THE TOWN CENTER ADVISORY COMMISSION ADVISES THE TOWN CENTER DEVELOPMENT
AGENCY ON MATTERS PERTAINING TO URBAN RENEWAL PLAN IMPLEMENTATION AND TAX
INCREMENT FUND ALLOCATIONS.
NOTE: A tour of Family Promise of Tualatin Valley’s A Bridge to Home building (11460 SW Pacific Hwy)
will be held before the meeting 6:00 PM-7:00 PM. Afterwards, commissioners will meet at Tigard City Hall.

The City of Tigard tries to make all reasonable modifications to ensure that people with disabilities have an equal

Meeting Minutes
May 13, 2026
Members Present: Ben Coli, John Goodhouse, JoJo Keating, Patty Lofgren, Michele Powers, Chris
Sjolin, Bob Tomasovic (Vice Chair), and Gabe Velasquez (Chair).
Members Absent: Sarah Ericksen, and Sarah Serata.
Staff Present: Redevelopment Project Manager Sean Farrelly, Economic Development Manager
Danelle Hauther, Project Manager Windol Cador, and Sr. Administrative Specialist Joe Patton.
Others Present: N/A.
1. CALL TO ORDER
Chair Velasquez called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a
hybrid MS Teams option.
2. CONSIDER MINUTES AND ROLL CALL
The April 8, 2026, TCAC Minutes were unanimously approved.

5. STAFF LIAISON UPDATE – N/A
Sean noted the Budget Committee will be meeting to discuss the TCDA budget on Monday, May 18
at 6 p.m.
6. BRIEFING ON TRANSIENT LODGING TAX
Danelle shared a presentation on the Transient Lodging Tax (TLT) including Council Direction,
Project Purpose, State Requirements for TLT, Tigard’s TLT Vision, Expenditure Priorities,
Implementing the TLT Framework, and TLT Allocation Preliminary Tool. The tool was developed
to guide city use of TLT funds. Up to 3% of funds collected can be used for tourism related general
city services. The remaining 70% must be spent on tourism promotion or tourism-related facilities
to generate hotel night stays. The criteria for expenditures are strictly governed state regulations.
7. ECONOMIC DEVELOPMENT STRATEGIC PLAN BRIEFING AND TCAC
STRATEGIC PLAN DISCUSSION
Danelle reviewed the presentation that included the project purpose, priorities, and goals. It is a
three-year strategic plan that looked at all of Tigard’s partnerships. Through the development of the
plan it was clear the city’s most important role is as a convener of services, connecting those that live
and work in Tigard to the partners that can provide tools and services to help them thrive. It
includes four strategic Pillars: Business Attraction, Support, and Growth, Partnerships and
Navigation, Operations and Communications, and Development and Placemaking. She discussed
actions for each of the pillars.

8. LETTERS OF SUPPORT (ACTION ITEM)
Seam noted the two Letters of Support included with the agenda. One is to advocate for the
redesignation of a census tract that overlaps the Triangle and a large portion of Downtown as an
Opportunity Zone. The second is in support of a federal grant application for Safe Streets and
Roads for All to fund the SW 72nd Ave. project. A motion was unanimously approved to authorize
the signing of both letters by Chair and Vice Chair.
9. PROJECT UPDATES
Sean briefly reviewed the updates included with the agenda. He highlighted the Metro grant award
for a project to evaluate the financial feasibility of creating an Urban Renewal District in the River
Terrace 2.0 area and an evaluation of the two existing Districts to see if any changes should be
made. Windol gave an update on recruitment efforts for the two largest vacant buildings in the
Downtown TIF District. The former Joann Fabrics location has serious interest from an apparel
store. The former Rite Aid space is under negotiation for a food market. On Main St. he has been
recruiting for an ice cream shop.
10. NEW STANDARD BY-LAWS Q&A
Sean briefly reviewed the new bylaws and TCAC specific Charge & Duties included in the agenda
were adopted by Council apply effective January 1, 2027.
11. REVIEW UPCOMING MEETING SCHEDULE
Sean reviewed the calendar of remaining meetings for 2026 and topics. He noted the September and
November dates need to be cancelled or rescheduled. A survey link will be emailed to decide.
12. LIAISON REPORTS
A. Patty reported that for the Safe Parking Program there were 8 households (10 people) in the
program in April and 3 transitioned to stable housing. For the year to date there have been
19 households (22 people), of which 17 were from Tigard and 2 from Beaverton and 9 have
transitioned into stable housing.

6/3/26 TIF District Project Updates
Tigard’s TIF District Update Project
• Metro awarded a 2040 Planning Grant to Tigard to evaluate our current TIF Districts and
a potential new one for River Terrace 2.0. Timeline is being developed.
Enterprise Zone 2.0
• City submitted nomination for census tract that includes the Triangle and part of
Downtown. TCAC provided letter of support
