02/05/1985 4+ ire r2 CIVIC CENTER COMMITTEE MINUTES FEBRUARY 5, 1985 Committee members present: Valerie Johnson (Chairperson, Susan Mueller, Bob Carn, Craig Hopkins, Carolyn Eadon. Smith/Dull represented by Norm Smith. Joy Martin staff liaison also present. Norm Dull made a updated presentation of the police facility now that the holding cell area has been eliminated per the City Council direction of January 19 workshop. Approximately 860 sq. feet has been removed from the previous floor plans. Chief Adams stated that he feels that the new floor plan will work well for the police needs. The plan also allows for a smooth future expansion of the facility. $12,300 additional engineering fees are being charged for the changes to the police facility. This is in addition to the $1600.00 in architectural fees. Total charges $13,900.00. Deductive alternates were discussed again. We have listed 1. quiet room 2. some sq. footage out of city hall 3. landscaping 4. asphalt reduced by about half Norm Dull feels we need to add at least one more possible deductive for them to work on. They are suggesting removal of the canopy as one of the least disruptive alternatives. The savings of removing the canopy would be about $14,000.00. Craig Hopkins suggested changing from ceramic the to vinyl floor coverings in the entry area to the City Hall/public area. Approximate savings would be about $4,000.00. Norm Dull felt this particular item might be held as a bargaining point at a later date with the approved contractor rather than as a deductive alternate. Committee after discussion decided to add the canopy as a deductive alternate. The flooring issue was tabled until a later time. After meeting with the acoustical engineer Norm Dull relayed to us that there seems to be an "echo" problem in the town hall area. Possible corrective options might include some fabric covered panels. Smith/Dull will examine options further and report back to us. Norm Dull feels the architects can have their work completed in 2 weeks. City Council/Committee workshop is scheduled for Library 19th at 7:30. Committee resumed discussion from the last meeting regarding a list of contractor qualifications to be submitted to the City Attorney. Committee decided to advise that a 3—year minimum time in business as a general contractor be one requirement. Other suggestions are included in the AIA documents that the Committee would like to have forwarded to the City Attorney for review. Meeting adjourned 9:40 P.M.
