WHEREAS, a daffodil has been registered with the Royal Horticulture Society in England as the "Tigard Daffodil"; and WHEREAS, the Council has"expressed interest in designating the "Tigard Daffodil" as the City Flower. NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT: Section 1: The "Tigard Daffodil" is hereby adopted as the official flower of the City of Tigard and designated as Exhibit "A". POLICE DEPARTMENT STUDY PROPOSAL - City Administrator (a) City Administrator requested Council consider Police Management Inc. and Dr. Tracy for the study; that they were both present and requested they discuss with Council the details of the study. (h) Council talked with both applicants. Police Management Inc. felt a comprehensive study would cost $3,000 - $4,000 and take 3 months to complete. Dr. Tracy stated his study would take I (one) month and cost approximately $2,000. (c) Mayor Mickelson stated a letter had been received from TPOA stating they would cooperate with anyune selected to do the study. (d) Councilman Scheckla expressed no desire for study. ''',.., (c) Motion by Councilman Cook, seconded by Councilwoman Stimler to contract with Dr. Tracy for a document similar in scope to the Lebanon study with $2,500 being the maximum amount spent and to be completed in a timely fashion to do a comprehensive study. Councilman Scheckla voting Nay. 7. 72ND STREET LOCAL IMPROVEMENT DISTRICT - Director of Public Works (a) Director of Public Works reported that if Southern Pacific did not remonstrate against the improvement, the city currently would have 547 of the effected parties consent. After discussion between staff and Council it was requested to extend the 72nd Avenue improvement from Fir Loop down to the Durham Gravel Pits. Staff will report back at the 1-28-80 meeting with further information. 8. DESIGNATE OFFICIAL CITY FLOWER - Request by Tigard Garden Club (a) City Administrator noted that Tigard Garden Club has requested the City designate the official city flower as the "Tigard Daffodil" Council expressed interest and requested to see the flower itself before making a final decision. 9. OFFICIAL ROAD MAP ALIGNMENT PROPOSAL - Planning Director 7. (a) Planning Director discussed the need for an official road map being _ adopted by the City so that future developments would have adequate access in the development of vacant land.
