Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Claudia Ciobanu 2. Approval of Minutes: February 11, 2019 Scott Winkels moved to approve the February 11, 2019 meeting minutes. Ben Holmcs seconded the motion. The minutes were approved by a vote of the board members present with Dave Brown, Claudia Ciobanu, Ben Holmes, Tristian Irvin, Ellen Seminara, and Scott Winkels voting yes. 3. Comments from the Audience Carlene Thompson shared her concerns and observations about flying drones in Dirksen Nature Park, noting that they disturb the birds, ducks, and other living creatures in the nature park, and the noise level created by the drones is loud. 4. Metzger School Park Field Postponed until the April 8, 2019 PRAB meeting 5. Update on Recreation Ms. McKinney gave the following updates: • Biggest summer yet for recreation with an increase of Movies in the Park, Concerts in the Park, and Pop-Ups in the park. • In the process of hiring Recreation Aidcs. • Golden Egg Hunt scavenger hunt begins March 12th • Movie on the Court "Ralph Breaks the Internet" March 16th • 4" Annual Egg Hunt April 20th Mr. Martin gave the following updates: • The Recreation Coordinator position is about to be posted this week. • The increase of Movies in the Park is from 4 to 6, and the concert will increase from 1 to 2. • Tuesday April 2,Council will vote on the 52¢ PARF increase to support the recreation program. • Recreation will do the Fun Run this year. ParkT Special Uses Discussion PRAB members discussed the use of drones and rockets in city parks. They shared their thoughts and concerns for protecting natural areas, wildlife, and the public, while considering those that want to have an area to fly drones and rockets. It was determined that more information is needed, including talking with people who use drones and rockets, to help develop rules and regulations regarding their use. 7. Parks and Recreation Updates Mr. McKnight gave the following updates: • Clean Water Services did not complete their sewer project, they will be in the west parking lot until May, and then they will return again in the fall, and the project should be completed by spring 2020 • Ordered a new replacement playground for Jack Park, and installation will be after July1. • This spring, the basketball courts will be resurfaced at Jack Park and Summerlake Park. • Still gathering information regarding the possible replacement of the in-fields with artificial turf at ball fields 1 & 2 at Cook Park. Mr. Martin gave the following updates on Parks Major Maintenance work: Done • Resurfaced 6 courts (2 more are pending) • Finished Fanno Creek House parking • Completed funding for the Summerlake irrigation ■ Replaced$5000 - $8000 of park name signs annually ■ Purchased and installed the small ADA playhouse for the Dirksen natural play area • Replaced and upgraded the winter fencing in the Summerlake dog park • Contracted study and survey for future trail upgrades (108 trail will use this fund for portions of the work) • Contracted bridge feasibility study (Dirksen bridge) • Finished Potso dog park parking lot plan (will install this summer with this fund) • Replaced fencing on 3 different baseball fields ■ Replaced Fanno Creek trail after Dirksen Park construction • Concept master plan for Lasich property • Directional signage for Pathfinder trail system • Security camera system for at least 3 parks Planned ■ Fanno Creek House parking area plantings • ADA boat ramp addition • 108 trail improvements • Potso parking • Dirksen second Natural play area • Copper Creek gorge study PARK& RECREATION ADVISORY BOARD MINUTES — March 11, 2019 City of Tigard 1 13125 SW Hall Blvd.,'1'igard, OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 3 of 4 8.
