Call to order—At 6:30 p.m. Mayor Hu called the Tigard City Council meeting to order. B. Roll Call—Deputy City Recorder Bartholomew called the roll. Public Comment—Written: One written public comment was submitted by John Cook about the Street Maintenance Fee (SMF) and Pavement Condition Index(PCI). B. Public Comment— In Person: None C. Public Comment— Phone-In or Video: None 3. City Manager Report Acting City Manager Tritsch shared that the Police Community Academy started last Thursday. The first evening included time with Chief McDonald, a tour of the department, and a look behind the scenes of operations.This is a popular annual program, and anyone who lives or works in Tigard is welcome to join the 2027 waitlist. Quasi-Judicial Public Hearing: Consider Approval of Hall Boulevard Pedestrian Crossing Comprehensive Plan Map Amendment and Sensitive Lands Review A quasi-judicial public hearing was held to consider adoption of an ordinance that would allow improvement of a pedestrian crossing on Hall Boulevard. Associate Planner McGinnis gave the staff report and applicant James Stupfel from DOWL testified. No public comments were received on this agenda item. The project will include replacing non-compliant lighting equipment, replacing the curb ramps, and adding signage. Construction is expected to be completed between the summer of 2026 and January 2027, without the need for road closures or detours. Councilor Schlack moved to approve Ordinance No. 26-05. Councilor Shaw seconded the motion. There was no further discussion. Deputy City Recorder Bartholomew conducted a roll call vote and the motion passed unanimously. Quasi-Judicial Public Hearing: Consider Approval of Steve St. Park Comprehensive Plan Map Amendment A quasi-judicial public hearing was held to consider adoption of an ordinance that would allow adding a pathway to connect Steve St. to the new Steve Street Park. Associate Planner McGinnis gave the staff report and applicant Grace Coffey from Winter Brook Planning testified. No public comments were received on this agenda item. The new park will serve a neighborhood of over 600 Tigard community members who are currently not able to access a park or natural area within a 10-minute walk. This walkway will provide an ADA-accessible path for pedestrian and bicycle access to the new park. Economic Development Strategic Plan Update Economic Development Manager Hauther and ECONorthwest Project Director Craigie provided an update on the recent strategic planning workshop and asked for feedback on the Economic Development Three-Year Strategic Plan draft. Council expressed support for the plan and provided suggestions. Councilor Ghoddusi and Mayor Hu expressed interest in performance metrics and progress identification marks when possible. Economic Development Manager Hauther shared that we are working to update internal processes to be data forward. We plan to collect a baseline of data from business experience surveys, which will help us track how we are doing year-over- year. Councilors Shaw and Schlack asked for the materials to clarify that the Town Center Advisory Commission (TCAC) is an internal Tigard committee, not an external organization. Councilor Schlack expressed interest in TCAC having more of an economic development focus. Councilor Ghoddusi asked that while clarifying and refining partner and city roles, to emphasize Council's role in the governance structure overall. Mayor Hu shared that attracting new business is important, and that it is equally or more important to serve our existing businesses. He highlighted that communication is very important. Councilor Anderson suggested making it obvious to developers and businesses who within the city to contact. Economic Development Manager Hauther shared that we have a Tigard City Council Meeting Minutes — March 3, 2026 City of Tigard 113125 SW Hall Blvd., Tigard, OR 97223 I www.tigard-or.gov I Page 3 of 5 dedicated person within redevelopment that works on recruitment of developers, investors, and those looking to create opportunities in Tigard. Councilors Shaw and Schlack suggested a pilot interdepartmental economic development committee to leverage the expertise within the city. Councilor Shaw highlighted the data gathered for Street Maintenance Fee (agenda item 7) and suggested leveraging existing data sources. 7. Street Maintenance Fee (SMF) Discussion Project Manager George and Kittelson Consultants provided an overview of the Street Maintenance Fee (SMF) and options for changing the fee calculation method.The SMF dollars are used by our Pavement Maintenance Program (PMP)to rehab and perform preventative maintenance on city roadways. Continuous maintenance of our roadways has kept Tigard's Pavement Condition Index (PCI) at "very good" status which is better than 88%of peer cities. The calculation of the SMF is outdated. It is currently based on number of parking spaces, and there is a disconnect between the current fee and the impact by vehicle trips on our roadways. Changing the SMF to be based on trip generation would provide a closer representation of use/damage to roadways by trip generators. Any fee changes would come through the Fees & Charges Schedule updates. Mayor Hu proposed considering vehicle weight as part of the new SMF calculation, because heavy vehicles cause more damage to the roads than small vehicles. Councilor Shaw shared a concern about vehicle mile weight, since the state is doing it and we would want to be mindful to avoid double charging. Mayor Hu suggested transitioning to the new SMF rates carefully to avoid drastic fee changes, including considering not decreasing residential rates, to offset the transition for businesses. Councilor Ghoddusi suggested reducing the residential bills slightly, to help residents and help offset rates for businesses. Youth Councilor Hellhake agreed with the partial decrease to residential fees. Councilors Schlack and Shaw recommended keeping the residential rate the same until it needs to be increased. Mayor Hu requested an appeal process for businesses that disagree with the bucket for rates that they are placed in. Kittelson Consultant Popenuk confirmed that businesses will have the opportunity to appeal bucket categories. Mayor Hu proposed revisiting this policy on a reoccurring basis, such as every five years, to review what is working and/or not working. Councilors Schlack and Shaw expressed concern with the staff time it could take to manage a complicated system for the SMF. Kittelson Consultant Popenuk shared that the intent is for them to set up the process well, so that it is not time consuming and expensive to administer. Overall, Council requested more informal briefings and information on the business side of the fee. 8. Non-Agenda Items-None 9. Executive Session- None 10.
