Staff Present: Redevelopment Project Manager Sean Farrelly, Senior Project Engineering Andy Newberry,Project Coordinator Christina Zellmer and Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison John Goodhouse, Chris Zahas and Sam Brookham of Leland Consulting. 1. CALL TO ORDER Chair Rogers called the meeting to order at 6:00 pm. The meeting was held in the Public Works Auditorium, at 8777 SW Burnham St.Joe recorded the roll call. 2. CONSIDER MINUTES The December 11, 2019 TCAC Minutes were unanimously approved. 3. PUBLIC COMMENT—N/A. 4. SW 72ND AVE DESIGN UPDATE Tegan gave a presentation,included in the agenda packet, on the SW 72nd transportation study including project purpose,project background,what we've heard,proposed plan, the ask, and the recommendations so far. She noted that to complete all the recommendations would require approximately$25 million. The report will be finalized this month and the Code modified in April to enable the proper development. 5. DEVELOPMENT ASSISTANCE CRITERIA Chris Zahas and Sam Brookham discussed the development assistance criteria including introduction and purpose, the development assistance program, criteria and weighting, and examples of programs from other cities. They noted that each city tailored their program to their needs. Commissioners discussed the examples and what would work best in the Triangle Urban Renewal District. Leland will prepare guidelines for review at the next meeting. 6. LIAISON REPORTS—N/A 7. NON-AGENDA ITEMS A. Walsh Construction was selected for the Main at Fanno project. GOAL SETTING/RETREAT The meeting started at 7:15 pm. The meeting was held in the Public Works Auditorium at 8777 SW Burnham Street. Commissioners gave brief introductions. Kate gave a brief presentation showing the goals from last year. Commissioners agreed the goals still applied. They then discussed the list of sub goals for each Urban Renewal District (URD). Commissioners expressed interest in topics including monthly Universal Plaza agenda items,meeting with the TDA and Chamber of Commerce regarding their Heritage Trail activation plans, discussing the Fanno Creek Overlook project, a walking tour of downtown, a bus tour of the Triangle, explore whether land banks or land trust strategies are useful in either URD, and hearing from Lloyd Purdy on Equitable Business Development. Kate will refine the language and circulate the goals via email to finalize them.The next joint TCDA and TCAC meeting occurs on February 3, 2020. 2. ADJOURNMENT The meeting was adjourned at 8:45 pm.
