BOARD MEETING A. At 6:30 p.m. Board Chair Ristau called the Tigard Public Library Board Meeting to order. B. Chair Ristau called the roll. Vice-Chair Stoffel moved to approve the Library Board minutes for the December 10, 2025 meeting. The motion was seconded by Board Member Manion, and the motion passed unanimously. Thank you to Councilor Ghoddusi! The board thanked Councilor Ghoddusi for serving as the 2025 city councilor Library Board liaison. 5. Election of 2026 officers. A. Board Chair Ristau asked, "Are there any nominations from the floor for the slate of Chair and Vice Chair positions?" B. Board Member Michael nominated Board Chair Ristau for Chair and Vice Chair Stoffel for Vice Chair. Board Chair Ristau nominated Vice Chair Stoffel for Vice Chair and Vice Chair Stoffel nominated Board Chair Ristau for Board Chair. Board Members Manion and Lin supported these nominations. C. Board Chair Ristau said, "There being only one nomination for each office, I declare the slate to be elected by acclamation." 6. ICEBREAKER Library Director Bernard asked everyone in attendance the icebreaker question: What is your word for 2026? 7. SPECIAL GUEST Our special guest was Kelsey Anderson, Public Information Officer, Tigard Police Department. Anderson discussed the Building a Better Tigard Project. The City of Tigard plans to build one safe, modern facility for our police and public works team to better serve the community. More information about this project and the proposed ballot measure for May 2026 can be found on the City's website. Board Member Michael asked if the $150 million proposed project budget accounts for recent tariffs. Kelsey said that project managers have worked tariff costs into the price tag. Board Member Lin asked what training for police officers would be onsite at the new facilities. Kelsey said that the current training firing range is in McMinnville, require officers to travel far from Tigard city limits while on duty. In the new facilities, a firing range would be underground and keep officers in town. There would also be gym space for defense training and physical training. 8. POLICY REVIEW A. LIBRARY POLICY: Soliciting and Petitioning (Last Approved: December 13, 2023) I. Director Bernard shared that we're simply updating to standardize the formatting and that there are no substantive changes. II. Vice-Chair Stoffel asked if library policies apply to the Express Library location at City Hall that will be in place during the library building closure for construction. Additionally, Vice-Chair Stoffel asked how policies for City Hall where the temporary Express Library location will be located will interact with library policies. Would the stricter policy override the less strict policy? Library Director Bernard said that we will need to research this and get back to the board with an answer. III. Vice-Chair Stoffel moved to readopt the policy. Board Member Manion seconded the motion. The motion was approved unanimously. B. ALA POLICY: Library Bill of Rights (Last Reviewed: January 08, 2025) I. Director Bernard shared that we're simply updating to standardize the formatting and that there are no substantive changes. Director Bernard also said that this policy is a foundational document for the ALA and the Library Board. Board Chair Ristau added that it forms the foundation for many of the other ALA policies. II. Board Member Lin moved to endorse and reaffirm the policy. Board Member Michael seconded the motion. The motion passed unanimously. 9. DIRECTOR'S REPORT A PDF version of the report will be at the end of these minutes. A. Vice-Chair Stoffel asked where the community is being advised to go for library reservable spaces. Director Bernard said that during the closure, we won't have any library reservable spaces available and that we've contacted regular groups and pointed them to other nearby WCCLS member libraries. She said that the library is one of the only places where there are free community reservable spaces. Director Bernard added that the library will not be a warming space during the building closure and that the city's Emergency Services Coordinator is tracking this. There is also our community partner organization, Just Compassion, that will offer warming space. Vice-Chair Stoffel also asked if the library parking lot could be used for people experiencing houselessness. Director Bernard said that this is not possible because of safety concerns due to the construction taking place there. Director Bernard added that the Library's Social Services Coordinator will be working closely with our patrons. B. Board Member Lin asked if the library parking lot will be available for parking. Director Bernard said yes, for staff parking if needed. Board Member Lin also asked if the construction will affect Fanno Creek Trail access. Director Bernard said that there may be intermittent disruptions to the trail. C. Board Member Michael asked if the enclosure for the chiller will have a roof. Director Bernard said that there will not be a roof. Board Member Michael then asked how tall the enclosure is. Director Bernard said it is 10 feet tall. Board Member Michael expressed concern about vandalism if there is no roof on the enclosure. Board Chair Ristau asked if the library has any vacant positions. Director Bernard said that there are two vacant positions in Technical Services: senior librarian and acquisitions supervisor. She said that vacant positions may be considered in the budget reduction scenario. Board Chair Ristau asked if WCCLS will have any open positions. Director Bernard said yes, but was unsure of the exact amount, and that after centralization there will be more qualified people working at member libraries than available positions at WCCLS. E. Director Bernard shared an idea with the board to include in the upcoming presentation to City Council. She would like to take photos of all the work the library is doing to serve the community while the library building is closed. Board Member Michael thinks this is a good idea to show visually to Council. F. Vice-Chair Stoffel asked where all the books will be stored at City Hall when Town Hall [the space where the Express library will be set up] is in use by other city departments. Director Bernard said that the books will be stored on shelves with wheels in a supply closet and wheeled out on Fri/Sat/Sun for Express Library services. 10. NON-AGENDA ITEMS A. Election of 2026 Library Board officers. B. Councilor Heather Robbins was appointed the 2026 Library Board Liaison. C. Thank you to Councilor Ghoddusi for being the 2025 board liaison. D. Vice-Chair Stoffel shared an update on the progress of the drafting of the next library strategic plan. A decision has been made by the library strategic plan committee to start polling the community in the summer. This decision was made because gathering community feedback is an essential part of our strategic planning process, and it requires a lot of staff and training time. We do not currently have capacity for this project with the library transition to a new temporary location while the library building is closed for the HVAC upgrade through April 2026. 11. Donations included over 110 pairs of socks, 32 hats, and 208 hand warmers. The Basic Needs Bookshelf is WARM stocked entirely by donations. Over 500 items were la - distributed through the Basic Needs Bookshelf in = � .e November, and over 650 items were distributed in December.
