Meeting Minutes
December 11, 2019
Members Present: Scott Hancock,Renette Hier, Hemendra Mathur,Tom Murphy,Tim Myshak,
Kate Rogers (Chair), Ryan Ruggiero,and Faez Soud.
Members Absent: Lucas Brook (Vice Chair),Angeline Chong, Chris Haedinger, and Gloria Pinzon
Marin (Ex Officio).
Staff Present: Redevelopment Project Manager Sean Farrelly, Senior Project Engineering Andy
Newberry,Project Coordinator Christina Zellmer and Administrative Specialist Joe Patton.
Others Present: TCAC Council Liaison John Goodhouse,Tigard resident Carine Arendes, 2020
TCAC appointees Teri Karren-Keith (Alternate) and Justin Watson (Ex Officio).
1. CALL TO ORDER
Chair Rogers called the meeting to order at 6:30 pm. The meeting was held in the Public Works
Auditorium, at 8777 SW Burnham St.Joe recorded the roll call.
2. CONSIDER MINUTES
The November 13, 2019 TCAC Minutes were approved with only Commissioner Hancock
abstaining.
3. PUBLIC COMMENT
Carine invited Commissioners to take part in the Southwest Corridor community meeting on land
banking and land trusts. Elected officials and individuals that might be affected by the light rail
alignment will also attend. The meeting is on January 16 at 6:00 p.m. at the Muslim Educational
Trust. Land banks and land trusts are methods to promote and preserve housing affordability.
4. MAIN STREET GREEN STREET PHASE 2
Andy is managing the Main Street Green Street Phase II project and Christina is assisting. They are
estimating a year for the project to be designed. They hope to put bids out in a year with
construction starting in 2021, ending a year later. The design will look very similar to Phase 1. Public
outreach is an emphasis. The consultant team includes a public outreach firm. A communications
plan will be established along with extensive community outreach including affected business
owners. Back-in angle parking will be explored.
5. PLANNING FOR JANUARY GOAL SETTING MEETING
Kate gave a brief overview of the January meeting and Commissioners agreed to meet at 6 p.m. to
accommodate goal setting. Kate will send info on potential meeting dates prior to the next meeting
when interested Commissioners can meet to lay the foundation for the goals.

6. TIGARD CONSTRUCTION EXCISE TAX (CET)
Sean gave a presentation,included in the packet, on the Council approved Construction Excise Tax
(CET).
7. PROJECT UPDATES
Sean briefly discussed the updates included in the packet.
8. NOMINATIONS FOR 2020 TCAC OFFICERS
Kate was nominated as Chair. It was noted that nominations are open until the elections at the
January business meeting.
9. LIAISON REPORTS—N/A.
10. NON-AGENDA ITEMS
A. Council President Goodhouse discussed charging builders a certain percentage of their
project with funds going toward art projects, such as San Antonio.
11. ADJOURN BUSINESS MEETING
The meeting adjourned at 8:15 pm.
