I have filled out the form and written the letter to the HOA. But before I submit them, could you spare 5 to 10 minutes to meet in person? If you could just briefly look at the form and letter and also answer one or two of my questions. This is new territory for me and I don't want to get this wrong. I'm free anytime Wed-Friday of this week to come to your office. Parallel HOA Steps: • Request confirmation the flooring change was approved. • Request documentation showing the flooring meets required acoustic (IIC) standards • Request an on-site assessment of your unit • Request enforcement of any flooring or nuisance provisions of the CC&Rs Supporting Documentation: • Maintain a simple noise log(dates/times/type of noise) • Capture short, timestamped recordings • Considering hiring an acoustical consultant to perform FIIC testing if needed Please note that phone apps are not considered calibrated equipment; professional testing may be needed to verify acoustic performance. I own a ground level condo. New neighbors moved in above me last summer. They removed the carpeting and padding and replaced it with vinyl flooring with no padding. I've told them many times that I hear many loud sounds from their unit and that their footsteps are very loud and jarring. They said they would put down rugs. Unfortunately there was no noticeable noise reduction. I wrote a letter to our HOA, stating that I realize vinyl flooring is allowed but the noise produced is in violation of the regulations that a condo owner cannot create a noise disturbance that affects other owners. The HOA president set up a meeting to discuss and no one from the HOA came to my unit to assess the noise directly. The answer I got from the HOA is that I might want to try"noise canceling headphones" because they didn't feel that they could ask the owners to pull up the vinyl flooring in order to place padding below it. Please let me know what I can do to document the noise from above. Recordings? Special decibel reading equipment? And once recorded, what would be my next step? I own a ground level condo. New neighbors moved in above me last summer. They removed the carpeting and padding and replaced it with vinyl flooring that might have a cork backside but otherwise no padding was installed between the vinyl r sheeting and the concrete. I've mentioned to the owners above me on a regular basis since early September of 2025 that I hear Loud sounds, including loud footsteps, from their unit, including the bedroom. I can hear them walk around at night after L10pm,which occasionally wakes me up. A few times they have mentioned that they are putting rugs down but months later I still hear a lot of noise. I wrote a letter to the HOA in March 2026,a meeting was then scheduled, and the HOA president said during the meeting that they will not be asking the owners to replace padding under the vinyl flooring and that I might consider getting noise canceling headphones. I'm requesting confirmation that the flooring change was approved. 2. I'm requesting documentation showing that the flooring meets required acoustic (IIC) standards. 3. I'm requesting enforcement of Article 9, Section 5, Part B, of the Restated Bylaws of the Association of Unit Owners of Fountains at Summerfield Condominium, which states that: Alt persons shalt exercise extreme care about creating disturbances that may disturb other residents. 4. My previous inquiry on this matter to the HOA Board was treated lightly and dismissed without the HOA doing an on-site evaluation or considering an independent acoustical consultant to monitor the decibel levels. I'm requesting that you give the appropriate amount of attention to this matter. I appreciate your taking the time to review this request and look forward to your response. Please let me know if you need any additional information. Best regards, Laurie Kosche
