Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,February 12,2020 6:30 p.m.

1. CALL To ORDER:
Chair Harris called the meeting to order at 6:30 p.m.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the January 8,2020 Board meeting were reviewed. No changes were requested.
Motion by Shirley Edwards. Second by Suzanne Sikora to approve the January 8, 2020 minutes.

4. AGENDA ADDITIONS AND DELETIONS
Added Agenda Item 8 to discuss the Boards annual meeting with the City Council.
5. ELECTION LAW RESTRICTIONS FOR APPOINTED OFFICIALS
The ORS 260.432 Quick Reference document was distributed to each Board member. The Board was
reminded of the election law restrictions on what they can do and say in their official role as a Library
Board member. A brief discussion followed.
6. LIBRARY OPERATIONS
The January 2020 Statistical Report was distributed to the Board. Circulation Manager Brent Husher
presented the Director's Report in Halsted Bernard's absence. Updates were provided that included
travel and continuing education; programming and outreach; and news and marketing.
7. DISCUSSION POLICY REVIEW
The Board reviewed and discussed the Fee-Based Services policy. This policy was last reviewed on
December 13, 2017.
Motion by Mary Bogert. Second by Kate Ristau to re-adopt the Fee-Based Services policy as it is
currently written. Motion was approved unanimously.

The Board reviewed and discussed the Soliciting policy. This policy was last reviewed and revised on
November 14, 2018.
Motion by Suzanne Sikora. Second by Shirley Edwards to re-adopt the Soliciting policy as it is currently
written. Motion was approved unanimously.
The Board reviewed and discussed the Study Room Use policy. This policy was last reviewed on
November 14, 2018.
Motion by Shirley Edwards. Second by Mary Bogert to re-adopt the Study Room Use policy as it is
currently written. Motion was approved unanimously.
S. PREPARATIONS FOR JOINT MEETING WITH CITY COUNCIL-WORKSHOP
Chair Harris gave a brief review of some past ideas the Board has presented to the City Council. The
Board decided to meet with the Council at the April workshop on 4/21/20. The theme of the
presentation will be emphasizing the inclusive and equitable community resource the library is, as it
embraces the diversity of Tigard. Discussion ensued regarding the programs and aspects of the library
that support this.It was suggested to have members of the Library Teen Council attend the joint meeting
to report the success of the new Teen Scene to the City Council.
9. OTHER BUSINESS
Councilor Lueb was asked to give a brief informational overview of the public services levy that will be
on the ballot in May.
10. ADJOURNMENT
Chair Harris adjourned the meeting at 7:11 p.m. The next meeting of the Tigard Library Board is
scheduled for Wednesday,Marchl1, 2020 at 6:30 p.m. in the Library Conference Room.
