It is proposed that a median island is going to be placed on SW Hall Blvd along with a Rectangular Rapid Flashing Beacons(RRFB)at the crossing. Because of the proximity of the library and this intersection, it makes it a natural area for pedestrians to cross,however it causes other complications.Turning left from SW Omara St on to SW Hall Blvd at certain times of the day is difficult at best and at times next to impossible.Because of the traffic and light timing on SW Hall Blvd a driver needs to turn into the median to go North on SW Hall Blvd.Adding this median will make it even more difficult and potentially more dangerous for drivers and pedestrians crossing.It would be safer for all users if the crosswalk were located on the south side of that intersection or close that crosswalk because the light for the library is only^350 feet from that intersection. If city funds are supporting this organization,there should be accountability.They need to be actively present where encampments persist—especially on publicly-owned land. I've attached photos from this morning showing the tents,occupants,and surrounding conditions—including the trash and unauthorized use of an alcove at the City of Tigard Public Works building.This is no longer a transient issue—it's a settled encampment operating in plain view with no consequences.It's disappointing to see this situation continue,especially when the City has made public statements about prioritizing safety,cleanliness,and accessibility. From a resident's perspective, it appears enforcement has been suspended by policy rather than limited by law.This issue is not going unnoticed,and I will continue to document and report what I observe.I hope the upcoming October 28 Council meeting includes a serious conversation about how this approach is affecting community trust and public space. It's getting out of control.Why are the items left on the sidewalk all day?They need to be stored away and off of the sidewalk so people can actually walk on the sidewalk.It's a busy stretch of road.I realize this is a difficult problem with no easy solution.I have been very unhappy with the lack of Tigard leadership as well as the fact that there are two police officers dedicated to dealing with the issues for homeless.I have called the non emergency line a couple of times regarding the homeless in their cars on Wall Street,for the ones that have trash outside and the ones that have been parked in place long over the limit. I was listened to and the issues were eventually resolved and I appreciated that very much.For the concerns anoint,it has seriously made me question the livability of Tigard. But the accessibility of the feed to rats is further compounded by the manner in which the feed delivered to the chickens and fowl. Domestic cats, wild cougars, raccoons, even sea-lions have been infected by this evermore mutating pathogen.The proverbial"red lights are flashing"at veterinary diagnostic labs, and at the CDC(what's left of it), concern is not being dismissed amongst epidemiologists across the US, including the Oregon Health Authority and Oregon State University Veterinary Diagnostic Lab,they are watching with concern.Yet in the Metro Area,Tigard is the outlier, no clear and specific regulation of backyard fowl and livestock.Tigard has no way of knowing how many chickens,fowl and livestock are being kept within the city, under what conditions, and where they are located. No permits or licensing qualifications is required. I will provide you with copies of the regulations for several of the nearby suburban cities and the City of Portland.As for backyard chickens and their ever present opportunistic barnyard cohabitants—rats—only Multnomah County includes rats and rodents in their Vector Control lineup. Washington and Clackamas County Vector Control limit their operations and responses to mosquitos and insects, no vector control capabilities for rodents—none! I know this because at the suggestion of City Manager Stockwell and Chief of Police McDonald I followed their recommendation that before any meaningful enforcement action could be taken,the COT needed to have the matter investigated, upon my initiation, by Washington County Vector Control.That was the first time in 10 years that anyone at the COT mentioned Washington County Vector Control. I followed that recommendation, it was reasonable.That is how I learned that only Multnomah County provides Vector Control oversight/protection in the Portland Metro 3 county area. However, Multnomah County Vector Control told me they do not get involved in vector control matters in other jurisdictions outside Multnomah County. Nonetheless, I do think an expert independent investigation of all conditions at and also our property, is reasonable to determine whether these properties are being maintained in"a manner that may attract or aid the propagation of... rodents." The issues and concerns we are once again raising deserve a long overdue correction of the ongoing and visible breaches of community standards and plain old common sense,where lapses in either undermine the city's goals for safe, clean, and healthy neighborhoods.
