As a 15 year resident of Tigard, I would like an example of "systemic racism" in Tigard or within the Tigard police department - the ones that are here "without a doubt". That's a great phrase to throw around to make white people feel guilty but in my 45 years in Oregon, I have seen nothing "systemic" about racism. There are certainly people that are. There are "bad people" in every profession. Like teachers, it's hard to fire a bad cop when you find one. The union doesn't let that happen often. I agree that we can't "do nothing" but I am also not going to stand by and watch the country, state and city that I love devolve into an anarchist society where everyone is afraid to say anything for fear of being called a racist and being physically threatened. In addition, the new infield will serve to make the baseball and softball field at Cook Park much more attractive and viable for hosting youth tournaments,which will enhance the public experience with the parks system. The installation of artifical turf has been identified by the Parks and Recreation Advisory Board (PRAB) as number two on its project priority list. The City explored multiple options for soliciting and securing the turf infields and found that a national vendor FieldTurf, has a cooperative agreement through Sourcewell,a governmental service cooperative in which the City is a member.As such, the City is eligible to make a permissive cooperative procurement per ORS 279A.215 and PCR 10.085 rather than conduct its own solicitiation. This helps ensure that it was let competitively and costs are lower through bulk buying power. Krager City Recorder-City of Tigard RESOLUTION NO.20- Page 1 of 1 Jim Ivler:Member of the Tigard Library Board Prior to a move to Tigard,Jim Ivler and his wife lived near Sacramento in northern California for 25 years. Subsequent to retirements,the two moved to the area to be close to their son,daughter-in-law, and two grandchildren.They have lived in Tigard now for about 14 months. Jim's career found him serving in City police and fire administration for 33 years. His management duties included support services, the 911 Dispatch Center, and overseeing public safety budgets and the business office. Jim has been an avid library user for decades and immediately registered for a library card upon the move to Tigard. He quickly realized that he had the time to help support the library, not just as a patron, but also as a volunteer. He joined our library volunteer program about six months ago. Recently he discovered there was an opening on the Library Board and decided to apply for a position so he could assist the Tigard Library in yet another capacity. Jim is looking forward to returning to his volunteer duties in the Circulation Division, as well as commencing his new role serving on the Library Board. Most importantly, he is looking forward to the Library re-opening to the community as soon as safely and prudently possible. Helen Allen:Alternate Member of the Tigard Library Board Helen Allen has lived in Tigard for three years. She is an Administrative Manager at Nike in Global Technology+ Business Operations. She manages a team of operations coordinators who take care of the software engineers and project managers that make Nike's suite of apps and support Nike's e- commerce infrastructure. Helen has a BA in Music from Linfield College,where she wrote a thesis about music as a healing tool for survivors of domestic violence.She has also held various roles at the Portland Chapter of Girls on the Run,mainly being a coach. Girls on the Run is a wellness and empowerment program for 3rd-5th grade girls. Girls spend the season training for a 5k while learning tools for positive self-talk, social interactions and how to be engaged members of their communities. Ms. Allen sought a position on the Library Board to gain a deeper understanding of the Tigard community and because she believes that the library is a hub for culture,education,and empowerment. This belief was influenced by being raised by a small-business owner and a radio journalist, who pursued a second career as an elementary school librarian!Being engaged in community and investing in other people are important family values she inherited from this upbringing. STAFF RECOMMENDATION / ACTION REQUEST Staff Recommends that the Local Contract Review Board award a contract to Otak for the River Terrace West and South Concept Planning project for an amount not to exceed $499,008.00 and authorize the City Manager to take the necessary steps to execute the contract. KEY FACTS AND INFORMATION SUMMARY At Council's direction, the City applied for and received a Metro 2040 Planning and Development Grant to fund this project. In March 2020,the City signed an Intergovernmental Agreement (IGA) with Metro for the $300,000 grant award. The City pledged $83,515 in matching funds toward the project, all of which is covered by the city's contract with Metropolitan Land Group. That contract also covers additional consultant funds that will be necessary to cover the full project costs and will be combined with a recently received grant from the Department of Land Conservation and Development,in the amount of$60,000. The West River Terrace Urban Reserve Area is comprised of 303 acres located at the western extent of the current Tigard city limits. The area is south of SW Scholls Ferry Road, east of SW Vandermost Road and directly west of Tigard's River Terrace community. The South River Terrace Urban Reserve Area is located at the southwestern extent of Tigard city limits,north of SW Beef Bend Road. This 205-acre area is bounded by the existing River Terrace community to the north, the recent King City urban growth boundary (UGB) expansion area (Urban Reserve Area 6D) to the south,SW Roy Rogers Road to the west and SW 150th Avenue to the east. This project will produce Metro Urban Growth Management Functional Plan (Functional Plan) Title 11-compliant concept plans for these two Urban Reserve Areas (URAs) to facilitate their inclusion into the Metro urban growth boundary. Planning for these areas is a priority because they are bordered by land that has already been developed or will be intensively planned over the next several years by Tigard,Beaverton, King City and Washington County. Ongoing and near-term planning studies being conducted by neighboring agencies will further define the location and orientation of land uses and infrastructure on adjacent properties. The city issued a Request for Proposals in March 2020 and on April 14,2020 and received four proposals from the following firms: •Pacific Community Design •Otak •Angelo Planning Group •Ankrom Moisan Architects The RFP asked Proposers to demonstrate their understanding of the project initiation and coordination, community engagement,land use planning, special studies, and the plan adoption process. Staff reviewed and scored proposals based on the following criteria: •Project Understanding,Approach and Interest •Consultant Team Qualifications and Organization •Consultant Team Experience with Similar Projects •Project Manager Experience with Similar Projects •Diversity in Contracting •Price After careful consideration, staff recommends that the City award the contract to Otak and their team of subconsultants. Senior Planner Schuyler Warren will manage the contract and resulting work products, including the following key deliverables: •Community Engagement Plan •Preliminary Land Use Plans —River Terrace South and West •Transportation Analysis •Environmental Analysis •Utility Needs Analysis —Parks,Water,Sewer, Stormwater •Commercial Market Analysis •Funding Strategy •Concept Plan Report Staff anticipates the project taking 12 months to complete with the general timeframe being from July 2020 through June 2021. OTHER ALTERNATIVES The Local Contract Review Board may choose to not enter into this contract with Otak and direct staff to issue another Request for Proposals instead.
