Revised 10183Washington County Bldg. Dept. (2) Inspector Dalby i i I Plans Examination 1671 December 4 , 1985 Page 2 1 . Submittal ollans : The plans submitted to and examined by this office contained no drawings or specifications deal - ing with the construction and development of the restaurant , restaurant kitchen and related facilities. Prior to any interior development within these areas , complete plans therefore must be submitted to and approved by a repre- sentative of this office . The plans must include shop drawings and specifications for the construction and instal - lation of kitchen hoods and ventilating systems . (Ref. Sec 302 and 303 UBC) ".., ccs ✓` C:7.7. Special Inspector : 'un pproved and qualified special-7` u inspection agency must be employed to inspect all spray- applied fireproofing for the structural steel and insu- lating concrete and must render periodic reports certifying that the fireproofing qualifies to protect the structural steel for a minimum three hour fire-resistance rating . (Ref. Sec . 306 UBC) 3. Separation between stories : Exclusive of the atrium and enclosed vertical openings such as stairways , mechanical shafts , etc . , each story must be separated from the stories above and below by a two-hour fire-resistive floor assembly. Regarding this i° sue , reference is made to detail drawing 13/A 8.1 showing the relationship of the spandrel wall with the floor slab. Fire resistive floors must be continueous. The two-hour fire-resistance of the floors at the juncture of the exterior walls must be maintained and detailed drawing showing the manner of maintaining the prescribed separation must he submitted to and approved by a representative of this office. (Ref. Sec . 1701 , 1706 , 1807 and 4305 UBC) 4 . Fire-resistive floors : The structural floor slabs con- stitutes the fire separation between the stories . No insulation or combustible piping or other combustible materials are permitted to pass through these structural floor slabs unless fully enclosed in a two-hour fire- resistive shaft . occasional On the other hand , pipes , conduits , sleeves and electrical outlets ect ca1 of copper , sheet steel or ferrous construction may be installed within or through these floor slabs provided that the penetrations II are fully grouted or otherwise firestopped to maintain the integrity of the required two-hour fire-resistance of the floors . Atrium separation : Cooking facility in the "service bar" must be totally fire isolated from the atrium by construction having a full -hour fire-resistance rating. In addition , access openings from this cooking facility into the atrium must be served by self-closing and latching fire door assem- blies having a rated and labeled fire resistance of not less than one hour. (Ref. Sec . 1715 UBC) ✓ 6. Exits required : P, minimum of two means of exit must be provided from the swim pool (room 147 ) , which ultimately lead to the public way. Currently , the exit door leading from the swim pool room to the sun terrace will not qualify inasmuch as the terrace is surrounded by a wall and no means of access is provided to the public way. (Ref. Sec . 3303 UBC) 7 . Exit corridor fire protection : Vestibule 156 , wiich is a continuation of corridor 135 , must be " fire- isolated" from the atrium (room 102) by one-hour fire-resistive construc- tion with any access openings between the vestibule and the atrium being protected by self-closing and latching smoke and draft-control door assemblies having a rated and labeled fire-resistance of not less than twenty minutes . Exit corridors must be continuous until egress to the public way is provided and must not be interrupted by intervening rooms or share a common atmosphere for other use spaces . The smoke and draft stop-door assembly , mentioned in the pre- vious paragraph , must be hinged to swing into vestibule 156; that is , in the direction of exit, from the atrium. (Ref. Sec . 3304 and 3305 UBC) 8. Doors and architectural -finish 'iardware : The exterior exit door assembly from corridor 135 ; the exterior door assembly from vestibule 156; the exterior exit door assembly from ves- tibule 157 ; both exit door assemblies from conference room Al (room 114 ) ; both exit doors from conference room 02 (room 115) and the exit doors from the swimming pool (room 147 ) must be fitted with approved panic hardware . All other doors shown or, the drawings must be openable from the inside at all times for immediate exit without the use of a key , special knowledge or effort . That is , all other doors must he fitted with architectural finished hardware o' the simple type , the method of operation being obvious. Specifically , reference is made to the prescribed deadlocks proposed for installation on the doors which serve access openings to the kitchen. The door assembly which serves the employees dining room ( room 137 ) must he self-latching; that is , the push/pull hardware specified is not acceptable . i 1 1 r - ly • Plans Examination 1671 December 4, 1985 Page 4 The door assembly which serves the access opening from cor- ridor 135 to the laundry (room 121 ) must he fitted with an astragal and coordinator and must be Basketed in such a manner as to provide a ' smoke-tight seal " when the door is in a closed position . That is , this door assembly serves a re- quired exit corridor and must qualify as a smoke and draft- stop door assembly. The doorway from office 136 , which provides access to corri - dor 135 ., must be fitted with a smoke and draft-stop door assembly having a rated and labeled fire resistance of not less, than 20 minutes . Gaskets must be installed where the door meets the stops on both sides and across the top. The door schedule calls for the installation of louvers in the doors which serves the access opening from the women' s and men' s locker rooms (room 133 and 134 , respectively) to corridor 135 . Louvered openings are not lermitted . The doors must be "smoke-tight" . The door openings from the kitchen (room 140) leading to and fr-.m the dining space (room 141 ) must be served by self- closing and latching fire-door assemblies having a rated and l ;.beled fire resistance of not less than one hour. The doorway leading from the mechanical room (room 124) to the maintenance room (room 115) must also be fitted with a self-closing and self-latching fire door assembly having a rated and labeled fire resistance of nut less than one hour. (Ret . Sec . 503 , 3304 , 3305 and 3318 UBC ) 9 . Width of exit way: The door serving the doorway which leacs from conference room 1 (room 114) to the exterior must be hinged to swing a full 180 degrees to provide a minimum 3 font of exit width to the public way. As shown on the drawings , only two feet of space is provided between the building and the leading edge of the door when the door is opened at the 90 degree angle. Exiting arrangements from conference rooms 1 and 2 to the j exterior , as shown on the drawings are awkward and restric- tive. It is recommended that these exiting arrangements be re-examined and revised . Exit facilities must he contin- uous and unobstructed . (Ref. Sec . 3301 UBC) 10. Roof access : The door leading from stairway Al to the roof must be openable et all times from either side. That is , it must fitted with finish hardware of the simple type , the method of operation being obvious . • wisamsawaragivimommis morwommor 41"mmimmumm714 ;t 1 • . Plans Examination 1671 December 4 , 1985 page 5 Stairway #2 must be provide('. with a hatch which opens on to the roof and provides a net minimum opening area of 16 sq. ft . with no dimension hein less than 2 feet . (Ref. Sec. 3206 UBC) 11 . Emergency power : Section 16612 of the specifications prescribe the installation of a diesel -powered emergency gen- erator set of a capacity as shown on the drawings . Search of the drawings fails to disclose the energy-producing capacity of this equipment . The motor-generator set must be capable of providing power sufficient to operate the following-listed equipment and facilities simultaneously: (a ) The smoke control and pure system prescribed in Section 1715 UBC . (b) The smoke detection and fire alarm system. (c) The voice alarm and public address systems . (d) The fire department two-way communication system . (e) The elevators . (f) The exit sigis and exit illumination circuits . (g) The automatt,c fire pump required to provide secondary water from the on-site supply to the automatic sprinkler and stand-pipe systems under the provisions of Section 1807 of UBC. , if said pump is to be electrically powered . (Ref . Sec. 1807 UBC ) 12. Central control station : The central -control station for fire department operations , referred to on the drawings as fire command center . must contain: (a ) the voice alarm and public address system panel ; (b) the fire department com- munications panel ; (c ) the fire detection and alarm system annunciator panels; (d) annunciator visually indicating the location of the elevators and whether they are operational ; (e ) status indicators and controls for the air-handling systems; ( f) sprinkler valve and water flow detector display panels; (c,) stand-by power controls and status indicators ; (h) a telephone for fire department use with controlled access tc the public telephone system. (Ref . Se: . 1807 UBC ) 13. Smoke-c',ntrul system : It appears that Section 15900/4 .7 of the specifications is in conflict 4ith Section 15950/3 .2. That i'. , one prescribes that the system remain on during fire conditions while the other prescribes shut-down. In any case , when the smoke-control system of the atrium is in the smoke-control mode , all air-handling systems which would interfere with the smoke-control system must be automatically shut -down . wv _ ,,.. anal..11 1 , 11111 111111~a/M/I M1t► , WIIIIlaAVI IIIMUNMINIMMIKaNINNIS 1 /MNINIIIIIIINIIINwINNY11r0411111111MINNINIMININIS I' ! . Plans Examination 1671 i December 4 , 1935 i Page 6 l Since the atrium exceeds 55 feet in height , supply air for smoke purge must be introduced mechanically from the floor of the atrium and must be directed vertically toward the exhaust outlet. That is , the automatic opening of the main entrance door assemblies as prescribed on electrical drawing sheet E-2 will not suffice . The services of an approved testing agency must be obtained to run a full test of the smoke-control system in the pre- senc_e of a representative of this office prior to occupancy of the building . In addition , inspections by this agency must be conducted on a three-months bcsis , with a log of each test kept on the premises and made available for exam- ination by the Fire Department Inspector assined to the area . (Ref. Sec . 1715 UBC ) 14. Voice alarm system: Regarding the specifications relating to the function of the smoke detection/fire alarm system , the operation of any smoke detector , Nprilkler system water flow switch or manual fire alarm-sending station must automa- tically sound an alert signal , followed by pre -recorded voice instructions giving apiropriate information and directions to the occupants regaraing evacuation of stories affected . The central control stetion for fire department operations must contain controls for the voice alarm system so that a selective or general voice alarm may be initiated manually. The system must be fully and electrically supervised to cause the activation of an audible trouble signal in the central control station upon interruption or failure of the audio path including amplifiers , speaker wiring , switches and electrical contacts and must detect opens , shorts and grounds which might impair the function of the system. The voice alarm system must be designed to be heard clearly by all occupants with- n the building or designated portions of the building as is required for the public address system. Ref. Sec . 1807 UBC) 15 . Public address system: A public address system , which may be combined with the voice alarm system must he provided and designed to be clearly heard by all occupants of the building. The operation point of this system must be the central control sta'.ion provided for fire department oper- atiors. It must be capable cf both general and selective broadcasting of messages in elevator cars , elevator lobbies , all corridors , the enclosed exit stairways , the restaurantdinirg srace , meeting rooms , an,i th'2 guest suites . 1 ` 1 AMINIIMmiamiNOMM= /llIOwwwaiwrooNI f 7 'war, offsiasimstammmal ,S rNw►raw,gnwemiwvolf,eiwsoswwatwerrNv1..11NOVINHs-M/I"vraw••--weir i aria aemwialwwrrwwuiliawrwluiler+wailiwwrimiwidineivrallairarN►a Plans Examination 1671 December 4, 1985 Page 7 All alarm and communication systems must be desi ,,,ned and installed so that damage to any terminal unit or speaker will not render more than one zone of the system, in any instance , inoperative . The fire department two-way communication system must be complete , in place and ready to operate at all times . That is , complete hand-sets mus'_ he provided at prescribed locations .. It is not feasible to start equ . p- • ping the system under emergency conditions . The two-way fire department communication system must be operational between the control station for fire department operations and every elevator car , elevator lobby and the entry, in each story, of the two enclosed stairways . (Ref. Sec . 1807 UBC) 17 . Manual fi -e alarm-sending stations : Manual fire alarn- sending stations must be provided immediately adjacert to the exterior exit doors from meeting rooms 1 and 2; i .e . , rooms 114 and 115. (Ref . Sec . 10.307 UFC) 18. System smoke detectors : In addition to the smoke netectors shown in the fire alarm system plans , system smoke detectors must be also installed in each elevator machine room and in the mech„nical rocm. The heat detector proposed fo- instal- lation in the mechanical room is not acceptable. (Ref . Sec . 1807 UBC) 19. Direct gas-fired heaters : Section 15811 of the specifi - cations prescribes the installation of direct gas- fired roof- top make-up air units . This is not acceptable or permitted . Direct gas-fired make-up air heaters are prohibited in oc- cupancies containing sleeping quarters . (Ref . Sec . 1904 UMC) 20. Fire hydrants/standpipes screw-thread connections : Section 02713 of the specifications relates to screw-thread connec- tions for fire hydrants . All screw-thread connections for fire protection equipment must conform to the "Standard for Screw Threads and Gaskets for Fire Hose Connections" as pub- lished by the National Fire Protection Association edition 1965 . That is , the number of threads specified for the four and one-half inch pumper connection in Section 012713 of the specifications does not conform to this standard . (Ref. Sec . 10.308 UFC) 21 . Automatic sprinkler protection : The notes on the plans and even certain sections of the specifications imply that auto- matic fire sprinkler protection will be prcvided . However , , in no instance in the specifications was it noted where this is prescribed in a straight- forward manner. For the public record , full automatic sprinkler protection is required throughout the entire building . The sprinkler system must be fully and electrically supervised , as indicated in the fire alarm specifications , and must meet ell of the re- quirements and be installed in accordance with UBC Standard 38- 1 . Notes to District Inspector* Regarding the project description , our calculations i ,idicate that the first story , w'lrh is contained within the exterior walls , will have a floor area of approximately 34 ,420 sq. ft . Our cal - culations indicate the second and third stories will have a area of roughly 20,873 sq. ft . each , while the fourth through seventh stories will each have a floor area of 20,900 sc, . ft . t L.IL_ fpr I II( Plans Examination 1671 December 4. 1985 Page 9 The eighth and ninth stor : : will each have a floor area of 22,481 sa. ft. Tne total floor area contained within the build- ing is thus 204 ,728 sq., ft . The "other vertical shafts" , as mentioned in the project descrip- tion , refers to the service elevator hoistway. As may be infer- red from the requirements contained within this -eport , an atrium extends vertically through the building from the first story through the ninth to the roof skylights . Within this atrium , there are three elevator hoistways contained within a glass- enclosed elevator shaft . The atrium and the elevators ate , of course , not enclosed nor are they required to be under the terms and meanings of the current building and fire codes . Although the contract documents were received on October 18, a request was received from the p-oject architect on October 22 to withhold the plans from the review process because the project owners hal expressed a desire to make extensive changes in the design . The revised architectural drawings (that will soon be sent to you for your review) will show the typical suite entry to be a 45 minute fire rated steel door with an adjoining 3'-6" X 7'-0" safety glass sidelight window with a continuous hollow metal window/door frame. Underwriters Laboratories has never tested this particu- lar configuration, so there is no standard label for this frame. You indicated that this was acceptable to you, as long as it was tight-fitting and smoke proof . Please ac'.visp lis if there are any exceptions to this or if you have any questions. The sprinkler system must completely wet the entire surface of the glass on both sides of the wall ; (b) the glass is gasketed so that it may deflect with- out breaking before the sprinkler system operates ; (c) obstruL- tions such as curtain rods , drapery travis rods , cu' Ains , drapes and similar materials are not installed between sprinkler heads and the gla' , Underwriters Laboratories , Inc . listing of the assembly is not a code requirement . Box 230397 Tigard, OR 97223 Attention: Mr. Gordon Knetzer SUBJECT: OBSERVATION OF PILE DRIVING, EMBASSY SUITES HOTEL, SW SChOLLS r')_.RRY ROAD AND HALL BOULEVARD, WASHINGTON COUNTY, OREGON Dear Mr. Knetzer: At the request of Kelly-Nelson Construction Company, Inc. , Geotechnical Resources, Inc. (GRI) has observed the driving cf all steel pipe piling for the above-referenced project. GRI personnel maintained a continuous record of the driving resistance (blows per ft or in. ) for the full depth of penetration of each pile driven. After driving, the tip elevation of each pile was determined using the reference elevation set by the on-site surveyor. Piling consisted of 9-5/8-in.-OD steel pipe with a wall thickness of about 0.5 in. Based on our observations, all piling were driven to refusal into the weathered basalt bed- rock using a Vulcan 80c pile hammer. Refusal was defined as a final driving resistance of 10 blows of the pile hammer resulting in a total penetration of 1 in. or less. We provided you with the original pile driving logs on March 11, 1986, as requested. A summary of the pile tip elevations for all of the foundation piling observed by GRI is presented on the enclosed Table I. Washington Square Road This letter will confirm that I have reviewed the drawings con- cerning the reconfiguration of the first story of this building and related changes in the stories above . In principle , I can see no objections insofar as fire safety regulations are concern- ed . iiuwc.cr , appropriate changes must be made in the electrical and mechanical plans to coincide with changes made in the archi - tectural drawings . Also , the door and architectural finish hard- ware schedule is incomplete . A complete and accurate deor and finish hardware schedule is required . From our telephone conversation of March 20, it is my understand- ing that the first story is presently undergoing a completely new metamorphous . Well , that means the time I devoted to review of the drawings referred to in the first paragraph was completely wasted . There are literally dozens of people clamoring for my review and approval of their drawings so they may obtain a build- ing permit (which you already have) and I can therefore ill afford to spend time reviewing plans which are Doing to re- revised cc,ntinously. I can recall vividly how anxious the Kelly/ Nelson Construction Company was to receive the building permit so so they could initiate construction on this project . There are a a lot of other people out there who are just as anxious to start their project. Accordingly , you guys (and I mean the architect , the client and the general contractor) please decide how this building is going to he constructed and what configuration it is going to assume. Washington Square Road It is my opinion that the location of the sprinkler heads ac shown in the sketches which accompanied your April 2 letter of transmittal will fulfill fire safety regulations as they relate to the protection of glass walls separating tenant spaces from atriums . The code requires that the sprinklers shall completely wet the entire surface of the glass and the heads , located as shown on your sketches , should fulfill that function . I am retaining one coPy of your sketch for the public record . The remaining copy, bearing our stamp, is herewith returned to you . I hope this will assist in further clearing the way for the development of the project . Please let me know if I can be of service in any other rtay. It should be noted , hrwever , that the plans of public record do not contain plans for the de- velopment of the kitchen , diiing areas and related facilities . As plans for these areas develop , your fire protection plans must be altered to accommodate such development . Also , as I mentioned in previous telephone conversations with you . I have been informed that the owner and architect are still undecided with respect to the final layout of the first story.
