Executive Session: The Tigard Water District Board may go into Executive
Session under the provisions of ORS 192.660 (1) (d), (e), & (h) to discuss
labor relations, real property transactions, and current and pending litigation
issues. All discussions within this session are confidential; therefore nothing
from this meeting may be disclosed by those present. Representatives of the
news media are allowed to attend this session, but must not disclose any
information discussed during this session.

I. Call to Order
The regular meeting of the Tigard Water District was called to order at 7:04 p.m.
2. Roll Call and Introductions
Roll call was taken with all members present with the exception of Beverly Froude.
3. Visitor Comments
George Rhine was present at the meeting.
4. Approval of Minutes
The minutes for the May 24 Budget meeting were approved as submitted with one
correction noted at the bottom of the first paragraph on page 1. The minutes of the May
24 regular meeting were also approved as submitted with one correction noted on page 1.
The approval was voted upon and passed unanimously.
5. Insurance—Loreen Mills
Loreen Mills was in attendance at tonight's meeting to discuss the insurance coverage
that is carried by the Water District per their request. Ms. Mills stated she had spoke with
the Agent of Record,Drew Bollinger to check on the status of the coverage. Ms. Mills
stated that since she was the Risk Manager for the City of Tigard and not an insurance
agent or attorney that it would be inappropriate to make recommendations on the amount
or types of coverage needed by the District. Ms. Mills did state that although in her role
as Risk Manager she could make recommendations on items that may need to be
addressed with the Agent of Record. Ms. Mills noted the following areas that may need
to be addressed with the insurance agent.
■ $250 deductible policy on property—Is all the coverage the Board currently
carries necessary since there is no personal property other than minutes,and
insurance policy, which is, housed at the City facilities? Ms. Mills stated that
she was not aware of any construction equipment or extra expense that she
was aware of.

■ Current policy is for calendar year with premium for 1999 of$1,999. Under
liability coverage ($500,000) with zero deductible which includes Director
and officers coverage. Excess liability coverage is for two million dollars for
total liability coverage of$2.5 million.
■ Business/Auto coverage is zero deductible, which covers non-own and hired
autos. Ms. Mills stated she was not familiar enough with the SDAO insurance
pool to know whether this covers Board members while on Board business
• Does the umbrella policy meet some of the sub limits of the liability policy?
Is there a gap for any of the special coverage under liability coverage?
• Bonds are not provided by the special districts pool since they are not a
bonding company. Bonds come from Western Surety Company (Highway
Permit bond effective August 1998 to August 2001 with$2,000 coverage).
This was originally held by the District for water work done on State Highway
(Hall Blvd., 99W). Ms. Mills was not aware of the premium on this coverage.
Faithful Performance Bond effective July 1, 1999 to July 1, 2000 with a
premium cost of$487.
It was discussed by the Board that the Agent of Record attend the next meeting to discuss
these issues or concerns. Ms. Mills also stated that a representative from the SDAO
could also attend to answer these questions. The Board decided to have both;
representatives attend the July 26 meeting.
The Board voted to go into Executive Session under the provisions of ORS 192.660 at
7:25 p.m.
The regular meeting was called back into order at 7:40 p.m.
6. Adoption of 1999/00 FY Budget
Commissioner Strauss noted a change to the Boundary Commission dues be change to
reflect the name Metro. Commissioner Strauss made a motion to approve the revised
budget as approved by the Budget Committee for adoption by the Tigard Water District
Board.This motion was seconded by Commissioner Haunsperger and passed
unanimously. Mr. Miller noted that this would be Resolution 99-01.
7. Intergovernmental Water Board Update
In Commissioner Froude's absence, Mike Miller combined his Utility Manager's report
with the IWB update.
8. Utility Manager's Report
Mr. Miller stated that Bill Monahan did meet with the IWB Board to discuss some ballot
measure issues. It was noted that the IWB met with the TWD, City of Durham and Ring
City and the Tigard City Council two weeks ago.

Mr. Miller stated that three of the reservoirs (2 @ Baylor Street &2.5 Million gallon tank
on 135th) have been cleaned. This was work that was contracted out with a diving firm
out of Klamath Falls. This is a specialized work that there are very few vendors that do
this type of cleaning. The total costs for cleaning of the three tanks was less than $8,000.
The Beef Bend Road project of 12" line replacement with a new 24" line from 131st to
King Arthur has been awarded by the County and construction should begin late Fall or
early Winter. The contractor has to complete some work on 131St and Fischer before
shutting down Beef Bend Road.
Work was completed at the Bradley Corner(Oleson, Hall & Greenburg) connection with
City of Portland to increase flow (1,000 gpm)by connecting with the Tualatin Valley
Water District meter was completed last week. •
Mike stated that he had attended the Barney Reservoir dedication, which belongs to the
Joint Water Commission (Beaverton, Hillsboro,Forest Grove and TVWD).
City of Wilsonville did approve unanimously to pursue the Willamette option at their
June 21 meeting. Mr. Miller stated that he read an article that stated that the City of
Wilsonville would be having a ballot measure on the September ballot to authorize $25
million worth of bonds. He continued by stating that the Citizens for Safe Water in
Wilsonville did receive enough signatures to place a measure on the ballot, which is
similar to what was placed on the Tigard ballot.
Commissioner Strauss questioned the fine from the City of Portland that was identified in
an article in the newspaper. Mike Miller discussed the peaking factor with the Portland
contract.
9. Non Agenda Items
There were no non-agenda items to discuss.
10. Commissioner's Comments
Commissioner Buehner stated that the next month a new chair will have to be elected
since John Haunsperger will be leaving and Commissioner Froude would also like to
have a new representative appointed to the IWB. Commissioner Buehner encouraged the
other Commissioners to be prepared at next months meeting to make these
recommendations.
Commissioner Penner stated that there is a new organization forming on Bull Mountain
called Friends of Bull Mountain with a primary concern being the large piece of property
at 141St off Bull Mountain Road, which is under consideration for development. This
group has some concerns with traffic and other issues. Commissioner Penner stated'that
Liz Newton had attended a meeting and there is consideration being given to establishing

a CIT for the Bull Mountain area. Mr. Penner stated that this could be an oppottunity to
discuss water issues as well as other concerns.
Commissioner Buehner stated her concerns with the development above Beef Bend Road
just west of 131st where they are doing some blasting and its effects on the reservoir.

Re: Water Pressure for Emerald Heights
Dear Mark:
I am writing this letter to address you and your neighbors concerns about low water
pressure within SW 119th Avenue. Before I begin to address some of the possible
solutions, I believe a little background is necessary.
The Emerald Heights subdivision, SW 119th Avenue, was developed in 1968. A 6-inch
water line was connected to the existing 12-inch water main within SW Beef Bend Road
to provide water to the subdivision. At that time, 1968, the water for the subdivision
came from a Tigard Water District well located just west of the development, at what is
now SW 122nd Avenue. The well would pump water into a 1.0 million gallon concrete
reservoir, located on the same property as the well, that operates at a hydraulic grade
line of 410 feet. The well has long since been taken out of service, but the hydraulic
grade line has remained the same.
Today, just like 1968, the static water pressure in SW Beef Bend Road at SW 119th
Avenue is approximately 52 psi. The problem is that as you travel up SW 119th Avenue
the elevation above sea level increases and the pressure in the water system
decreases. For every 2.31 feet of elevation increase you lose one pound per square
inch in pressure. Unfortunately, this means that at the top of the cul-de-sac, at
approximately street level, the static water pressure becomes approximately 30 psi. It
should be noted that the minimum delivery pressure allowed by the Oregon Health
Division for public water systems is 20 psi.
In 1968, water from the summit of Bull Mountain was not available to this subdivision. If
the water had been available it would have been very expensive to install the necessary
infrastructure (pipe line, pressure reducing station, etc). So much so, that this 11 lot
subdivision would never been built. Today, just like in 1968, the developer is
responsible for paying for the improvements necessary to bring water to the lots within
the subdivision. Instead of building pipe lines to the summit of Bull Mountain, the
developer opted to install individual pressure sustaining pumps and pressure tanks for
each home to compensate for the low pressure.
To our knowledge individual pressure sustaining pumps and pressure tanks, that are
maintained by the property owner, have been used in this subdivision since 1968. Until
we had received your letter/petition we were unaware of the neighborhood
dissatisfaction with the water pressure. In fact we were quite surprised to have received
this letter/petition, especially since we had not had any contact with the petitioners.

What are the possible solutions or options available to the residents on SW 119th
Avenue? First, because the water pressure has remained the same since 1968, the
residents should investigate:
a. Whether or not they have a pressure sustaining pump and pressure tank for
their home.
b. If they do have such a system is it operating correctly.
If the residents do not have such a system, the easiest solution would be to install a
pressure sustaining pump and pressure tank for their home. The cost is approximately
$800 depending on the complexity and location of the plumbing system. This is a cost
that would be paid for by the individual homeowner. The City would not participate in
any cost sharing due to the fact that the pressure has remained the same since 1968,
and that the pressure, although low, does meet minimum requirements set by the State.
Another option would be to install a package pressure sustaining pump station located
within the current right-of-way or within a small easement just north of the existing fire
hydrant on SW 119th Avenue at SW Beef Bend Road. The construction cost of this
project is estimated at$40,000. Again, because this is specifically for SW 119th Avenue,
all costs would be paid for by the homeowners. In addition the homeowners would own
and operate this facility and would pay directly for all operation and maintenance costs.
We believe that this is not a viable option.
One other option would be to connect to the new water system in Turnagain,Heights at
SW 122nd Avenue and install it along SW Beef Bend Road to SW 119th Avenue. A
portion of Turnagain Heights is serviced from the summit of Bull Mountain and would
provide approximately 90 psi at street level at the cul-de-sac. The cost of this project is
estimated at $56,000. Once again, since it would only benefit the homeowners on SW
119th Avenue, all costs associated with the installation of the pipeline would be paid for
by these homeowners.
I realize that this letter may make it appear that the City is not willing to do anything to
improve the pressure within SW 119th Avenue. Let me assure you that, as new
development occurs, we do explore various options, at City expense, to provide higher
water pressure to Emerald Heights. In fact, when Aspen Ridge was developed, we
requested that the developer provide us with an easement to allow for the construction
of a water main from SW Aspen Ridge Drive to SW 119th Avenue. However, due to the
relatively narrow lot widths, issues with side yard setbacks in relationship to easements
and steep slope, not only was it not feasible but we were not able to gain the necessary
easements.
As future development occurs in the area, we believe that water from the higher zones
will be made available to Emerald Heights. Availability will depend upon road
alignments, feasibility and the ability to gain easements between two properties on SW
119th Avenue. In all likelihood water would come from an extension of SW Aspen Ridge
Drive, SW Autumn View or SW Turnagain Drive with the development of the Froude and
Knauss properties. I want to stress that the development of these two properties is long
range and not near term. Also, the development of the Knauss property (the property
adjacent to Emerald Heights' west end) is dependant upon the Froude property
developing first or at the same time. So as you can see, it may be many years before
water from the higher service zone is available

Again, our recommendation is that the residents inspect and test their individual
pressure sustaining pumps and pressure tanks to ensure that their systems are
operating correctly. If the residents do not have this type of system, our
recommendation is to have one installed.
If the residents have additional questions in terms of what the options are and what the
City is willing to pay for, I would be willing to discuss the issues with the group at their
convenience_
