TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
March 4, 2026
Members Present: Sarah Bentley, Kerry Campbell, Michael Hendrickson (Chair), Barrett Johnson
(Vice Chair), Shawne Martinez, Lori Severino, Mick Stevens, and Henry Taylor-Goalby.
Members Absent: Jane Honeyman.
Staff Present: Principal Engineer Courtney Furman, Principal Transportation Planner Tiffany
Gehrke, Sr. Planner Susan Shanks, Community Engagement Coordinator Jessica Love, and Sr.
Administrative Specialist Joe Patton.
Others Present: Council Liaison Jake Schlack, and Kittelson Associate Engineer Nick Polenske.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order shortly after 6:00 pm. The meeting was held at the Red
Rock Conference Room in Tigard City Hall with a hybrid MS Teams option.
2. CONSIDER MINUTES
The February 4, 2026, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. BUILDING A BETTER TIGARD
Jessica Love shared a presentation on the proposed new Police and Public Works facility bond. She
gave a Project Overview, explained what the bond would fund if approved, Cost, Timeline, and Next
Steps. The facility would include an Emergency Operations Center, covered storage of expensive
Public Works equipment, and allow consolidation of staff in one location. The bond request is $150
million and will be on the May 2026 ballot and if approved it would take effect in the fall of 2026. In
response to a question, it was noted that the city has been aware of the need for a site to build new
facilities, which is why the land was purchased. If the bond fails Council will evaluate options but the
need for the land will still exist. The current Public Works facility is jointly owned by Tigard, Durham,
and King City for water services so if sold the money would reimburse those funds.
5. MCDONALD ST PROJECT UPDATE
Courtney and Nick Polenske gave a presentation on the project that included Project Improvements,
Project Goals, Project Schedule, Public Involvement Strategies, Stakeholder Mapping Work Session,
Fall 2025 Public Engagement, Community Open House, Spring 2026 Public Engagement, Cross
Sections, Corridor Alternatives, and the Preferred Alternative – Roundabout Corridor. Bike and
pedestrian facilities will be included along the whole corridor. They met with impacted property
owners and received general support for the project. Roundabouts were chosen to help with the flow
of traffic that accommodates left turns in a safer manner and will allow for a narrower corridor to
allow lessen the impact on right of way. The travel lanes will be reduced to eleven feet and the
proposed reduction to the posted speed limit to 30 mph.

6. DOWNTOWN REIMAGINED
Susan presented updated maps illustrating the long-range transportation plan for the downtown area,
reflecting revisions made since the last TSP update. The proposed land use framework divides the
area into mixed-use commercial and mixed-use residential zones to align with existing development
patterns. The transportation network emphasizes walkability through a system of shorter blocks. A
previously considered railroad crossing at Ash Avenue, as well as a parallel street along the rail line,
have been removed from the plan. While the number of streets has been reduced, the proposal
includes an expanded network of bicycle and pedestrian pathways. The commercial district located
across Hall Boulevard is also incorporated into the plan as it is part of the town center. This approach
is expected to reduce impacts on wetlands and natural resources, minimize effects on adjacent
property owners, and improve overall connectivity throughout the area.
7. NON-AGENDA ITEMS
A. Shawne noted the Oregon Micromobility, Moped and Mini Motorcycle Guide presents the
rules on bicycles and mopeds.
B. Michael asked about the possibility of placing flashing lights on the sign indicating no right
turn from Hall onto 99W. Staff will investigate the possibilities.
