Should Mayor Snider proclaim Emergency Medical Services Week in Tigard?
Emergency Medical Service professionals (EMS) play-a critical role in service to healthcare,public health and
public safety.
On any given day, EMS professionals are standing by to provide life-saving care to residents in our
community. In fact, the public counts on EMS to help them in their worst,most harrowing moments. Quick
response to medical emergencies like heart attacks, strokes or drowning are frequent,but they also provide
valuable aid and a steadying presence to those with injuries caused by motor vehicle collisions, shootings,
stabbings and other violence;as well as the myriad of illnesses and injuries that occur daily.
When the big incidents hit—whether natural (wind storms, floods,pandemics) or man-made (terrorist attacks,
explosions, active shooters) —EMS professionals provide medical care and compassion that helps a community
pick up the pieces. They are a vital team member in the nation's healthcare system and great partners to
Tigard's first responders.
• Consider Contract Award— Financial Advisor Services
Shall the Local Contract Review Board award a contract for Financial Advisor Services to PFM Financial
Advisors LLC?
The role of a Financial Advisor is to work on behalf of the city during complex financial transactions. Most
commonly at the City of Tigard, the Financial Advisor helps the city with the issuance of debt. Services
include advice on type of debt,when,where and how to market the debt, and working with bond counsel on
the legal documents related to debt. Tigard's urban renewal district has debt that a-ill need to be restructured
prior to a balloon payment in September of 2019 and may be seeking a bond for a new police station in the
next couple of years. The city's Financial Advisor will play-a key role in ensuring that the city is positioned to
accomplish these important tasks.
The City of Tigard issued a Request for Proposal that closed on April 2,2019.Two proposals were received
from qualified firms.These proposals were scored and evaluated and PFM Financial Adviors LLC has received
the recommendation from staff to be awarded the contract.
PFM Financial Advisors LLC terms will be for a 5-year contract with annual renewals.

Tigard High School
Contractor working on installation of domestic water line on 92nd Ave. to serve new buildings on campus. Expect
light to moderate traffic impacts along 92nd Ave./Durham Rd. near Tigard High School.
Beef Bend Road Culvert
Washington County will be replacing a pair of failed culverts under Beef Bend Rd near 146`'Ave.This project also
includes installing a new waterline for the City of Tigard. A six-week road closure is expecred during construction
from',15 1.9 to 8/25/19. Beef Bend Road,between Roy Rogers and Hwy 99W,will be open to local traffic only
during;the closure. Beef Bend Road,between 146th_venue and the Oak Mont Apartments entrance,will be closed
to all traffic. Pedestrians with mobility needs who travel between 146th Avenue and the Oak Mont Apartment
entrance will need to contact Washington County for an escort during construction. See

Roy Rogers Rd
Contractors will be working in the roadway on Roy Rogers Rd. \X*ork is tentatively scheduled for 5/10-5/12 at
night. Lines may be closed and flagged during this time. Regular lanes will be open during the day.
Scoffins Street Sanitary Sewer
Contractors will be installing a liner to rehabilitate the sanitary sewer line on Scoffins Street. Work is scheduled for
5/9 at night. Lanes \x-Ill be closed and flagged for a single night on Scoffins Street up to the intersection with Main
Street. Expect niglit time delays on both INfain and Scoffins.
Pavement Repair
City crews are out saw cutting and paving in Picks Landing,Bull Mountain, and the City Hall parking lot. This is in
preparation for slurry seal this summer.
Bull Mountain Road
Washington County is adding a 5-foot sidewalk on the east side of Bull Mountain Road,between Nemarnik Drive
and 155th Terrace, and on the north side of Bull Mountain Road,between 155th Terrace and Grandview Lane.
Construction has begun and the anticipated completion date is July 17. "Traffic will be reduced to one lane
intermittently, 8:30 a.m.-4 p.m. weekdays. See https://v-ww.wc-roads.com/ for more information.
Beef Bend east of Roy Rogers Road
Construction is on-going on the sewer line being installed on Beef Bend Road. Beef Bend Road has been reopened
but may have flagged lane closures during the day while the crews clean up.They will return in late Spring/early

OR 99W Sidewalk Project: Royalty Parkway to Durham Road
ODOT,in partnership with King City,plans to construct new sidewalk on OR 99W (Pacific Highway) and on
Royalty Parkway. Work has begun and is expected to continue through May. During construction,road users
should expect daytime and nighttime work. There will be single-lane and shoulder closures on OR 99W and on
Royalti Parkway as well as short-term sidewalk closures,with ADA-approved pedestrian detours. Nearby residents
may hear intermittent nighttime noise. More information can be found on the project website at

Cook Park Sewer Line
A portion of Clean Water Services'West Durham Basin Improvement Program has started at Cook Park. The
project is replacing aging sewer interceptor pipes that help control water flow with larger,more resilient pipes to
improve wastewater capacity.Truck traffic, trail closures and detours at the park are planned through April
2019. The Eatst paz it g lot has been repaved and is now open! The West parking lot will reanain under
construction until June 2019. Work began near the wastewater plant and progresses westward. More info is on the

Fanno Creek Trail—Woodard Park to Tiedeman Ave
The new bridge and trail connecting the Fanno Creek Trail straight from Woodard Park across the creek to the
existing crosswalk on Tiedeman Avenue is now open. This project completed a missing link of the Fanno Creek
Greenway Trail,provided an ADA accessible route where it did not exist before,increased trail safety by lining the
trail up with a safe crosswalk, and provided a very clear definition of the regional trail route at Tiedeman
Avenue. Most of the project was paid for with a generous $800,000 grant from Metro. Upcoming projects in this
location include safety changes at the crosswalk, adding refuge islands and more visible lighting. As soon as a long
enough stretch of rain free weather happens,a new mural will also be painted on the retaining wall and bridge
foundation to add character to the trail and to help discourage graffiti.
Dirksen Nature Park
Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. The Fanno
Creek Trail and the Nature Park are open. The restroom facility is open. Portions of the trail and park may have

River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of

The Oregon Department of Transportation (ODOT)is designing a project to add an auxiliary third lane on
Hwy 217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W, and Hwy 217 northbound from Hwy 99W to

Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin)
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard
Park to Bonita Road and build a new connection from the end of 85a'Avenue (Hall Boulevard) to the Tualatin

72"Avenue between Clinton St and Bavlor St
A developer is building a new 37-unit apartment building on the east side of 72"a Ave between Clinton St and
Baylor St. Building foundation and concrete piles finished. Expect light to moderate traffic impacts on 72nd Ave.

Hunziker Road—Fields Apartments
A developer is building apartments on Hunziker Rd. and improvements include widening Hunziker Rd. Single lane
closures may occur midday., while the crews work to locate a waterline.
Atlanta Street—Tigard Storage
A sanitary line is being installed at the Tigard Storage on Atlanta Street. Possible light traffic impacts on Atlanta
Street.
114th Place
A new subdivision is being installed on 114th Place north of North Dakota Street. Some traffic impacts expected on
North Dakota Street and 114th Place for the next few month.
School Construction
Construction continues on Templeton Elementary School, and on the new Durham Center education services
building near Durham Elementary School.

Camas Festival Recap
Thank you to all of the volunteers and participants at the Camas Festival on Saturday. The event celebrated the
grand opening of new features in the park, and the many partnerships that were formed over time to preserve the
open space and develop park features.
Dirksen Nature Park is now the second largest park in Tigard and named after Metro Councilor Craig Dirksen
pictured top row, center with his wife Jackie),who also served on the city's Park and Recreation Advisory Board, Budget
Committee and as a City Councilor and then Mayor of Tigard.

Public Works Activities on Terrace Trails
This week the Terrace Trails public works project activities included tree removal, fire hydrant replacement, and
catch basin removal to allow a contractor to realign stormwater piping to the nearby creek.

Annual Emergency Management Exercise
On Wednesday many city staff participated in a regionwide emergency management exercise. The city's Emergency
Operations Center was activated in response to a scenario that included a bio-hazard attack.
City staff went through the exercise in teams assigned to tasks like resource and situation tracking,public
information,logistics,planning, field support, and public safety. Staff in the EOC put together plans for a public
medical Point of Dispensing (POD), and went over different aspects that would be needed in the event of a real
emergency.
Tigard CERT volunteers assisted with the event,including setting up a POD training activity on Saturday for the
public and on Wednesday for city staff. Volunteers were asked to stop by Public Works to learn what to expect
from the city in a public health emergency,in turn, CERT volunteers could learn how the process could be
improved and what additional tools may be needed.Volunteers filled out a form, received a health consult and
direction on the appropriate "medicine" (in this case, candy!).

Some of you have been involved in the best little parade in Tigard and we want to make sure
YOU all know you're welcome to attend. What a great way to meet the neighbors!
The MIDDLE OF MILLEN DRIVE INDEPENDENCE DAY PARADE or MOMDIDP,is so much fun
and we are SO appreciative of past support. For over 20 years our little parade has surprised
and entertained ALL of us and we couldn't do it without YOU. City Council, Tigard Police, even
Washington County gets into the act with the SWAT and POSSE units. Neighbors come out in
crazy style and while we never know what to fully expect, the turn out is always amazing.
PLEASE join us this year. The MOMDIDP is always at 4pm on the 4th. We start by saying a
group rendition of`the Pledge, listen to much-more-talented-neighbors-than-us sing a few
patriotic tunes and then we get rolling down the 7/10's of a mile route behind Tigard's Motor-
cycle Officers. It's just the best little birthday party in Tigard and we would really I to
have you join this year for#22. Can you believe it? 22 red,white and blue-tiful years of cele-
bration! !
I'll be getting the parade permit in soon, ordering the participant ribbons and firing up the
glue gun in the garage. If you've never been to a MOMDIDP,you are in for a treat. If you have
joined us,you know how much not-to-miss fun there is to be had. Put off that extended week-
end by just a few hours and please join us. THANK YOU for your time and thanks for leading

scooters. 'A'e appreciate you making dear the broader impact on the metro community that
Portland's decisions on e-scooters will have.
DRO is a statewide nonprofit that upholds the civil rights of people with disabilities to live,
work,and engage in the community.We work to transform systems,policies,and practices to
give more people the opportunity to reach their full potential.For more than 40 years,the
organization has served as Oregon's Federally funded Protection&advocacy system.We
believe that everyone should be able to safely navigate sidewalks throughout our states freely
and without fear of being hurt.
We share your concerns about the willy-niiiy adoption of e-scooters without thorough
vetting,an open and transparent public process, nor careful consideration of whether these
vehicles respect the civil rights of people with disabilities,older Oregonians,and others to
have equal access to our public spaces.Through our work,we found that Portland received
more than 63o compiaints from people who live in or visit Portland in last year's four-month
pilot. The vast majority of these complaints were about the impact of e-scooters on people
with disabilities or seniors.tiffany of these complaints expressed concern about safety as
people move along our shared sidewalks.Among just our staff and Board members, a number
of individuals had frightening interactions with e-scooters or had their path of travel
obstructed.
We are grateful for your leadership on this important public debate. Thank you for sharing
what other cities had already done to develop common sense solutions to the challenges

represent a student viewpoint on city issues that
affect them.
The youth councilor will attend regular meetings of the City Council, which are on the first, second, third and fourth
Tuesdays of the month beginning at 6:30 p.m. That student will do everything an elected councilor does except cast
a binding vote on city issues.
In addition, they will be invited to participate in all City Council activities outside of regularly scheduled council
meetings such as National Night Out, Meet& Greets, Holiday Tree Lighting Ceremony, etc. as long as the activity
does not interfere with school commitments.
Eligible students must be residents of the City of Tigard but may attend a public or private school serving Tigard
residents (Tigard High School, Westview High School, Southridge High School, Muslim Educational Trust, Jesuit,
St. Mary's of the Valley, etc.) and maintain passing grades in their classes.
The selected applicant will serve a one-year term beginning July 1 and ending on June 30, 2020.

Metro chief operating officer announces retirement

The elected regional government will conduct a national search for a replacement that is expected to take
several months.

Metro Chief Operating Officer Martha Bennett has announced her resignation
after eight years at the elected regional government.
Metro President Lynn Peterson informed the staff of the resignation in an April 26
email. Bennett's last day will be May 10.
"Anyone who has worked with her knows she's passionate about Metro's vision and
has accomplished a great deal while she's been COO,"said Peterson.
Peterson is appointing current Deputy COO Andrew Scott to serve as the interim
chief operating officer. A national search will be conducted to find a permanent replacement. That process is
expected to take several months.
In her email, Peterson credited Bennett's leadership for numerous Metro accomplishments, including passage of the
2018 affordable housing bond, the ongoing construction of the Convention Center Hotel, and construction of
Elephant Lands, Condors of the Columbia, and the Education Center at the Oregon Zoo.
Bennett had was named a finalist for the job of Clackamas County administrator last December, but was not hired.
Beaverton tests safe parking spaces for homeless campers

BEAVERTON, Ore. — Kyle Brown fell on hard times three years ago. He lost his job and his home, so he
turned to drugs and alcohol.
"Everyone is just one paycheck away from being out here with me, and that's the truth," said Brown. "I
don't expect any handouts or anything. I don't beg on the street corner. I work as much as I possibly can.
It's just hard to get out of it. It's hard to save money."
Today, he lives in his car, sober, and wants to get back on his feet.
"I got a DUI and I went through a program and got clean, and I've been clean ever since, and I don't even
want to be around anyone who isn't," Brown said.
The last place he wants to go is back on the streets. Fortunately, for him, the city is giving him a hand.
Brown is one of the first participants in Beaverton's Safe Parking pilot program.
The city teamed up with Just Compassion, a homeless service serving east Washington County to help
people, like Brown, transition from their cars to permanent housing. They launched a pilot program that
allows select people to camp in their cars in designated areas throughout the city.
"We expect people to stay three or four months before they transition into more stable housing, and then
we will serve another group of people. So, it should have a long-term impact," said Abigail Elder, director
of Mayor Denny Doyle's office. "It doesn't make a big impact in our community. Well, it makes a big
impact for people living in their cars."
The program allows five sites, each with three parking spots maximum, and includes a restroom and
storage pod.
Participants get background checks and must meet regularly with caseworkers. Last year, city leaders
banned overnight car camping.
They want to help put a dent in the homeless problem; they also know the reality: some people have no
place to live except their cars. "Folks are living in their cars; it's a reality and the city wants to be
responsive," said Elder.
Since last Friday, Brown scored a reserved spot in one of those sites. "This program is the first one that
has offered me a path to housing," said Brown. "If it works out like they've told us, then it's going to save
our lives."
The pilot program costs the city $42,000. It will last a year, and organizers will have to report to City
Council throughout the duration of the project.
Most of the locations won't be disclosed for the safety of the campers.
