09/11/2019 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,September 11, 2019 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL To ORDER: Chair Pro Tem Bogert called the meeting to order at 7:01p.m. 2. ROLL CALL Members Present: Mary Bogert,Joseph Callahan (arrived at zio), Shirley Edwards, Kate Ristau, Suzanne Sikora Members Excused: Christopher Allen, Katie Harris Alternates Present: Gail Stephens,Alicia Turner Council Liaison Excused: Heidi Lueb Staff Present: Director of Library Services Halsted Bernard and Confidential Executive Assistant Margaret L. Reh 3. ELECTIONS OF OFFICERS The floor was opened for nominations for the position of the Library Board Chairperson. Mary Bogert nominated Katie Harris for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Kate Ristau. Second by Shirley Edwards to elect Katie Harris as the Library Board Chairperson. The motion was approved unanimously. The floor was opened for nominations for the position of the Library Board Chairperson Pro Tem. Kate Ristau nominated Mary Bogert for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Shirley Edwards. Second by Kate Ristau to elect Mary Bogert as the Library Board Chairperson Pro Tem. The motion was approved unanimously. 4. APPROVE MINUTES The minutes from the August 14, 2019 Board meeting were reviewed. No changes were requested. Motion by Suzanne Sikora. AGENDA ADDITIONS AND DELETIONS We will be tabling Agenda #8 discussion on policy review. 6. LIBRARY OPERATIONS Halsted Bernard reported the Summer Reading Program finished stronger than it ever has. We aim for 50% of finishers. We hit 52%this year.We also broke records with sign-ups. Amber Bell has been promoted from the Youth Services Supervisor to the Readers Services Manager position. Amber will be our IT liaison for library technology projects. She has a passion for early literacy and community outreach. A Circulation Manager has been hired.Brent Husher will join us on September 16,2019.Brent comes to us from the Fort Vancouver Library System.Brent's passions include mentoring staff and process improvement.With these two manager positions now filled,Halsted wants to have their input on the policies that were to be reviewed prior to presenting them to the Board. The August 2019 Statistical Report was distributed to the Board. Halsted informed the Board that it has been confirmed that WCCLS has the County Commissioners' approval to place a levy renewal on the May 2020 ballot.There is a county-based volunteer-run PAC called People for Libraries that is active in these levy renewals that come around every five years. 7. TEEN SERVICES AT THE LIBRARY A memo from Readers Services Manager Amber Bell and some Teen Scene talking points were distributed to the Board.With the implementation of a new teen area, some adults who have become accustomed to using that space on the first floor have issued some complaints about it. Staff was seeking the Board's support of this enhanced teen area. The Board agreed to provide a statement of support for this necessary space for teens. Discussion ensued. Alicia Turner offered to compile the comments discussed and will write a statement of support for the Board to review and approve at the next meeting. 8. DISCUSSION POLICY REVIEW The Fee-Based Services Policy (last approved: 12/13/17) and the Social Media Policy (last approved: 12/13/17) were tabled to a future meeting. Halsted Bernard would like to give her staff more time to review the policies prior to submitting them to the Board. 9. ALA POLICY REVIEW The ALA Library Bill of Rights policy was last reviewed by the Library Board on October 10, 2018. Some missing ALA endorsement dates were added to the bottom of the document. Motion by Suzanne Sikora. Second by Shirley Edwards to endorse and reaffirm the ALA Library Bill of Rights. Motion was approved unanimously. 10. OTHER BUSINESS Shirley Edwards asked about the puzzles that are available for the public. All the puzzles have been donated. After the library has used them, they are given to the Friends of the Library to sell at the book sale. The next Friends Book Sale is coming up on October 4-6. 11. ADJOURNMENT Chair Pro Tem Bogert adjourned the meeting at 7:48 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday, October 9, 2019 at 7:00 p.m. in the Library Conference Room.
