1.NEW TREES THAT ARE PLANTED TO MEET THE EFFECTIVE CANOPY REQUIREMENTS SHALL CONFORM TO THE APPLICABLE STANDARDS IN THE TIGARD URBAN FORESTRY MANUAL.THEY
