BOARD MEETING A. At 6:31 p.m. Board Chair Ristau called the Tigard Public Library Board Meeting to order. B. Chair Ristau called the roll. Board Member Michael moved to approve the Library Board minutes for the March 11, 2026 meeting. The motion was seconded by Vice-Chair Stoffel, and the motion passed unanimously. There were no objections and the minutes were approved as edited. 4. ICEBREAKER Library Director Bernard asked everyone in attendance the icebreaker question: What was the last thing you did that gave you childlike joy? 5. DIRECTOR'S REPORT A transcript summary of the director's report is attached at the end of these minutes. Vice-Chair Stoffel said she heard about an idea being floated that solar panels might be placed on the roof of the library building. Director Bernard said a few years ago the Community Development team was working on a solar power project, but that the grant funding fell through. Director Bernard said she has been in favor of solar panels being installed on the roof of the library building if the city is able to secure funding in the future. The Board had questions about the proposed fiscal year 2026/2027 budget. Director Bernard described the budget development process, the Budget Committee public meeting process, and told the Board she will be permitted to share more about the proposed fiscal year 2026/2027 budget when it is published to the public on April 16, 2026. Director Bernard explained to the Board that this is a proposed budget, and the Budget Committee may request changes in what the library is proposing. Director Bernard also noted that she expects additional budget impacts in fiscal year 2027/2028 when the cooperative implements centralized collections. Director Bernard is scheduled to present the library budget at the May 4, 2026 Budget Committee meeting. Community members may submit public comment at public meetings. 6. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING Board Chair Ristau explained the new direction of the presentation that was reworked since last month's board meeting. The revised theme will more accurately reflect both a fundamental part of library service as well as the impact of the upcoming changes of centralized collections on the library team. Next, the Board reviewed the PowerPoint presentation. The Board enthusiastically approved of the presentation as well as the self-directed activity that Board Member Lin and Vice-Chair Stoffel devised. Board Member Lin and Vice-Chair Stoffel will revise the activity slightly based on the board's feedback. The run-of-show was discussed and planned. Board Member Manion will provide a homemade gift to distribute during the presentation. 7. NON-AGENDA ITEMS A. The Board decided to distribute the activity and homemade gift during the presentation to Council. B. The Board agreed to cancel the May 13, 2026 Library Board meeting because of staff scheduling. 8. ADJOURNMENT At 8:07 p.m. Chair Ristau adjourned the meeting. In the first two months of Express Library Services, Library teammates provided 192 hours of library service, welcomed 1,883 visitors, hosted 636 community members in programs, visited nearly 30 locations for outreach, and answered more than 2,000 questions. Express Library Outreach The Library Social Services Coordinator Ryn Starr received a message from the Outreach Coordinator at HomePlate Youth Services after bringing books to the organization to share with clients: "I wanted to thank you for your time at Drop In. You have reignited a love for reading in a couple of our youth and it's been really amazing to hear them come in excited to talk about the books they're reading." HomePlate Youth Services is an organization that supports homeless youth and young adults, providing drop-in services like showers, meals, and shelter referrals, including to Tigard youth. Project: Homecoming • The Tigard Public Library building will reopen to the public Tuesday, April 28. Full services will be restored, including holds pickup, material returns, room reservations, the Tigard Community Seed Library, and the Library of Things. • The final day of Express Library Services at Tigard City Hall will be Sunday, April 19. • Phone reference and account services will continue during the service transition.
