Call to order—At 6:30 p.m. Mayor Hu called the Tigard City Council meeting to order. B. Roll Call— Deputy City Recorder Bartholomew called the roll. Pledge of Allegiance—Mayor Hu asked everyone to join him in the Pledge of Allegiance. D. Call to Council and Staff for Non-Agenda Items—None 2. Recognition—Presentation of Police Unit Commendation Award Police Commander Sitton presented the department's Unit Commendation Award to the members of our Commercial Crimes Unit: Detective Sergeant Swain, Detective Massey, Detective Welch, and Detective Henderson. The Commercial Crimes Unit simultaneously investigated two serial burglaries that were complex, required multiple hours of surveillance, search warrants, and coordination with countless law enforcement agencies.The suspects were ultimately indicted on numerous felony charges including kidnappings, robberies,and racketeering.This commendation acknowledges the hard work and tenacity displayed by this team. Public Comment—Written: Mary Nielsen stated support for funding a full-time Park Ranger position. Joseph Taylor shared concerns with Time, Place, and Manner(TPM) camping ordinance enforcement. David Chapman requested the font size to be increased on Utility Bills. B. Public Comment—In Person: Matt Ratalsky expressed concern with the homeless situation at the Public Works building and garbage on the sidewalk. C. Public Comment— Phone-In or Video: None 4. City Manager Report Acting City Manager Rager shared that April is child abuse prevention month, and as a visual reminder to work together to prevent child abuse, there is a display of blue pinwheels at City Hall. He highlighted that the city is seeking volunteers to apply by April 12, to serve on the Budget Committee, Planning Commission, and Library Board. He shared that there are a few changes coming to help manage the situation at the Public Works lawn.As a more intensive enforcement effort, all officers have now been instructed to pull over and address violations. Previously only two officers were dedicated to enforcement, and they were unable to address everything throughout the day. Coupled with the additional enforcement,there will be a more liberal approach to exclusions from the site. Proposed changes of Time, Place and Manner(TPM) will be brought to council soon, related to the storage of personal belongings on city property and in the right-of-way. 5. Consent Agenda A. Consider Contract Award for Utility Bills - Printing, Mailing, and Barcoding Services B. Consider Contract Award for Citywide Janitorial Services Council President Wolf moved to approve the Consent Agenda and Councilor Shaw seconded the motion. Legislative Public Hearing: Ordinance to Amend Tigard Municipal Code Chapter 11.08— Alarm Systems A legislative public hearing was held to consider adoption of an ordinance to amend Chapter 11.08 of the Tigard Municipal Code "Alarm Systems" with updated and additional language. The new language incorporates the changes with the new system, modernized language, and added an appeal process. Police Confidential Executive Assistant Upton and Commander Sitton gave the staff report. No public comments were received on this agenda item. Councilor Robbins moved to approve Ordinance No. 26-08. Council President Wolf seconded the motion.There was no further discussion. Deputy City Recorder Bartholomew conducted a roll call vote and the motion passed unanimously. Public Hearing:Adopt Hiring Standards,Criteria and Process for City Manager A public hearing was held to consider adoption of the city manager hiring standards, criteria, and process. Human Resources Director Gomez and Cliff Moore from Prothman gave the staff report. No public comments were received on this agenda item. Tigard City Council Meeting Minutes—April 7, 2026 City of Tigard 113125 SW Hall Blvd., Tigard, OR 97223 I www.tigard-or.gov I Page 3 of 6 Councilor Schlack proposed increasing the candidate options for council from two-to-five to three-to-five candidates and suggested that Mayor Hu be the point of contact to represent council. Councilor Shaw agreed with both suggestions. Council President Wolf asked when council will decide who will complete the candidate background checks. Human Resources Director Gomez shared that the option will be presented to council when we reach that point in the process. Councilor Schlack moved to adopt the city manager hiring standards, criteria, and process with one amendment.The amendment was an increase of the candidate options for council from two-to-five to three-to-five candidates for council to choose from. Councilor Shaw seconded the motion.There was no further discussion. Mayor Hu conducted a vote and the motion passed unanimously. Review Policies for Acting, City, and Elected Officials Council considered adopting the proposed reporting policy and compensation process for acting, city, and elected officials. Human Resources Director Gomez shared that the intent of the "Reporting Improper Conduct—Public Officer and Public Official" policy is to give employees and volunteers a clear path for reporting any concerns with Council members, City Manager, City Attorney, and Municipal Judge. Councilor Ghoddusi asked if the reporting policy conflicts with the charter. City Attorney Rihala clarified that there is not a conflict and that this policy is separate from the charter and council ground rules. Councilor Robbins asked if there is a process in place for people who are not employees or volunteers to report concerns. City Attorney Rihala explained that the process would depend on the allegation, as there are multiple avenues, and anyone could come to council anytime about any concern. Mayor Hu shared that the intent of the addendum to the compensation process memo is to add clarity on compensation for employees serving as the Acting City Manager during the absence of the City Manager. Human Resources Director Gomez explained that with this addendum if the Assistant City Manager was in the Acting City Manager role, even for three months, up to 40 hours of that PTO time is more than a 5%work out of class increase. Human Resources Director Gomez shared that council could revisit, revoke, or revise this at any time. Councilor Robbins agreed that, while the Assistant/Deputy City Manager job description includes serving in the City Manager's absence, covering for an unknown/undefined time should be treated differently then covering a vacation or sick time. Human Resources Director Gomez shared that as one option, when council appoints an Interim City Manager, compensation is usually renegotiated for a time frame or duration. Councilor Robbins asked who the Acting City Manager reports to if the addendum says, "when the Assistant City Manager is serving in the role of Acting City Manager, the Acting City Manager is not considered a City officer under the Tigard Municipal Charter." City Attorney Rihala answered that the Acting City Manager reports directly to the city council, but is not a city officer for purposes of charter.The charter is silent on the role of Acting City Manager, which gives council the flexibility to manage as council sees appropriate. Councilor Shaw confirmed that, as a member of the Charter Review Committee,the intent was to give council the flexibility. Councilor Ghoddusi asked if the Assistant City Manager is represented by the SEIU (Service Employees International Union). Human Resources Director Gomez answered that the Assistant City Manager is not represented by the SEIU. Council President Wolf shared that she landed in the six-month range for the benefit and asked if clarification in the addendum is needed. Mayor Hu said that if an unusual situation comes up again, council will always have the option to revisit the policy. He shared that the 40 hours of PTO is equal to 5% base pay for six months and he has no concerns with the policy addendum as written. Councilor Schlack moved to adopt the reporting policy and compensation process for acting, city, and elected officials as presented. Councilor Shaw seconded the motion.
