The plans for the alteration of the Lincoln Building to accommodate this
new tenant space have been examined with reference to currently applicable
fire safety regulations and 83 a result we are listing as follows those
requirements which must be observed during the course of construction and
for which we found no specific provision, on the submitted drawings.
1 . All construction materials, exclusive or minor trim, must
be composed of noncombustible construction.
2. The nitrous oxide cylinder manifold closet must be com-
pletely enclosed with full one-hour fire-reslstive
construction The access door assembly opening into
this closet must :,e fitted with a self-closing and
lat:A ng smoke anu draftstop door assembly having a
rated and labeled fi resistance of not less than
20 minutes. Further, a gasket must be provided where
the door meets the stops on both sides and across the
top.
In lieu of providir,y ventilation for this closet, the
installation of an automatic sprinkler head in the .
ceiling doove the manifold assembly is acceptable. In
any case, full automatic sprinkler coverage must be
provided and must be extended and altered to accommodate
the remodeling work covered by these plans.

3. As mentioned in item 2, full sprinkler coverage must be
provided and no c.eilin2-mounted sprinkler head may be located
closer then 1 foot nor more than 7-1/2 feet from any wall ,
partition or similar bulkhead. It is reconnnended that
sprinkler hltecation drawings be submitted to and approved
by a representative of this office prior to proceedinc.
4. All doors shown on the drawings must be openabl2 from the
"inside" for immedate exit without the use of a key, special
knowledge or effort.
5. One set of approved plans bearing the stamps of the Washing-
ton County Building Department and this office must be
maintained on the project site throughout all phases of
construction and must he made available to building and
fire inspectors for reference during required construction
inspections.
6. Inspection and approval of construction by a representative
of this office is required:
a) prior to the cover of any new framing elements
following the installation of all piping, wiring
and similar• utility runs whic:i will be concealed
within wall and partitici cavities.
b) upon completion of construction and prior to the
occupancy of this project area by the tenant.
7. Priur to the ercupailcy of this project space 6y the tenant
a Certificate of Occupancy or other written instrument of
apprc,vel must be obtained from the Washington County Building
Department.
Incidentally, all gas piping must be clearly labeled and must indicate at
intervals of not more than 20 feet the kind of gas which it conveys.
Subject to the foregoing stipulation,. the plans are hereby approved. I
trust this letter will assis in tearing the vary fm the project's further

A fire and life safety plan review was conducted on the above-
captioned project for compliance with the 1985 editions of the Unifor'i
Blilding Code (UBC), Uniform Mechanical Code (UMC), and the Uniform
Fire Code (UFC) as amended by Washington County Fire District's
Ordinance 86-1.
The plans arc approve subject to the following conditions on the
remodel for this floor area.
1. Exit Door Hardware: All doors shown on the drawings must be
openabTe from the inside for immediate exit at all times without.
the use of a key, special knowledge or effort.

2. Approved Plans on Job Site: One set of approved plans bearing
the stamp of the Washington County Building Department and this
office must he maintained on the project site throughout all
phases of construction and must be made available to building and
fire inspectors for reference during required construction In-
spections.

1. Inspections Re2tired: Inspection and approval of construction
by a representative of this office is required: la) prior to the
cover of any new framing elements following the installation of
all utility runs which will be concealed within wall and partition
cavities; (b) upon completion of construction and prior to occu-
pancy of the tenant space.

5. Fire Extinguisher Requirements: Not less than one (1) approved
fire extinguisher(s) wfl rating of not less than 2A10B:C shall
be provided for each 1,500 square feet of floor area or fraction
thereof. The travel distance to an extinguisher from any portion
of the building shall rut exceed 75 feet.

6. Automatic Sprinkler Systems: Automatic sprinkler system company
si71 provide this office with not less than three sets of auto-
matic sprinkler plans for review and approval. Indicate on these

Wt 1iave recei.ed a telephone call this date from ii.". Don Howick of Washington County
regarding the Plan E>•amination for the new Forest City Trading Group, Inc. Tenant Space.
It has been noted that under section 3014 of the 1985 U.B.C. (Oregon 1986 Structural
Specialty Code and Fire and Life Safety regulations) that the present Building
Lavatories do not conform to the present ANSI A117 standards regarding access for
handicapped. Enclosed is a copy of Chapter 31 of the present Code for reference to
article 3104 which notes that existing facilities are to have barriers removed (up to
a cost. of 25% of a value of work provided within any 12 month period) .
The present Lavatory spaces have handicapped facilities built to the standards in
effect at the time rf constriction but the Vestibule access into the rooms does net
comply with the prey?nt ANSI requirement for ( 1) 4' clearance between doors (when
open, which requir's a 7' Vestibule length) and (2) the exiting out through the outer
Vestibule doors does not provide necessary side width along the door for access to the
Pull on the door.
As time for completion of Suite "O1-B for Forest City Trading Group, Inc. is
already short, Mr. Howick has cor,;ented to release the Permit for 201-9 while we
review the present facilities and respond rather than to hold the permit pending
resolution of this matter.
We will review the present installation to see what is possible at minimal cost One
alternative is to remove the outer doors from the vestibule, but we will have to
check to see if the inner doors are 20 minute rated as required for a Corridor door
assembl) . Generally a i-3/4" Sold Core door is acceptable but it may be necessary
to add smoke seal gasketing at the frames.
Tease consider if the removal of one of the pair of doors wu.od be accepta!hle or if
it would be preferred to relocate the inner doors back into the roer.,c (approx. 3-1/2'
at Women's & 1-1/2' at Men's Rooms) so that we can discuss this matter the next time
we are at the building.
