Submittal of plans : The plans submitted to and examined by this office contained no drawings or specifications deal - ing with the construction and development of the restaurant , restaurant kitchen and related facilities. Prior to any interior develapment within these areas , complete plans therefore must be submitted to ano approved by a repre- sentative of this office . The plans must include shop drawings and specifications for the construction and instal - lation of kitchen hoods c.nd ventilating systems . (Ref. Spec al Inspector: n pproved and qualified special inspection agenc: must be employed to inspect all spray- applied fireproofing for the structural steel and insu- lating concrete and must render oeriodic reports certifying that the fireproofing qualifies to protect the structural steel for a minimum three hour fire-resistance rating . (Ref. Sec . 306 UBC) 3. Separation between stories : Exclusive Lf the atrium and enclosed vertical openings such as stairways , mechanical shafts , etc . , each story must be separated from the stories above and below by a two-hour fire-resistive floor assembly. Regarding this issue , reference is made to detail drawing 13/A 8.1 showing the relationship of the spandrel wall with the floor slab. Fire resistive Coors must be continueous. The two-hour fire-resistance of the floors at the juncture of the exterior walls must be maintained and detailed drawing showing the manner of maintaining tie prescribed separation must be submitted to and approved be a representzitive of this office. (Ref. Sec . 1701 , 1106 , 1807 and 4. 0'i UBC) 4. Fire-resistive floors : The structural floor slabs con- stitutes the fire separation between the stories. No insulation or combustible piping or other combustible materials are permitted to pass through these structural floor slabs unless fully enclosed it a two-hour fire- resistive shaft. On the other hand , occasional pipes , conduits , sleeves and electrical outlets of copper . sheet ,steel or ferrous construction may be installed within or through these floor slabs provided that the penetrations are fully grouted or otherwise firestopped to maintain the integrity of the required two-hour fire-resistance of the floors . Atrium separation: Cooking facility in the "service bar" must be totally fire isolated from the atrium by construction having a full -hour fire-resistance rating. In addition , access openings from this cooking facility into the atrium must he served by self-closing and latching fire door assem- blies having a rated and labeled fire resistance of not less than one hour. (Ref. Sec . 1715 UBC) .� 6. Exits required : A minimum of two means of exit must be provi ed from the swim pool (room 147 ) , which ultimately lead to the public way. Currently , the exit door leading frim the swim pool room to the sun terrace will not q alify inasmuch as the terrace is surrounded by a wall and no means of access is provided to the public way. (Ref. Sec . 3303 UBC) 7 . Exit corridor fire_protection : Vestibule 156 , which is a tontinurtion of corridor TIT: oust be "fire-isolated" from the atrium (room 10?) by one-hour fire-resistive construc- tion with any access openings between the vestibule and the atrium being protected by self-closing and latching smoke and draft-control door assemblies having a rated and labeled fire-re.+ stance of not less than twenty minutes . Exit corridors must be continuaus until egress to the public way is provided and must not be interrupted by intervening rooms or share a common atmosphere for other use spaces . The smoke and draft stop-door assembly , mentioned in the pre- vious paragraph , mnst be hinged to swing into vestibule 156; that is . in the direction of exit from the atrium. (Ref. Sec . 3304 and 3305 UBC) 8. Doors and architectural-finish hardware : The exterior exit door assembly from corridor 1T5•, the exterior door assembly from vestibule 156; the exterior exit door assembly from ves- tibule 157 ; both exit door assemblies from conference room 01 (room 114) ; both exit doors from conference room 02 (room 115) and the exit doors from the swimming pool (room 147 ) must be fitted with ap roved panic hardware . All other doors shown on the drawings must be openable from the inside at all times for immediate exit without the use of a key. special knitiedge or effort . That is , this door assembly serves a re- quired exit corridor and must osalify as a smoke ald kraft- stop door assembly. The door.ray from office 136, which provides access to corri - dor 135 , ,oust be fitted with a smoke and draft-stop door assembly having a rated and labeled fire resistance of nut less than ?0 minutes . Gaskets must be installed where the door meets the stops on both sides and across the top. The door schedule cells for the installation of louvers in the doors which serves the access opening from the women' s and men' s locker rooms (room 133 end 134 , respectively) to corridor 135 . Louvered openings are not permitted . The door', must be "smoke- tight" . The door openings from the kitchen (room 140) leading to and from the dining space (room 141 ) must he served by self- closing and latching fire-door assemblies having a rated and labeled fire resistance of not less than one hour. The doorway leading from the mechanical room (room 124 ) to the maintenance room (room 115) must also be fitted with a self-closing and self-latching fire door assembly having a rated and labeled fire resistance of not less than one hour. ► (Ref. Sec . 503 , 3304 , 3305 and 3318 UBC ) . 9 . Width of exit way: The door serving the doorway which leads from conference room 1 (room 114) to the exterior must be hinged to swing a full 180 degrees to provide a minimum 3 foot of exit width to the public way. As shown on the drawings , only two feet of space is provided between the buildi74g and the leading edge of the docr when the door is opened at the 90 degree angle . Exiting arrangements from conference rooms 1 and 2 to the exterior , as shown on the drawings are awkward and restric- tive. It is recommended that these exiting arrangements be � re-examined and revised . Exit facilities must he contin- uous and unobstructed . (Ref. Sec . 3101 UBC) �k 10. Roof access : The door leading from stairway dl to the roof must be openable at all times from either side. (Ref. Sec. 3306 UBC) 11 . Emergency power: Section 16612 of the specifications prescrib4 the installation of a diesel -powered emergency gen- erator set of a capacity as shown on the drawings . Search of the drawings fails to disclose the energy-producing capacity of this equipment . The mot,:r-generator set must be capable of providing power suffic+ont to operate the following-listed equipment and facilities : Imcltaneously: (al The smoke control and pu.•ge system prescribed in Section 1715 UBC. (b) The smoke detection and fire alarm system. (c ) The voice alarm and public address systems . (d) The fire department two-way communication system . (e) The elevators. (f) The exit signs and exit illumination circuits . (g) The automatic fire pump required to provide secondary water from the on- site supply to the automatic sprinkler and stand-pipe systews under the provisions of Section 1807 of UBC , if said pump is to he electrically powered . (Ref. Sec. 1907 UBC) 12. Central control station : The central-control station for fire department operations , refer -:d to on the drawings as fire command center , must contain: (a) the voice alarm and it public address system panel ; (b) the fire department cem- munications panel ; (c ) the fire Cetection and alarm system annunciator panels; (d) annunciator visually indicating the location of the elevators and whether they are operational ; (e) status indicators and controls for the air-handling systems; (f) sprinkler valve and water flow detector display panels; (g) stand-by power contr(. 1s and status indicators; (h) a telephone for fire department use with controlled access to the public telephone system. (Ref. Sec. 1807 UBC) 1.4. Smoke-control system: It appears that Section 15900/4 .7 of the specifications is in conflict with Section 15950/3.2. 'what is , one prescribes that the system remain on during fire conditions while the other prescribes shut-down . In any case , when the smoke-control system of the atrium is in the smoke-control mode , all air-handling systems which would interfere with the smoke-control system must be automatically shut-down. 1 I , t L , _„, Ii • Plans Examination 1671 December 4, 1985 Page 6 since the atrium exceeds 55 feet in height , supply air for smoke ; urge must be introduced mechanically from the floor of the atrium i.nd must be directed vertically toward the exhaust outlet . That is , the automatic opening of the main entrance door assemblies as prescribed on electrical drawing sheet E-2 will not suffice . The services of an approved testing agency must be obtained to run a full test of the smoke-control system in the pre- sence of a representative of this office prior to occupancy of the building . in addition , inspections by this agency must be conducted on a three-months basis , with a log of each test kept on the premises and made available for exam- ination by the Fire Department Inspector assined to the area . (Ref. Sec . 1715 UBC ) 14. Voice alarm stem: Regarding they specifications relating to the function of the smoke detection/fire alarm system, the operation of any smoke detector , sprinkler system water flow switch c:r- manual fire alarm-sending station must automa- 1 tically sound an alert signal , followed by pre-recorded voice instructions giving appropriate information and directions to the occupants regarding evacuation of stories affected . The central control station for fire department operations must contain controls for the voice alarm system so that a selective or general voice alarm may be initiated manually. The system must be fully and electrically supervised to cause the activation of an audible trouble signal in the central control station upon interruption or failure of the audio path including amplifier!, , speaker wiring , switches and electrical contacts and riust detect opens , shorts and ground'. which might impair the functiun of the system. The voice alarm system must be designed to be heard clearly by all occupants within the building or designated portions of the building as is required for the public address system. Ref. Sec. 1807 UBC) 15. Public address system: A public address system , which may be combined with the voice alarm system must be provided and designed to be clearly heard by all occupants of the building. The operation point of this system must be the central control station provided for fire department oper- ations. It must be capable of both general and selective broadcasting of messages in elevator cars , elevator lobbies , all corridors , the enclosed exit stairways , the restaurant dining space , meeting rooms , and the guest suites . JJ (Ref. Ser . 1807 UBC) 16. Fire de2urtment communication system: The specifications ara- drawings make reference to firemen or fire department phone jacks . The fire department two-way communication 1 system must be complete , in place and ready to operate at all times . That is , complete hand-sets must be provided at prescribed locations . It is not feasible to start equip- ping the system under emergency conditions . The two-way fire department communication system must be operational betreen the control station for fire depart lent operations ;nd every elevator car , elevator lobby and the entry, in each story, of the two enclosed stairways . (Ref. Sec . 1807 UBC) 17 . Manual fire alarm-sending stations : Manual fire alarm- sending stations must be provided immediately adjacent tc the exterior exit doors from meeting rooms 1 and 2; i .e . , rooms 114 and 115. (Ref. Sec . 10.''07 UFC) 18. jstem smoke detectors : In addition to the smoke detectors shown in the fire alarm system plans , system smoke detector must be also installed in each elevator machine room and in the mechanical room. The heat detector proposed for instal - lation in the mechanical roam is not acceptable. (Ref. Sec . 1807 UBC) 19. Direct gas- fired heaters : Section 15811 of the specifi- cations prescribes tjiee Tnstallation of direct gas- fired roof. tup make-up air units .. This is not acceptable or permitted. Direct gas- fired make-up air heaters are prohibited in oc- cupancies containing sleeping quarters . (Ref . Sec . 1904 UMC) 20. Fire hydrants/standpipes screw-thread connections : Section 02 3 o' the specifications relates to screw-ti.read connec- 1 tions for fire hydrants . All screw-thread connections for fire protection equipment must conform to the "Standard for Screw Threads and Gaskets for Fire Hose Connections" as pub- lished by the National Fire Protection Association edition 1965 . Oregon law (namely , 0.P.S . 476 .440) prohibits the sale in Oregon of any fire hose , hydrant , fire engine or other equip- ment for fire protection purposes not fitted and equipped with the prescribed standard thread and fire hose couplings and fire nydrant fitting; . That is , the number of threads specified fer the four and one-half inch pumper :onnection in Section 012713 of the specifications does not conform to this standard . (Ref. Sec . 10.308 UFC) 21 . Automatic iprinkler protection : The notes on the plans and even certain sections of tie specifications imply that .,u*o- matic fire sprinkler protection will be provided. However in no instance in the specifications was it noted where this is prescribed in a straight-forward manner. For the public record , full automatic sprinkler protection -; required throughout the entire building. The sprinkler system must he fully and electrically supervised , as indicated in the fire alarm specifications . and must meet all of the re- quirements and be installed in accordance with UBC Standard 38-1. Complete plans therefore must be submitted to and and approved by a repre;entative of thr :, office prior to the start of installation . (Ref. Sec . VII Ordinance 33- i Washington County Fir ? One for each 50 spaces on fraction thereof - 328 total spaces are proposed. Only 5 handicapped spaces shown. 18) The parking spaces for disabled people stall be at least 8 feet 4ide and shall hare an adjacent access +isle 5 feet wide ninimum. Two accessible parking spaces may share a common access aisle. 1980 ANSI A117.1, Section 4.6.3. After driving, the tip elevation of each pile was determined using the reference elevation set by the on--site surveyor. Washington Square Road As we discussed in your office on May 28, 1 have reviewed the revised plans for this project and there are still a number of issue.; which remain unresolved with regards to fire safety regulations. Of greatest concern to me at this moment is the performance of the atrium smcke control system. As you are aware the Code prescribes . when the height of the atrium is more than 55 feet, supply air (i .e. make up air to replace that which is exhausted by the exhaust fans on the roof) shall he introduced mechanically from the floor of the atrium and 3-6ecte'd vertically towards the exhaust outlets . . . We addressed this issue in item 113 of Plans Examination Report 11671; the original of which went to Mlicki & Associates with copies to Patrick Nesbett, Ke'ly-Nelson Construction Company and interested l,,cal agencies. My concern regarding th matter is based upon the apparent problem experienced in the case of the Embassy Suites Hotel in Salt Lake City. I have talked with representatives of the Building Department and Fire Marshal's office in Salt Lake City and I belizve 1 have a fair understanding of what occurred. Since the fans on the floor of the atrium, in the Salt Lake City building. did not contribute any assistance in the smoke control situation but, in 'r act, exacerbated the problem, it seems as though the mechanical designers for this building should be rather circumspect regarding the smoke control system's performance. Before the building Is opened for business, the smoke contiul system must be shown to be in compliance with all re' it regulations relating to the same subject matter. That is, there ill be no dispensations. Cooking facilities must be totally "Are isolated fro the atrium by construction having a full one-hour fire resistant rating. All o;,e ings in this separation must be protected by tight fitting automatic fire door assemblies activated by smoke detectors. Incidentally, commercial food preparation equipment such as griddles, dryers and so forth, must be served by a "grease" hood and exhaust system; technically -eferred to as a Class 1 hood and exhaust system. There 'ire copious regulations relating to the same subject matter which time and space will not permit me to '1st here. However, make up air must b, provided for that which 1s exhausted and complete plans for each system must be submitted to and approved by a representative of this office before the development of any kitchen facilities Is undertaken. This in:ludes the main kitchen facilities for the restaurant and lounge portion of the building. With reference to the question concerning clean-out openings in grease hood exhaust ducts and grease hooc exhaust duct shafts, these are required only An sections inaccessible from the entry or discharge ends of the ducts. Clean-out openin•,, in ducts must be equipped with tight fitting steel doors equaling the thickness of the duct in each instance. Duct enclosures or duct shafts must be of two-hour fire resistive construction and access openings in duct shafts or enclosures to reach clean-out openings in ducts must be equipped with tight fitting sliding or hinged c'oors which are equal In ,'ire resistive protection to the shaft or enclosure. In response to the questions concerning the mounting height of hand portable fir,. extinguishers, extinguishers having a gross weight of not more th n 40 pounds must be installed so the top sof the extinguisher is not mores than five feet above the floor. Extinguishers having a gross weight of more than 40 pounds must be so installed that the top of the extinguisher 1. not more than three and one-hal; feet above the floor. From our subsequent telephone conversation following my visit to the job site. I am Informed that the installation of the safing material at the intersection of the spandral walls with the floor slabs will be in the manner approved by I .C.B.O. and in accordance with United States Gypsum Company's Installation Instructions. Required fire resistive door assemblies must swing In one direction only and must close against stops. Otheraise they would be forced open by the pressure build up under tire conditions. In this same vein and as regards the service elevator opening, every door opening lntc a protected corridor must be served by a tight fitting smoke and draft control assembly which must be provided with a gasket so installed as to Hake a seal where the door meets the stops on both sides and across the tap. I am herewith enclosing an official interpretation from the International Conference of Building Officials relating to the same subject matter. Until recently there was no mean-, of making elevator door assemblies "smoke tight." There is now a new product on the market, manufactured by the Sealeze Corporation which, it appears, will perform this function. It has been tested and listed by Underwriter's Laboratories and as you know we 1isr:ssed this product during our May 28 meeting. The revised drawings have introriuced two new ar:hitectural hardware groups; namely, numbers 14 and 28. There is no information in the specifications relating to these groups. For the nurposes of keeping the record straight, all doors must be openablE from the "inside" at all times for immediate exit without the use of a key, special knowledge or effort. The exception to this is the docr leading from stairway /1 to the roof. Tnis door must be openable from the •oof side at all times. DESCRIPTION OF THE SPECIMEN The test specimen was constructed by a local contractor into the lab- oratories test opening 168 inches wide and 240 inches long. . A single header of 2 by 10 inch lumber, 240 inches long was placed the wal on both sides. Wood joists of 2 by 10 inch lumber were cut to fit be- tween the headers and then toe nailed and spaced 16 inches o.c. . This provided a span of appruximntely 168 inches for the joists. On the ceiling side of the construction, a single layer of 1/2 inch thick gyps board was applied across the joists and attached with nails spaced 8 in ches o.c. . The joints were finished with a typical r/-ywall joint sys- tem. On the floor side of the framing a single, layer of 5/8 inch thick plywood was applied across the joists with the joints staggered 43 in- ches. The pllywood was nailed with 6d nails spaced 8 inches o.c. . A layer of vapor barrier was applied over the plywood and attached. A layer of Cellular concrete, 1-1/2 inches thick nominal, actual 1-3/4 inch thick, was applied over the entire assembly and finished after setting to a semi-smooth surface. The concrete had an actual weighed density of 109.7 pounds per cubic foot and the overall assembly had a thicknJss of 12-3/8 inches. The entire specimen weighed an aveY-age of approximately 22.4 pounds per square foot. 7 transmission area, 3, used in the computations was 280 so ft. Regarding the issue of the charbroiler , the regulations prescribe that hoods used over charbroilers be provided with separate ex- haust systems . In the case of hoods open on three sides (wall on only one side ) the minimum air flow in cubic feet per minute must equal the cross- sectional area of the hood times a factor of 20G. For example , a 4 x 6 hood would have a surface cross- .ectional area of 36 square feet . Thus , the required quantity of air flow through the hood is 7200 cubic feet per minute . In the case of deep fat fryers , rotisseries , grills , ranges , etc . , the volume of air flow is considerably less ; one-half to one- third less in most instances . I think it is for this reason that char- broilers are required to have their own separate exhaust system. The method of calculation of air flow for shelf- type hoods , as in the case of the hood in the complimentary bar kitchen , is 300 • cubic feet per minute of air flow multiplied by the lineal feet of cooking equipment which is served by the hood . The lineal feet of cooking equipment in this instance is 6; therefore the air flow (minimum) requirement is 1800 c .f .m. The plans call for an air flow of 2000 c . f .m . Accordingly , the specified air flow exceeds the minimum requirement . Although it is easy to infer that the fire extinguishing systems which are ,rroposed for both the complimentary bar and main kit- chen hoods are interticd with the fuel and power which serves the cooking equipment the function is not clearly >tated . So , for • the public record , it is stipulated here that the operation of the fire extinguishing system , in either ease , must automatically shut off all fuel an] power to the cooking equipment served by the particular hood involved . test of this function must be conducted in the presence of a representative of this office prior to placing either kitchen into operation . •• iM 1 1 f I Mr. Gordon Knetzer July IR , 1986 'age 3 Turning now to issues separate from the issue of removal of grease- laden vapors from kitchens , the seating arrangements shown on the atrium floor plan drawings for the two dining areas serv- ing the complimentary bar are not satisfactory . Regarding the new exit door from the lounge located in the sout'ne.°st corner adjacent to the piano , the door must be 3 feet in width , nut he hinged to sw; ng outward in the direction of exit travel , must be fitted with panic hardware and a landing must be provided on the exterior which is a minimum of 5 feet in length . This landing must not be more than 1/2 inch lower than the threshold of the doorway . Regarding th' development of the kitchens , lounge and atrium gen- erally . I have given the plans conditional approval . Thc condi- t ons , of course , are that the issues addressed herein are resol- ved during the construction process and prior to the occupancy of the huilding . Washington Square Road This letter is in response to your recent telephone call concern- ing the insulation intalled on the coolant piping which serves the fan/heat coil units within the individual suites . Although 1 don' t recall the issue very clearly I do , nevertheless , remember voicing an objection to the insulation extending from story to story. That is , this building is of and must be or Type I-FR (fire re- sistive) construction. The stories must be separated cne from the other by construction having a minimum fire resistance rating of two hours . Where the floor slab is penetrated by util - ity runs care must be taken to maintain the integrity of this ?- fire-resistive separation between stories . In the case of the coolant piping insulation ;and this is where my memory is a little bit vague) as I recall we objected to it passing through the floor assembly from suites below to suites above; providing it line of fire or line of combustible material up through the building from the second through the ninth stories in each stack , so to speak , of dwelling units . That is , the mat- erial appeared to be of a combustible nature and no one informed us differently. Now, even though a material may be "self-extinguishing" thin does i not mean it is non-combustible . Fire retardant-treated wood , for example , will not sustain combustion . Nevertheless , in the presence of a continuous ignition source it will burn ; that is , combust. As a matter of prudence we are naturally suspicious and apprehensive of any sort of foamed plastic material . The foregoing constitutes the best recollection I have of the incident under discussion . (Par (D) Solder and Sweat Joint:.: Joints in copper tubing snail be made by the appropriate use of approved brass, or copper fittings. Surface to be joined by soldering and shall be cleaned bright by manual or mechanical means. The joints shall be properly fluxed with an approved non-corrosive type flux and made up with an approved solder. All solder and fluxes shall be manufactured to approved standards. The supply valve with the slip on 3/8 inch tubing does not comply to the Oregon State Plumbing Specialty Code, therefore, we cannot except this type of connection. Grenning; indeed. because of his unwarranted malevolence toward this firm, Fire Extinguishers Service Center denies any continuing liability for the safe and proper operation of all fire appliances bearing our compliance inspection tag. and •�� further, withdraws from its agreement to maintain those 1�,za� appliances. I do this with great reluctance. This firm was proua to have participated in the concruction of this hotel. We were looking forward with pride and enthusiasm to serving the hotels continuing fire safety needs. Three major concerns have brought me to this decision. Mr. Grenninys rancorous, threatening and intimidating behavior, which he seems incapable of modifying, would cause this firm concern for the safety of employees cispatched to work at the premises; that, Mr. Granniogs virulent disposition may dispose him to sabotage our installation so as tc cause this firm injury; or that. la,:tly, he may not grant us access '..a properly perform, under the tarns cf our agreement, the maintenance of the appliances. I suggest that in order to satisfy your continuing legal liability to provide properly maintained fire fighting appliances in this jurisdiction you immediately contract with another qualified service company to perform this service.
