The claim that Mr. Funk has made against the District has been turned over to the
Special Disricts Office of Oregon and Self Insured Management Services: Bob Murch
245-9756. The District will rely solely on their determination as to what action we will
take regarding this claim. We will be having our meeting on the 28th of September but will
be taking no action on this matter.

TIGARD, Oregon - City officials Friday renewed their commitment to an ongoing,
comprehensive review of Tigard's future water supply options following the release of a
limited-scope public opinion survey by the City of Wilsonville about its future water
supply options.
For months, Tigard officials have been meeting with area citizens to describe the
community's long-term water needs, how it is being addressed, what the likely options
are, and when a decision will be made.
"We want our citizens to know all of the facts so they can express a thoughtful opinion on
their future water supply. It is not fair to ask for people's opinion when you present them
with very limited information, and then create the expectation that you will make a
decision based on those findings. We've established a higher standard in Tigard," said
Ed Wegner, Public Works Director.
"We know that Tigard water users want high quality, safe and reliable water at a
reasonable price that they can afford. To meet these standards, the Tigard City Council
will make a comprehensive evaluation of two likely supply options. One, is an expected
proposal from the City of Portland for service from its South Shore Wellfield-Bull Run,
and a second is a proposal to build a state of the art water treatment plant on the
Willamette River," Wegner said.
The Tigard City Council is expected to receive both proposals in December, study them
through a public involvement process and make a final supply decision by April.
Currently without its own long-term water supply, Tigard purchases surplus water from
the City of Portland thorugh a contract that will expire in 2007.
"While our need is immediate, we are not making any hasty decisions based on
incomplete information. We have established a rigorous process to evaluate the options,
a program to listen to our citizens' opinions and make a decision. We believe this
process has the very strong support of Tigard area water users because they recognize it is
the responsible way to solve a complex issue,"Wegner said.
Wegner said his response to the Wilsonville public opinion survey was based on his
reaction to news reports, as he had not seen the actual survey.
"Because this is a complex issue there is bound to be some confusion. Tigard has been
criticized by some for favoring the Willamette option over a future supply from Portland.
We had so much more information about the Willamette option than we had from ' ` -
Portland at the time. Portland officials are now really hustling to give us the-level of cost,
quality and reliability information that our City Council needs," Wegner said.

Ed -
We're beginning to get more customer calls than normal related
to colored water. We have been in contact with Mark Knudson at
Portland Water and they too have been receiving more calls than
normal. Portland indicates that this is due to the fact that they
have been taking water from a lower level (water column) in reservoir
1 in the Bull Run. Portland also indicates that this is a very
"common phenomenon" for this time of year. That drawing water from
these lower levels is necessary due to the ongoing drawdown of the
reservoir.
The color that we are seeing is typically a "yellowish" or weak tea,
and is the result of naturally occurring dissolved organic matter
that are more concentrated at the lower levels of the reservoir. The
color, while an aesthetic concern, does not present any health
concerns. We and Portland contiue to be well within standards for
turbidity and bacteriological quality. Unfortunately, since Portland
does not have a filtration plant, there is little that they can do
about the problem. Portland continues to monitor the water quality
at all of the levels of the reservoir and make adjustments as needed
to get the best water quality available.
This color should not be confused with the "leaf tea" color that is
associated with the leaf drop in the Fall. This will occur later
this Fall and is due rain, more than just the recent showers,
leaching organics from fallen leaves.
It looks like it will be a long Fall, at least for water quality from
the Bull Run.
