CONSIDER MINUTES The June 12, 2019 TCAC Minutes were unanimously approved. Commissioner Murphy abstained. 3. PUBLIC COMMENT—N/A. 4. REVIEW A NEW TIGARD TRIANGLE IMPLEMENTATION REPORT WITH TCAC SUBCOMMITTEE Sam and Alex gave an overview of the draft report including purpose, urban renewal projects, timeline,process, equitable development criteria, criteria weighting, optimization methodology, phased investment strategy, and key findings/recommendations. The City needs to be opportunistic to take advantage of projects such as the Southwest Corridor and how they can help fund projects. The topic of purchasing land for parks was raised. The City is in the early stages of exploring undeveloped properties in the Triangle for potential park siting. It is still in the very early stages. The importance of continued outreach to inform the public about the urban renewal projects was also noted. The consultants will make a few edits and the topic will be readdressed at the next meeting. 5. SENIOR CENTER AFFORDABLE HOUSING Three affordable housing organizations were interviewed. The interview committee selected Northwest Housing Alternatives. The City will negotiate the project details with them. There will be an advisory commission formed in the future for this project. 6. UNIVERSAL PLAZA DRAFT PUBLIC LIFE/PUBLIC SPACE STUDY Sean briefly reviewed the Public Life Public Space Insights. It will be included with the Request For Proposal (RFP) to give insight to potential designers and engineers on what residents want. The consultants will include more specifications in the RFP. City of Tigard I Universal Plaza Design Brief August 16,2019 Page 18 DESIGN DRIVERS Robust, Resilient and Diverse How do we create a diverse Universal Plaza environmentally,economically and socially,guided by robust and resilient design principles?With this in mind,design proposals should ensure not only that local biodiversity is enhanced and safe guarded,but also that Universal Plaza fosters and supports diversity of people and activity.These attributes should be integrated within the project and become inherent within the plaza's character and identity. From the perspective of sustainability,the physical elements of the plaza should not be thought of in isolation,but rather as parts of one holistic system. For example,consider the relationship between permeable surfaces, trees and shading structures to create a comfortable microclimate.Examine the benefits of using local materials and urban furniture elements that demand less maintenance to support a more resilient public space.
