At 6:29 p.m. Board Chair Ristau called the Tigard Public Library Board Meeting to order. B. Chair Ristau called the roll. Public Comment— Phone-in or Video: None 3. APPROVE MINUTES A. Board Chair Ristau opened the floor for discussion of a correction to the February 11, 2026 minutes. The corrections decided upon were to add the PDF of the February Director's Report at the end of the February minutes and to include Council Liaison Robbins to the roll call. Vice-Chair Stoffel moved to approve the Library Board minutes with corrections for the February 11, 2026 meeting. The motion was seconded by Board Member Michael, and the motion passed unanimously. 4. DIRECTOR'S REPORT A PDF version of the report is at the end of these minutes. 6. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING A. Director Bernard distributed a draft presentation outline to the Board that included examples of library service stories collected from the past year. She also informed the Board that Council instated a new 30-minute time allotment for annual presentations, increased from 20 minutes. The Board agreed the organizational structure of the outline would work for the presentation. The Library's strategic plan will frame our past year's accomplishments. The Board will share a slide with service stories and photos first, to introduce the strategic priority. Then they will show a slide on statistics that support the priority. Ledja Johansson (Library Confidential Executive Assistant) and Director Bernard will create a draft PowerPoint presentation on which Chair Ristau and Board Member Diaz will provide feedback. The Board decided to make creative visual aids to enhance the story telling parts of the presentation. B. Vice-Chair Stoffel mentioned checking that we're not duplicating library stories from last year's presentation. She also provided a recap of last year's presentation. C. Through discussion, the Board decided the theme of the presentation will focus on change over time, resilience, cycles, metamorphosis, and where library services are headed in the future. There have been various challenges, such as the pandemic, funding model changes, centralization of collections, and construction-related building closure, yet the library continues to provide services to our community. Director Bernard suggested celebrating the Express Library as a way to focus on these themes. She also said that Council enjoys hearing about the innovative ways the library provides services with the resources we do have. D. Chair Ristau further discussed the narrative arc of the presentation as where we were (the current strategic plan was developed during the height of the COVID-19 pandemic), where we are (celebrating the past year's accomplishments and Express Library), and where we are going (centralization, funding, and moving back into the library building). E. To enhance and highlight this narrative arc, the Board decided to create packets to distribute to each Council member. The packets will include seed packets from the library's Seed Library with a butterfly sticker (a popular library program last year was raising caterpillars and releasing the butterflies) and a bingo card with activities councilors can do at the library when the library building reopens in May. Director Bernard and LCEA Johansson offered to provide the seed packets and stickers, and the Board will design and come up with ideas for activities to include on the bingo card. Additionally, the Board, courtesy of Board Member Manion, will offer home-baked bread with rosemary to Council as a snack during the presentation to reflect the popular Seed Library. F. The Board planned the preparation and execution of the presentation as follows: Board Member Diaz will not be able to attend the presentation but is able to help with prep work. The presentation was divided into sections based on the Library's strategic plan: Introduction, Community, Knowledge, Enrichment, and Conclusion. Chair Ristau will help with prep work and present the introduction and conclusion. Board Member Manion will help with prep work and present on Community. Board Member Michael will help with prep work and present on Knowledge. Board member Lin will help with prep work and present on Enrichment. G. Chair Ristau would like the introduction and conclusion to include a balance of celebrating and valuing the library's successes while also discussing the realities and acknowledging the uncertainties of changes on the horizon to library services and funding. Director Bernard asked the Board to be mindful of the different audiences for the presentation, including library teammates who have been navigating these changes for years now. H. Chair Ristau also mentioned that while it is important to have all the statistics in the slides because that will be part of the public record, that doesn't mean that during the presentation the board members need to read the statistics out verbatim; they can instead share a few key points. I. The Board will review the presentation and solidify the execution plan at the April 8th board meeting. 7. NON-AGENDA ITEMS There were no non-agenda items from staff or the Board. 8. ADJOURNMENT At 7:43 p.m. Chair Ristau adjourned the meeting.
