City Council Respectful Workplace Training Minutes
Tigard April 14, 2026
1. Business Meeting-Training
A. Call to order—At 6:34 p.m. Mayor Hu called the Tigard City Council meeting to order and
announced this meeting had one agenda item: Respectful Workplace Training.
B. City Recorder Krager called the roll.
Present Absent

Also present for the training were several members of the city's Leadership Team:
Police Chief McDonald, City Attorney Rihala, Assistant to the City Manager Hendrix,
Finance Director Kang, Library Director Bernard, IT Director Anderson, Community
Development Director Kirkman, HR Director Gomez and Sr. HR Business Partner Romero.
C. Pledge of Allegiance—Mayor Hu asked everyone to mute their mics and join him in the
Pledge of Allegiance.
2. Respectful Workplace Training
HR Director Gomez introduced training facilitator Deborah Jeffries, Vice President of
HRAnswers. A copy of her presentation is in the packet for this meeting.
Training topics included: building and reinforcing a respectful workplace, communication,
accountability, and leadership's role in setting a respectful tone for trust, credibility and
confidence in local government. The training supported Council's commitment to address
past behavior and reinforce expected standards moving forward.

3. Adjournment
At 8:24 p.m. Mayor Hu announced that there were no additional agenda items and the
meeting was adjourned.
