1. Call to Order, Roll Call, and Introductions
Commissioner Keith Jehnke called the meeting to order at 5:30 p.m.
2. Approval of Minutes — October 9, 2019
Councilor Lueb moved to approve the October 9, 2019 minutes. Commissioner
Henschel seconded the motion. The motion passed by unanimous vote of the
commissioners and councilor present, with Commissioners Henschel,Jehnke, and
Councilor Lueb voting yes.

3. Public Comments
Commissioner Henschel introduced Marie Walkiewicz, and Tom Ferguson, he also
shared that they are both are interested in the WAB At-Large Member position.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of November was 4.3 million gallons per day
(mgd). This consumption water usage is average for this tithe of year.
• For the month of November, there was no change in aquifer storage recovery
(ASR) conditions. Stored water for ASR-1 is approximately 53 days of supply
based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of
supply based on 1,500 gpm recovery rates.
• Bonita Pump Station data for December 1 indicated a pH of 7.7 with 1.3 mg/L
chlorine residual, 25 mg/L alkalinity, and water temperature of 6.1 centigrade (43
degrees F).
• Water treatment plant operations continue to be normal with no difficulties
reported.
• Clackamas River USGS information reports that the river is flowing at 1,180 cubic
feet per second (cfs). These flows are above our conditional use parameters for
October. Water temperature is 42 degrees F, with a pH of 8.0, and turbidity average at
0.5 NTU.
• Staff received no water quality complaints for the month of November;
• Staff advertised for the WAB "At Large" position, and we have one candidate that
applied. However, our staff has had difficulty contacting the applicant at this time
with no response.
•
New electrical-motors-and pumps are-installed at Canter--bury Water Site to provide
more reliable water service to the 530-foot elevation zone (Murdoch area). This was a
scheduled project for FY 2020.
■ On November 23, the water system experienced a major water line break on 8-inch
cast iron pipe at Greenfield and Gaarde. There was significant damage caused by the
break to the street and sidewalk due to lifting pressure of the water line break. Crews
responded quickly, however this was a major pipe failure with a 24-inch hole at the
top of pipe. The pipe is repaired, and the street is closed due to voids in the roadway
and undermining of the pavement. Multiple water lines converge in this area (8-inch
and 16-inch), along with a stormwater manhole and 12-inch high pressure gas main,
making the work of shutdown and repair difficult. Major roadway repair will probably
not be started until the end of the winter season.

5. WAB AT Large Member Discussion
The search for candidates to recommend to city council for the WAB At Large
Member positions is still on going.
6. Lake Oswego-Tigard Water Supply Asset Management
• Mr. Goodrich gave a briefing on Repair and Replacement funding strategy.
• Commissioner Henschel moved that the Water Advisor Board recommend to
the Tigard City Council, a funding mechanism be developed for replacement of
failing assets. Councilor Lueb seconded the motion. The motion passed by
unanimous vote of the commissioners and councilor present, with
Commissioners Henschel,Jehnke, and Councilor Lueb voting yes.
7. Information Items
Mr. Goodrich provided information and answered questions regarding the recent
major water pipe break that occurred on November 23, 2019
8. Non-Agenda Items
■ Mr. Goodrich shared that more information regarding the water rate study
will be forthcoming.
• Commissioner Henschel requested a listing of this year's WAB meetings.

At 6:57 p.m., Commissioner Ken Henschel moved to adjourn the meeting.
Commissioner Keith Jehnke seconded the motion. The meeting adjourned by
unanimous vote of the commissioners and councilor present, with Commissioners
Henschel,Jehnke and Councilor Lueb voting yes.
