Approved with conditions:
The applicant shall plant a replacement tree for each tree removed, or pay a fee in
lieu of planting, in accordance with the Development Tree Replacement Standards
in Section 7, part 2 of the Urban Forestry Manual. Existing trees may be considered
as replacement trees if they meet all applicable species, size, condition and
location requirements in Section 7, part 2 and were not already required to be
planted or preserved by the Tigard Municipal Code.
This decision is final and valid for a period of up to one year after issuance unless
otherwise specified. Nothing prevents you from submitting another tree permit
application if the conditions and circumstances surrounding this removal have
changed.

The intent of this brief report is to address the fir tree mid way down the south fence line at
14145 SW Hall Blvd. This Pseudotsuga menziesii has had branch failures on an almost
yearly basis. Due to the prevailing winds, limbs fail to the south, landing in the neighbor's
patio. We have pruned it, and the church landscape crew has cleaned up additional
branches, on at least 4 occasions. Poor pruning in the past created branches longer than the
structure can maintain. We have reduced limb weight through thinning cycles and when we
go back for damage mitigation. Without significant cuts to unweight branches, which are
against A300 standards, I believe branch failures will continue to happen with either wind or
ice conditions. This is the wrong tree for the location.
It should be removed and replaced on another piece of the property to minimize risk.
