Call to order—At 6:30 p.m. Mayor Hu called the Tigard City Council &Town Center Development Agency meeting to order. B. Roll Call — Deputy City Recorder Bartholomew called the roll. Tigard High School Envoy Envoy Khosravani shared that it has been a wonderful month, kicking off the second semester. There is a lot going on at Tigard High School, such as STUDD (Students Against Tigard City Council Meeting Minutes— February 17, 2026 City of Tigard 113125 SW Hall Blvd., Tigard, OR 97223 I www.tigard-or.gov I Page 1 of 4 Underage Drinking and Drug use) hosting a kindness themed week, Leadership planning a unity week including opportunities to share personal stories and a multicultural assembly, planning for Prom in May, and winter sports wrapping up.The third annual Women in Sports Symposium had four Tigard High School alumni athletes invited to speak on the panel. The National Honor Society held a successful blood drive. B. Tigard Police Department Report Chief McDonald highlighted the historical correlation between a lower number of dispatched calls for service and faster response times to priority 1 &2 calls for service. He shared a snapshot of Police Department community engagement and events in January and February.The session spots filled quickly for the Police Community Academy in 2026 and will be starting the last week of February. C. Council Board and Committee Liaison Reports Councilors reported on their city board and committee and regional liaison assignment meetings. 4. Town Center Development Agency(TCDA):Joint Meeting With The Town Center Advisory Commission (TCAC) Redevelopment Manager Farrelly and members of the TCAC led the annual joint meeting with the TCDA Board. They shared highlights of their 2025 Annual Report and 2025-26 Strategic Plan. Some highlights of 2025 accomplishments include the collection of downtown parking data which resulted in altering parking limit times and days, opening two new Launch Pod food carts at Universal Plaza, and several organizations received Development Assistance grants towards housing and shelter. The TCDA Board expressed interest in meeting with the TCAC again in the summer of 2026 to discuss economic development strategy implementation. Board And Committee Discussion Assistant to the City Manager Hendrix shared an historical overview of city boards and committees and feedback collected from multiple groups. Councilor Schlack recommended standardizing board and committee bylaws and provided a document with suggestions. Council discussed and expressed interest in adding a Finance Committee, rescoping the Committee for Community Engagement (CCE) to include equity and special events, and more details on what a homelessness task force would include. This agenda item will be brought back to council for further discussion in April. 6. Consider Resolution for Bond Referral City Attorney Rihala presented the proposed ballot title for the bond measure in the May election and shared a summary of small changes that were made to the final version. Councilor Schlack moved to approve Resolution No. 26-08. Council President Wolf seconded the motion.There was no further discussion. Mayor Hu conducted a vote and the motion passed unanimously.
