BACKGROUND INFORMATION Site Information: The property is located at 12945 SW Walnut Street (WCTM 2S104AD,Tax Lot 02801),which is located north of SW Walnut Street,east of SW 13155 Avenue,and south of SW 129x'Avenue.Adjacent properties to the north, east, and south are all zoned low-density residential (R-4.5), and the adjacent properties to the west are zoned medium-high-density residential(R-25).The property contains a Clean Water Services (CWS) Vegetated Corridor and a Goal 5 Significant Habitat Area- Highest Value Habitat on the western portion of the property, where no work is proposed. The property is not located within any overlay districts. An area labelled as SW Walnut Street directly in front of the subject property is neither a public nor private street. A lot running the length of this street segment is owned by a third party and most likely contains an easement from Washington County. The subject property technically has no frontage on a public or private street. Proposal: The applicant is proposing to demolish the existing garage and then rebuild with an attached ADU, a new garage, and a bonus room located above the garage. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS This review will only focus on the applicable criteria for the ADU. 18.220 Accessory Dwelling Units: 18.220.050 Standards A. Number of units. 1. A maximum of 2 accessory dwelling units are allowed per single detached house. The applicant is proposing a maximum of one (1) ADU. This standard is met. B. Size. 2. The square footage of each attached accessory dwelling units may not exceed the square footage of the primary unit. The applicant's proposed attached ADU is 932 square feet. The applicant's proposed square footage for the single detached house is 2,400 square feet. This standard is met. C. Height. 2. A structure containing an attached accessory dwelling unit may not exceed the maximum height for a single detached house in the base zone. The maximum height for a single detached house in the R-4.5 zone is 30 feet. The applicant's proposed height for the attached ADU is 27 feet. This standard is met. ADU2019-00010:BEELER ACCESSORY DWELLING UNPT 2 D. Setbacks. Accessory dwelling units must meet the setback standards for a single detached house in the base zone, with the exception that a detached accessory dwelling unit may be located within 5 feet of the rear property line if the accessory dwelling unit is 15 feet or less in height. Yes The proposed detached ADU meets all of the applicable setback criteria.This standard is met. E. Entrances. Only one attached accessory dwelling unit may have an entrance on the facade facing the front property line. The entrance to a second attached accessory dwelling unit must be oriented to a side, street side, or rear lot line. The applicant is proposing one attached ADU that will have an entrance on the facade facing the front property line. The entrance to a future second attached accessory dwelling unit must be oriented to a side, street side, or rear lot line. This standard is met. F. Parkin. meo.1. In addition to the number of parking spaces required for the primary unit, a minimum of 1 off-street parking space must be provided for each accessory dwelling unit. Lots within 2,500 feet of a right-of-way that includes transit service are exempt from the additional parking requirement for the accessory dwelling unit. The site will be required to have two (2) off-street parking spaces; one for the primary unit and one for the ADU. The applicant's narrative states that the parking space for both the primary unit and the ADU will be located in the garage,which accounts for both required parking spaces. This standard is met. CONCLUSION: The applicant is proposing to demolish the existing garage and then rebuild with an attached ADU, a new garage, and a bonus room located above the garage. All standards related to the single detached house will also be reviewed during the building permit process.
