCK BRIEFING
Associate Planner Hope Pollard provided a brief history of urban livestock issues and regulations in
Tigard and explained how the City's code enforcement operates when receiving a complaint.
Pollard summarized the outcome of the two community urban livestock open houses and the
community engagement efforts. Pollard presented three livestock code options and requested
direction from council. Council discussed and recommended the Tier 2 option,which is the staff
recommended approach. This option would add to the existing nuisance code and incorporate
community feedback while limiting associated nuisances in a more spelled out livestock specific
way. Staff stated that there may be more iterations to the options after the Planning Commission
meeting on October 17th.
7. COMMUNITY DEVELOPMENT PROJECTS UPDATE
Community Development Director Kenny Asher provided an overview of several community
development projects.A synopsis of each project is listed in the Agenda Item Summary and
milestone timelines of each project are displayed in the slideshow.
8. NON-AGENDA ITEMS—Council discussed and decided that there will now be in-person,
phone-in, and written public comment at the beginning of workshop meetings.
9. ADMINISTRATIVE REPORT
City Manager Steve Rymer reported on the following:
• Thanked the teammates who attended 29th Annual Northwest Public Employees Diversity
Conference
• Kudos to city organization and finance team—according to the Government Finance Officers
Association, the City was a 2020 Triple Crown Winner and only 317 governments in the country
who received the award
