Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes March 11, 2026 Members Present: Ben Coli, Sarah Ericksen, JoJo Keating, Patty Lofgren, Michele Powers, Chris Sjolin, Bob Tomasovic (Vice Chair). Members Absent: John Goodhouse, Sarah Serata, and Gabe Velasquez (Chair). Staff Present: Redevelopment Project Manager Sean Farrelly, Project Manager Windol Cador, Sr. Planner Susan Shanks and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison Councilor Jeanette Shaw 1. CALL TO ORDER Vice Chair Tomasovic called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a hybrid MS Teams option. 2. CONSIDER MINUTES The February 11, 2026, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT – N/A 5. STAFF LIAISON UPDATE Sean noted Council is standardizing bylaws for all boards, committees, and commissions with the same format and an attachment that will define the purpose and specifics that aren’t captured in the standard bylaws. 6. DOWNTOWN REIMAGINED BRIEFING Senior Planner Susan Shanks explained that this project is a long-range planning initiative that began several years ago. Susan noted that the Comprehensive Plan chapter for Downtown was updated in 2024, and the current phase involves revising the land use, development, and transportation regulatory framework to implement the updated vision for Downtown. The final products will include a new zoning map, transportation network map, and set of development standards. Referring to the items outlined in the agenda, Susan stated that the area is currently zoned Mixed-Use Central Business District. The draft proposal would zone the area Mixed-Use Commercial and Mixed-Use Residential to better reflect current development patterns and aspirations for more housing (and more people) in Downtown. The draft proposal also includes the parcels on the opposite side of Hall Blvd, which are zoned Mixed-Use Employment, in the Downtown boundary, as this area includes the potential future location of the Southwest Corridor transit station and alignment, should that project advance. For the transportation network, the draft proposal includes introducing some one-way streets, removing several planned streets, and adding more pedestrian and bicycle facilities. These changes are intended to provide much-needed connectivity for pedestrians and cyclists while reducing the costs of redevelopment. Susan emphasized that any new development standards that are adopted as a result of this project would only apply when properties redeveloped. 7. DEBRIEF FEB. 17 JOINT TCAC/TCDA BOARD MEETING Commissioners observed that the Strategic Plan appeared to fall short of TCDA Board expectations. They noted from the feedback that the TCDA Board seemed to be seeking a different overall direction. Sean shared that he reviewed the meeting video and took notes. His impression is that the Council, acting in its dual role as the TOWN CENTER ADVISORY COMMISSION March 11, 2026 Page 2 of 2 TCDA, is moving toward a broader reassessment of bylaws, goals, and expectations for all volunteer groups. Once the economic development strategy is adopted later this month, Sean will identify elements that fall within TCAC’s scope. In May, Economic Development Manager Danelle Hauther has been invited to provide a briefing and changes to the Transient Lodging Tax and the potential role in Downtown/Triangle revitalization can be discussed. The TCAC Strategic Plan can be revisited with the Board later in the year. Sean also noted that Tigard has been awarded a Metro grant, part of which will fund a feasibility study for establishing a TIF District in the River Terrace 2.0 area, an initiative that the TCAC will be involved in. The two existing TIF Districts will also be evaluated to identify opportunities for improved performance. He concluded by outlining potential discussion topics for the remainder of the year. 8. REVIEW DRAFT TCDA BUDGET PROPOSAL Sean briefly revisited the budget as the Finance department provided actual figures and noted that it is close to being finalized. Sean will keep Commissioners advised of any changes. 9. CINEMAS SITE UPDATE Sean shared the TCDA Board presentation from the previous night that included the Goals for the Site, Activities (current), Community Engagement, Developer Engagement, Scenarios, Recommendation: Redevelopment First, and the Potential Timeline. The Board agreed with staff recommendation to proceed with an RFQ to find a developer partner to develop a portion of the Cinemas site. He will share examples of the Request for Qualification that will be sent to developers to solicit interest and their proposed development at the next meeting. 10. PROJECT UPDATES Sean briefly reviewed the updates included with the agenda. 11. FIELD TRIP PLANNING Chris suggested a trip to Family Promise to tour the renovated kitchen facilities. Sean mentioned the Alongside senior housing project next to the Senior Center as another potential field trip. 12. LIAISON REPORTS A. Patty noted that for the year to date there have been fifteen households, seventeen people, that have used the SAFE parking program. Five households have transitioned into stable housing. The next CHART meeting is next week. CPAH is holding their annual housing forum tomorrow at 6:30 p.m. at the Beaverton Library. The Housing Commission will meet on Friday, Match 13 starting at 9 a.m. at the Hillsboro Library. 13. NON-AGENDA ITEMS – N/A 14. ADJOURN BUSINESS MEETING The meeting adjourned at 8:00 pm. Timeline is being developed. City Center TIF District 1. City Center Building Improvement Grants • Recent property owner inquiries 2. Main Street/ Fanno Creek Trail Improvements (Nick Wilson Memorial Plaza) • Project for FY27 will include trail decking, bridge railing, bench, and replanting of Fanno Creek banks 3. Fanno Creek Trail Lighting • Due to cost, trail lighting project will be moved out to future year 4. Downtown Reimagined • TCAC briefed on March 11 5. Downtown/Triangle Parking • 28 Spaces in park and ride lot being leased from TriMet and offered for employee parking • 2-Hour parking signs being changed to M-Sat 8AM-7PM in Downtown and Triangle 6. Hall Blvd • No updates 7. Downtown Wayfinding Plan • Final engineering documentation will start (necessary for signs in ODOT ROW). Implementation will occur in FY26-27. 8. Downtown Art • No updates 9.
