Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Wayne Gross. 2. Approval of Minutes: May 13, 2019 Dave Brown moved to approve the April 8, 2019 meeting minutes. Tristian Irvin seconded the motion. The minutes were approved by a vote of the board members present with Dave Brown, Tristian Irvin, Scott Winkles and Wayne Gross voting yes, Claudia Ciobanu abstained. Tristian Irvin moved to approve the May 13, 2019 meeting minutes. Dave Brown seconded the motion. A vote of the board members present did not achieve a quorum to approve the May 13, 2019 minutes. 3. Comments from the Audience • Chris Garsteck thanked the parks staff for all their hard work putting up shelters at Potso Dog Park. 4. Recognition of PRAB Member Recognized Dave Brown and 8 years on the PRAB. Dave Brown read aloud a thank you letter, highlighting his key accomplishments; approval of$17 million-dollar parks bond and starting the Recreation Program. He left the board with the challenge of building a park on the Steve Street property. 5. Inclusion in Parks and on Trails Community Engagement Coordinator Marissa Grass discussed one-way Public Works is working on Inclusion and the Strategic Plan and that is through the Access Trails project. Through this project the City of Tigard will be better educated on how to provide information about the physical condition of trails to all individuals. • Two trainings have been hosted to increase staff's knowledge on what makes a good trail description. The goal is to have a trail description for all trails in the COT. • Handout: Cook Park Access Trails 6. Discussion with Recreation Staff • Introduction of the new Recreation Coordinator, Kimberly Cederholm, and Recreation Specialist, Kaitlyn McKinney. • Kim provided a background on her past career in recreation. • Kaitlyn and Kimberly provided an overview of what to expect from recreation for the Fall, including Day Camps, Art Classes, Babysitting Training, Self- Defense and winter holiday events. Parks Updates Martin McKnight gave the following updates: • Balloon Festival planning is well underway for June 21-23 • Fireworks show coming up on July 4 • Cows served their purpose and are leaving Dirksen Nature Park this month. 8. Update on Parks and Recreation Division Budgets The Budget Committee approved one White Paper which proposed to increase park maintenance staff to maintain all the recent park additions. This is an additional $1.02 to the PARE • Budget Committee asked the Parks Department to bring back the other White Paper in the future. The proposal for maintaining new parks in Tigard. • Heidi Leub stated that the council believes it is important to maintain parks but there are too many unknowns. In the next year, it will become more clear what new parks will need to be maintained and the committee will be more confident in the White Paper. 9. Non —Agenda Items Kevin Robinson from Tigard Little League discussed his upcoming project for the artificial turf at Cook Park. Tigard Little League went to the City Manager and presented their main reasons for the need and benefits of artificial turf • Utility for the league to practice in safe places. • Tournaments- money maker for Tigard ■ Economic argument -cost less to maintain Tigard Little League plans to go into the community and solicit for this project. Their goal is to raise $300,000 from the community. 10. Executive Session An executive session was not held. 11.
