CALL To ORDER: Chair Pro Tem Bogert called the meeting to order at 7:00 p.m. 2. Reh 3. APPROVE MINUTES The minutes from the September 11,2019 Board meeting were reviewed. No changes were requested. Motion by Suzanne Sikora. Second by Shirley Edwards to approve the September 11, 2019 minutes. Allen—Abstain Bogert—Aye Callahan—Absent Edwards—Aye Harris—Absent Ristau—Aye Sikora—Aye 4. AGENDA ADDITIONS AND DELETIONS There were none suggested. 5. LIBRARY OPERATIONS The September 2019 Statistical Report was distributed to the Board. September was National Library Card Sign-up Month.Halsted explained the success of the high number of new library cards issued was a result of a robust photo scavenger hunt encouraging participation and increased promotion on social media. Our recent recruitment efforts have resulted in a full senior management staff.Amber Bell transitioned to her official role as Readers Services Manager on September 1 and Brent Husher joined us as our new Circulation Manager on September 16. Two of our Tech Services Librarians, Brenna Normann and Stephanie Milbrodt, spearheaded a promotion for National Voter Registration Day. Staff helped encourage patrons to register to vote. Voter registration forms were available at the library. Completed forms were delivered to the County Elections Office. This was also promoted on social media. The Library will be closed to the public, and all regular and on-call staff will attend. This is a joint staff in-service day with the Sherwood Public Library. 6. ADULT SUMMER READING FINAL REPORT We had a record-breaking number of Adult Summer Reading participants. The Library Board received a copy of a memo to Halsted from Annie Sprague,Adult Services Supervisor,addressing the details. All staff collaborated to in support and encourage participation. 7. SUPPORT FOR TEEN SERVICES AT THE LIBRARY The Board initially discussed expressing support for the Teen Space at their September meeting. Alicia Turner had volunteered to compile the points of discussion to be reviewed at the October meeting.The Board reviewed this draft statement of support for the new teen space. Discussion ensued. Kate Ristau volunteered to continue the work on the statement to include new comments discussed to present at the November meeting. 8. DISCUSSION POLICY REVIEW The Board reviewed and discussed the Interlibrary Loan policy. This policy was last reviewed on February 13, 2018. Motion by Shirley Edwards. Second by Suzanne Sikora to re-adopt the Interlibrary Loan policy as it is currently written. Motion was approved unanimously. 9. ALA POLICY REVIEW The ALA Access to Library Resources and Services for Minors (formerly titled "Free Access to Libraries for Minors") statement was last reviewed by the Library Board on December 12, 2018. The ALA Council amended the document at their June 25, 2019 meeting. The Library Board received a red-lined copy with the revisions made by the ALA Council. Motion by Suzanne Sikora. Second by Chris Allen to endorse and reaffirm the ALA Access to Library Resources and Services for Minors statement. Motion was approved unanimously. 10. OTHER BUSINESS The trend of public libraries offering a"Library of Things"collection was discussed.Halsted encouraged the Board to submit ideas for items to include in this collection. The Performance Audit conducted for the City of Tigard has been completed. One of the outcomes from the report is that it supports amending the library hours of operation. We are considering closing the library at 8:00 p.m. on weekdays and opening at 10:00 on Sunday.We are looking at starting this on December 1, 2019. It was asked if there are plans to do anything with the open area just north of the library. A few ideas have been tossed around—perhaps a children's play area; a community garden; an outdoor amphitheater. A brief discussion ensued. Shirley Edwards informed the group that the theme for the Pittock Mansion holiday season is the "Wonderful World of Books." 11. ADJOURNMENT Chair Pro Tem Bogert adjourned the meeting at 7:50 p.m.The next meeting of the Tigard Library Board is scheduled for Wednesday,November 13,2019 at 7:00 p.m. in the Library Conference Room.
