08/17/2000 - Minutes 1 9� Library Construction Committee I ti Meeting Notes Thursday, August 17, 2000 The meeting convened at 6:30 p.m. The committee members present were: David Chapman, Curtis Tigard, George Burgess. Also present were Kathy Sleeger, Rich Brooks from BML Architects, City Manager Bill Monahan, and Library Director Margaret Barnes. City Manager Bill Monahan facilitated the meeting. He led a discussion that reviewed the final draft of the "Needs Analysis "report. Rich Brooks brought to the meeting a couple individual pages to change within the report. After a brief discussion of the report the Committee agreed to accept the report. Also distributed to the Committee was a copy of a memo sent by the consultant, Cynthia Ripley. In her memo she discusses the importance of the size of the building when considering future growth of the community. The Library will now have the final report reproduced and distributed to the Committee and the City Council. There will also be copies available for the community to read at the Library. These copies will include at the back of the report a copy of the consultant's memo and a copy of the official resolution renaming the Committee to the New Tigard Library Construction Committee. Bill spoke with the Committee about the process to select to citizen members for the Committee. There will be a notice in CityScape asking for people to volunteer to participate on this committee. Rich Brooks spoke about the programming phase of the process. During the programming phase the consultant, Cythnia Ripley will meet with the Library staff to discuss the space needs of the Library. The programming phase will take a minimum of two months and may require more time to complete. The programming document will be used in the design phase to articulate the space needs of the building. Rich also spoke about the site analysis phase and stated that BML will be doing a detailed analysis of 6 sites. This analysis will be completed after the Committee selects sites for further review from the original preliminary list. Included in the analysis of the 6 sites will be an analysis of the soil. Rich briefly reviewed 5 diagrams with the Committee. He mentioned that usually 4 parking spaces per 1000 people is the ratio used when projecting the parking lot size. This projection equals about 200 spaces for a new building. The typical site to include the parking and meet programming needs of a new library will be between 4.5 and 5 acres. He also spoke about the possibility of the new building being a two-story structure. If it were a two-story structure than about 4 acres would be needed. The meeting adjourned at 8:00 p.m.
