At 6:30 p.m. Board Vice-Chair Stoffel called the Tigard Public Library Board Meeting to order. B. Vice-Chair Stoffel called the roll. Public Comment— Phone-in or Video: None 3. APPROVE MINUTES A. Board Member Michael moved to approve the Library Board minutes for the January 14, 2026 meeting. The motion was seconded by Board Chair Ristau, and the motion passed unanimously. 4. ICEBREAKER TIGARD PUBLIC LIBRARY BOARD MINUTES —Wednesday, February 11, 2026— Page 1 of 4 13500 SW Hall Boulevard,Tigard, Oregon 97223 • 503.684.6537•TPLcomments©tigard-or.gov•www.tigard-or.gov/library Library Director Bernard shared a photo of the "Permit Crab" who grants each of us the ability to do one "bad" thing (no crimes!) today, and then asked everyone in attendance the icebreaker question: What "bad" thing did you do today or do you want to do today? 5. SPECIAL GUEST Our special guest was Mayor Hu, Tigard City Council. Mayor Hu attended the board meeting to meet the Board members and thank them for their service. He invited board members to attend his monthly "Meet Up with the Mayor" event. The next one will be held on February 18th at 9 a.m. at Ava Roasteria. We also had surprise guests from our Library team: Jessica Fredrickson, Youth Services Supervisor, and Carolina Velasquez, Bilingual Youth Services Librarian. Their school outreach visit was cancelled, so they joined our meeting. 6. DIRECTOR'S REPORT A PDF version of the report will be at the end of these minutes. Questions from attendees: Vice-Chair Stoffel asked if volunteers could help with moving shelves for the Express Library. Library Director Bernard said that while we aren't asking volunteers to help us in this way right now, our Library Volunteer Coordinator, Becca Reyes-Geislinger, would love to hear from our volunteers. Jessica Fredrickson (Youth Services Supervisor) told the board that one task volunteers are doing during the building closure is washing and mending the library's puppet collection. Puppet spa! Mayor Hu asked if there are any other renovations while the library building is closed. Director Bernard said the Facilities team will be replacing furniture in the Adult Services workroom and also modifying the Circulation workroom in preparation for the AMH installation later this year. Regarding the slide about the budgeting process, Councilor Robbins shared a tip with the board that the City of Tigard's website has the budget presented with graphics. Director Bernard said that she welcomes any questions from the board about the budget. Fredrickson asked how long the IGAs will be in effect. Director Bernard said beginning July 1st, 2026 through the end of the levy cycle, which is five years. Vice-Chair Stoffel asked what happened with the Opportunity Café and janitorial services during the building closure. Director Bernard said that Chilita's "graduated" from the space at the end of December, and that she will be working with Danelle Hauther (Economic Development Manager, Community Development) to find a new vendor when the library building reopens in May. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING During the director's report, Director Bernard shared presentation outcomes and presentation ideas. Highlighting the library's strategic plan and telling the library's story in a visually appealing and tangible way were recommended. Vice-Chair Stoffel opened the floor to ideas from the board and a discussion commenced. Parameters of the presentation and presentation preparation were discussed: There is a 20- minute time limit for the presentation. (Addendum: Director Bernard has since found out that our agenda item will be 30 minutes allotted instead of 20 as originally planned.) Library staff assistance to the board can include help from Director Bernard and Ledja Johansson (Confidential Executive Assistant) with compiling library stories and creating a slide presentation. Other library staff might be able to contribute creative elements to enhance visual storytelling. Vice-Chair Stoffel voiced that she wants to make sure the board is mindful of library staff capacity during this stressful and busy time of the library's temporary relocation. Board Chair Ristau wondered if it would be feasible to roll out the shelves of books that the library is storing in the Town Hall storage closet for the Express Library during the presentation. From the shelves, councilors or board members could pull out library stories. These stories would be presented in a creative, crafty way for either board members to present or councilors to hold and read. Board Member Lin asked if it would be possible to provide patrons with a way to submit comments at the Express Library, like providing them with paper to write comments on and prompting them with questions; for example, what do you like about the library? What are you looking forward to when the library building reopens? Board Member Lin would like to see the community be involved. Director Bernard suggested providing postcards so that patrons can write to the library about what we miss and what we're looking forward to when we move back into the building this May. Councilor Robbins contributed an idea for soliciting stories from patrons which would involve setting up a microphone and video station with prompts for community members to answer questions like, "Why do you like the library?" Director Bernard said that we don't have the capacity to set up a video station right now and suggested that patrons might be able to record voice notes or videos on their own phones and send them into the library. Board Member Michael asked if there was anyone from the city that could help with the videos. Board Chair Ristau said that she would be willing to do video editing. Board Member Michael asked if we'd need photo release waivers from contributing patrons, and Director Bernard affirmed that we would. She said that the board is welcome to use these letters for the presentation. A few ideas related to the Seed Library were mentioned, including asking patrons to share their photos of plants they've grown using Seed Library seeds and bringing plants into the presentation to represent the Seed Library. Vice-Chair Stoffel asked if we have a collection of library stories already. Director Bernard said that we do, and we can compile these stories for the board and bring them to the March meeting. Board Member Lin asked if the plan this year will be the same as last year when the board broke up the presentation amongst the board members. The board will discuss this at the March meeting. 8.
