Final Structural Observation Summary Report
As required by the City of Tigard, DCI provided periodic observation of the
construction work. DCI Engineers completed the structural observations at the
following stages during construction:
a. Foundation, April 4, 2019
b. PT Slab, May 20, 2019
c. PT Slab, May 23, 2019
d. PT Slab, May 30, 2019
e. CFS Framing, August 6, 2019
f. CFS Framing, October 15, 2019
To the best of our knowledge, non-conforming structural items have been resolved
in general conformance with structural contract documents, specifications, or our
instructions. The reviewed work meets the requirements of the code.
Special Inspection reports, submitted to our office by ACS Testing Inc., were
reviewed for the structural requirements. To the best of our knowledge, ACS
Testing Inc. performed all required special inspections. All of ACS Testing Inc.
non-conforming structural items were resolved and they have submitted their final
report.
DCI has reviewed all required deferred submittals prior to final submission to the
city. To the best of our knowledge, all items have been installed and inspected by
ACS Testing Inc. where applicable.
The purpose of these visits was to evaluate portions of the construction with respect
to the design intent. This report is based on a visual observation of construction
readily accessible to view. Concealed conditions and items that were not described
in this report were not included in this review. Work that has been observed does

GeoEngineers, Inc. (GeoEngineers) provided geotechnical observation and consulting services during the
construction of the SW Atlanta Street Storage Building project in Tigard, Oregon. Our scope of services was
performed in general accordance with our proposal dated September 5, 2018 and authorized on September 9,
2018.We provided a partial summary letter documenting the rammed aggregate pier(RAP)installation,dated June
3, 2019.
This letter provides documentation required by Chapter 17 of the International Building Code (IBC) that special
inspections were performed at the site for geotechnical engineering construction by personnel under my
supervision. This work included observing RAP installation, site preparation and grading, fill placement and
compaction, floor slab and foundation subgrade preparation, and pavement density testing for improvements to
Atlanta Street.Our site visits were completed between January and November 2019.Field reports that documented
our services were prepared and submitted to members of the design and construction team.
As of the date of this letter,the above special inspections for the subject project have been completed. Based on
our observations, it is our professional opinion that these inspections and tests were performed and reported
according to IBC requirements, and the geotechnical engineering related construction that we observed was in
conformance with the applicable workmanship provisions of the IBC.

Our opinion applies to work observed by personnel under my supervision and represents conditions at the date of
our final observation.Our involvement did not include supervision or direction of the actual work of the contractor,
the contractor's employees, or agents. Our opinion is not intended to relieve any other party from meeting
requirements imposed by contract or other means,including commonly accepted industry practices.
