Subject: Noise from upstairs neighbors

Good morning,
What steps do I need to take to document that neighbors above me are exceeding the maximum decibel
level allowed?
I own a ground level condo. New neighbors moved in above me last summer. They removed the
carpeting and padding and replaced it with vinyl flooring with no padding.
I've told them many times that I hear many loud sounds from their unit and that their footsteps are very
loud and jarring. They said they would put down rugs. Unfortunately there was no noticeable noise
reduction.
I wrote a letter to our HOA, stating that I realize vinyl flooring is allowed but the noise produced is in
violation of the regulations that a condo owner cannot create a noise disturbance that affects other
owners. The HOA president set up a meeting to discuss and no one from the HOA came to my unit to
assess the noise directly. The answer I got from the HOA is that I might want to try"noise canceling
headphones" because they didn't feel that they could ask the owners to pull up the vinyl flooring in order
to place padding below it.
Please let me know what I can do to document the noise from above. Recordings? Special decibel
reading equipment? And once recorded, what would be my next step?
Thank you for your time,
Laurie Kosche
