Call to Order, Roll Call, and Introductions Commissioner Keith Jehnke called the meeting to order at 5:30 p.m. 2. Approval of Minutes —June 12, 2019 and August 14, 2019 Councilor Lueb moved to approve the June 12, 2019, and August 14, 2019 minutes. Commissioner Henschel seconded the motion. The motion passed by unanimous vole of Lhe commissioners present, with Commissioners Henschel, Jehnke, and Councilor Lueb voting yes. 3. Public Comments There were no public comments. Water Supply Update Mr. Goodrich reported: Average water use for the month of September was 6.2 million gallons per day (mgd). This consumption water usage is lower compared to this time last year (7.2 mgd). The month saw heavy rainfall (3.85 inches for September in the Portland area; 2.5 tunes normal 1.47 inches) which may account for the lower consutuption and irrigation use. For the month of September, there was no change in aquifer storage recovery (ASR) conditions. Stored water for ASR-1 is approximately 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of supply based on 1,500 gpm recovery rates. Bonita Pump Station data for September 29 indicates a pH of 7.81 with 1.0 mg/L chlorine residual, 25 mg/L alkalinity, and water temperature of 13.2 centigrade (55 degrees F). Water treatment plant operations continue to be normal. Ozone is fully functional and operating without any problems reported by Lake Oswego Tigard Water Treatment Plant staff. Clackamas River USGS information reports that the river is flowing at 1,200 cubic feet per second (cfs). These flows are above our conditional use parameters for September. Water temperature is 54 degrees F, with a pH of 7.5, and turbidity average at 2.0 NTU. Last year during this same time, flows were at 750 to 800 cfs. Staff received 5 water quality complaints; one relating to turbidity due to TVF&R operating a fire hydrant nearby; two with low chlorine residuals prior to flushing; and two regarding taste/color that were follow-up phone calls with no action by the Cily. 5. WAB AT Large Member Interview • Candidate Jennifer Joe, was interviewed for one of the two WAB At-Large Member position. • The WAB members will continue to receive application for the At-Large Member positions. Information Items • Mr. Goodrich shared that the area of SW 133rd Ave and SW Mountain Ridge Ct, was recently flushed, due to a water quality complaint of the smell and taste of chlorine in the water. PRAB members discussed: o Earthquake preparedness of various water tanks and pipes throughout the City of Tigard. o Fire Hydrant replacement. o Water rate increases, and a water rate study. ■ Ken Henschel moved to delay the rate increase implementation until July 1, 2020, and Heidi Lueb seconded the motion. The motion passed with a unanimous vote of the commissioners and councilor present, with Commissioners Henschel,Jehnke and Councilor Lueb voting yes. o Water Watch is requesting an extension on the water rights on the Clackamas River. 7.
