GRI provided geotechnical engineering services during the construction of the new Oak Street Apartments
located at 8950 SW Oak Street in Tigard, Oregon. The general contractor for the project is The Spanos
Corporation and the structural engineer is Miller Consulting Engineers, Inc (Miller).
GRI personnel visited the site between September 27, 2017, and May 2, 2019, to observe site stripping;
placement of structural fill; installation of auger cast-in-place piles; pile cap and shallow foundation subgrade;
slab-on-grade subgrade; slab-on-grade base rock; utility trench backfill; retaining wall subgrade; retaining
wall backfill; pavement subgrade; and pavement base rock. Our observations at the site were documented
in site visit reports distributed to you and Miller.
In our opinion, the work observed by GRI was completed in substantial conformance with the project plans
and specifications and our recommendations. Please contact the undersigned if you have any questions or
