Members Absent: Angeline Chong, Renette Hier, Hemendra Mathur,Tim Myshak, and Katlyn Prentice (Alternate). Staff Present: Redevelopment Project Manager Sean Farrelly, and Senior Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison John Goodhouse, Chris Zahas and Sam Brookham of Leland Consulting. 1. CALL TO ORDER Chair Rogers called the meeting to order at 6:00 pm. The meeting was held in the Public Works Auditorium, at 8777 SW Burnham St.Joe recorded the roll call. 2. CONSIDER MINUTES The January 8, 2020 TCAC Minutes were unanimously approved. 3. PUBLIC COMMENT—N/A. 4. CHAIR COMMENT Kate explained the method previously used of placing nameplates on their end when Commissioners wanted to speak on a topic. It was agreed to continue the practice. It was also suggested to meet socially outside of regularly scheduled meetings. Sean will check to see if that would constitute a public meeting. Kate encouraged all Commissioners to provide input as it provides different perspectives. 5. TCDA/TCAC JOINT MEETING DEBRIEF Commissioners that attended noted the appreciation and encouragement by TCDA of TCAC efforts. The TCDA had no additional suggestions to the TCAC goals presented. 6. CONSIDER ADOPTION OF 2020 TCAC GOALS Commissioners discussed the proposed goals and recommended changes. Commissioners unanimously agreed to approve the amended goals. 7. REVIEW DRAFT FY 20-21 TCDA BUDGET Sean briefly reviewed the draft budget which runs on a fiscal year basis from July 1 through June 30 of the following year. The Budget Committee will consider the proposed budget in April. Commissioners unanimously agreed to recommend the draft TCDA budget to the TCDA Executive Director. Page 1 of 2 TOWN CENTER ADVISORY COMMISSION February 12, 2020 8. PROJECT UPDATES Sean reviewed the project updates and noted that Ava received approval for their 90-day extension request. 9. TIF DISTRICT/URBAN RENEWAL 101 Sean gave a presentation explaining how Urban Renewal works and noted the trend is to refer to it as a TIF (tax increment financing) District. He explained how they are formed, examples of how they work, their benefits, the state limitations on urban renewal,Tigard's Urban Renewal Districts, and photos of Facade Improvement projects completed to date. 10. TCAC AND ELECTIONS Sean briefly reviewed the rules regarding Commissioners and elections. 11. LIAISON REPORTS A. Elise passed around a draft document on the Southwest Corridor Community Design Report showing the location of stations and the planning for Tigard and the other areas. She also shared a postcard with the upcoming meeting dates. At a recent Council meeting it was noted that the Memorandum of Understanding with TriMet requires stormwater treatment ponds at the station and the maintenance center. B. The Tigard Downtown Alliance (TDA) has many more events this year which are listed on their Facebook page. 12. NON-AGENDA ITEMS A. The March,April,May and June TCAC meetings will likely take place in the Red Rock Conference Room. 13. BUSINESS MEETING The meeting adjourned at 8:25 pm.
