MINUTES OF WASHINGTON COUNTY FIRE DISTRICT NO. 1 FIRE CODE BOARD OF APPEALS 1 HEARING, AUGUST 18, 1983, 9:00 a.m. , ADMINISTRATION BUILDING, 20665 S. W. BLANTON STREET, ALOHA, OREGON 97007 I 9 Board Members Present Messrs. Beard, Frost, Hodges Also present: Fire Marshal Butts, Asst. Fire Marshal Parker, Fire Prevention Officer Dodge, of District l ,i No. 1 , Schroeder of Washington County Building Al Department, David Raines of Gary M. Larson & Assoc. , 1' Steve Brown, Tektronix, Inc. I Appeal by Gary M. Larson & Associates regar ng Hydrotube Project, shington Square Qistrict's Case Presented by W. Dodge Summing up the background for this appeal , Mr. Dodge stated this involved an altera- tion project which includes the addition of a water slide structure to an existing structure which was originally a pizza restaurant. According to District measure- ments, the total building will have a ground displacement of 7,800 square feet, half of which is d'voted to the restaurant and the other half to the water sl?de facility. The restaurant is classified as an A-3 Occupancy with an occupancy load of 300 or less; the water slide is an A-4 Occupancy as it resembles an amusement park structure. The finish hardware for the main entrance/exit door assemblies is the issue. The owners have chosen to use two pairs of doors. The District interprets the code to prescribe that where two pairs of doors are employed, as a main entrance/exit door on a Place of Assembly, Group A Division 3 Occupancy, they must be fitted with panic hardware. With a single door or one pair of doors, panic hardware may be omitted. 1 GarLM. Larson & Associates Case Presented p_ Raines A blueprint of the project was posted for reference. Mr. Raines compared the situa- , tion to a large shopping mall with department stores where they have double doors without panic hardware. He pointed out the restaurant issisolatedgbyoaewindowewall. i The occupant load does not require two sets of doors; t N reasons. Exiting thru doors equipped with panic hardware would be noisy and there is ture. 1 a maintenance factor. The Doornt Toload Remainll be no Unlockedgreater During BusinessaHourtruwould be i Required signs stating ' provided. 1 II 7 I STOP FIRES- SAVES LIVES r IIammemmimmumwariammrso I -- — - -- - Fir---w7— _ ....__.......,,,—,r—— —__ ___ __ __— _,,,,,, _... . __„,r_____ I 1111 .n I • 1 I t 0 Fire Code Board of Appeals Minutes r August 1r, 1983 ' Page 2 iscussion When asked how the Building Department felt, J. Schroeder said there was no question /11' 4 in his mind the code addresses the fact that twopairs of doors require panic hard- ware, but added probably there is little liklihood the doors would be locked at any i, time the facility was in use. J Further discussion included comments that while there are large concentrations of 1 people in mercantile occupancies from time to time, that is exceptional and not like a restaurant situation. Life safety - getting people out in case of a fire - is I 1 the most important factor. There is no guarantee people will remember to keep all ' doors unlocked at all times during working hours. I Both pairs of doors are not required. The hazard involves the possibility of one set not being unlocked. There are five exits; all others have panic hardware. The building is sprinklered. There are two main entries. One could be left locred, but L ,1 with two pair, side by side, there seems less hazard. r\ 1 It was suggested a window wall be substituted for one set of double glass doors, but Mr. Raines said from an architectural point, this would nct be advisable. Prior ap- { peals of this same subject were recalled where exceptions wire allowed if a sign was 1 posted. I - Action Taken ' Mr. Frost moved, second Mr. Beard, because the building is sprinklered and there are 1 several other exits, panic hardware not be required on the adjacent sets of the main entrance/exit doors. Mr. Hodges expressed concern as the majority of those using the hydrotube will be youth. Being sprinklered is not an issue, but evacuation is. Mr. Raines indicated this is expected to be more for family use. Exiting from the hydrotube is separate from the restaurant, and those doors do have panic hardware. I Fire Marshal Butts requested the motion include the statement "If any doors are found to be locked during business hours, this appeal may be reviewed and the exemption from o code requirements revoked by the board." Mr. Frost and Mr. Beard agreed to this. 0 Motion carried unanimously Appeal by Tektronix, Inc. regarding Water Supply Storage r District's Case Presented by B. Parker r `{ Mr. Parker gave an overview of the hearing held November 17, 1978, at which time a variance from Section 1807 of the code was requested and denied. Mr. Parker asked that they be permitted to reappeal at this time. 1 I j (r I L_ . I ----- - _. _ .T--- n. 111 i 1 1 I Fire Code Board of Appeals Minutes August 18, 1983 ' Page 3 Tektronix, Inc. Case Presented by S. Brown Upon Chairman Beard's approval , Mr. Brown explained that at the time of the appeal, a large volume of water was being housed under Building No. 57 to supply a sprinkler Isystem in Building No. 59 where electronic parts are manufactured. A sag has devel- oped in the flooring of this building because of the vibrations, and the tank itself , has several large cracks. The system is not economically justifiable. so Tektronix iis asking for relief from maintaining this secondary water supply and pumps. There 1 44 are two sources of water with three connections and close hydrant spacing with 80 - 100 pounds water pressure. Both the Fire Marshal and the insurance carrier agree a i secondary on-site source of water is not necessary. I I i - Discussion Asst. Fire Marshal Parker confirmed there is no opposition from District No. 1 , and r added Wolf Creek Highway Water District Engineering Department says the system is 1. . 1 now completely looped, giving better coverage. The pressure is way above the re- ,, 1 quirements. The decision given in 1978 was viable, but it is not necessary now. Action Taken Mr. Hodges moved, second Mr. Beard, the decision made on November 17, 1978, by the I Fire Code Board of Appeals be repealed, thus relieving Tektronix from the require- ments at that time.
